As part of non-financial eligibility criteria, TANF applicants must agree to cooperate with the Division of Child Support (DCS) unless there is good cause per OAR 461-120-0350. Applicants must agree to cooperate with DCS during:
- Initial TANF application intake
- TANF renewal intake
- Report a Change (RAC) when adding a child to an existing TANF Eligibility Determination Group (EDG)
Note: Child support requirements do not apply to participants in State Family Pre-SSI/SSDI (SFPSS), JOBS Plus, or for two parent or a two caretaker family.
The requirement to cooperate with DCS does not mean an individual is required to provide information on absent parent(s) at time of intake. However, if the individual volunteers the first and last name of the absent parent(s) it will speed up the process of establishing and pursuing support with DCS. It is not an eligibility requirement to obtain the name(s) of absent parent(s). Applicants for TANF should not be pended for absent parent(s) information.
The DHS 428A (Cooperating with Child Support Enforcement) has been removed from the form server and is no longer needed. It will also be removed from future applications.

A submitted periodic report doesn’t need to be longer than two pages to be considered complete. On the second page of the periodic report there are two checkboxes to indicate if there have been any changes to report or not – see the example below. If the box for “no changes” is checked and the form is signed it is considered complete. People do not need to submit any additional pages when there is nothing to report. If additional pages are submitted, it is acceptable for them to be blank. Review the Periodic Report QRG for more information.
