 Winding down the COVID-19 Public Health Emergency webinars
Join ODHS and OHA for webinars about how the two agencies are working together to wind down the COVID-19 Public Health Emergency. The September agenda includes:
- New Pandemic EBT (P-EBT) food benefits for children
- Updates on new Able-Bodied Adults without Dependents (ABAWD) requirements
- Progress report on medical renewals
- Previews of recent and upcoming medical changes, including Healthier Oregon, Continuous Eligibility, Expanded Services for Children and the Basic Health Program

- Resources for partners

What is the Health IT Strategic Plan?
Developed by the Health IT Oversight Council (HITOC), the Strategic Plan:
- Provides high-level priorities for health IT over the next five years.
- Outlines the overall vision and the focus areas for partners across the health IT landscape in Oregon.
- Is for everyone using or impacted by health IT in Oregon. The strategies in the plan touch individuals (consumers/patients), providers and clinic staff, community-based organizations, hospitals, health systems, coordinated care organizations, health insurance companies, technology partners, state agencies, and more.
Share your thoughts so Oregon’s Health IT Strategic Plan reflects your needs! Help us understand what’s going well, what’s not, and what you want to see. There are three ways to engage and share your input:
 1. Attend one of OHA's virtual listening sessions
The September 14 session will be designed with health care consumers, patients, and community members in mind, and everyone is welcome.
The September 21 session will be designed with providers and clinic staff in mind. HITOC especially wants to hear from behavioral, oral, and rural health providers, and everyone is welcome.
 2. Submit written comment to HITOC by Oct. 1, 2023

 Why health IT matters:
Technology plays a big part in our everyday lives, including health care. People use health IT to collect, store, access, organize, and share health information. Health IT can help individuals, health care providers, care teams, health plans, and health systems. Some examples of health IT are patient portals, electronic health records, health information exchange, and community information exchange.

Everyone has a right to know about and use OHA programs and services. OHA provides free help. Some examples of the free help OHA can provide are:
- CART (live captions)
- Sign language and spoken language interpreters
- Written materials in other languages
- Braille
- Large print
- Audio and other formats

Fee-for-service rate increase for general anesthesia provided in dental clinic settings, effective Oct. 1, 2023
Effective Oct. 1, 1023, OHA is increasing the fee-for-service (“open card”) reimbursement rate for CPT code 00170 (general anesthesia) provided during a dental visit.
- The rate will be a flat fee of $800 with no addition for time.
- This rate only applies to services provided in the dental clinic setting and billed in the professional claim format using an appropriate non-facility Place of Service code.
The fee-for-service rate for general anesthesia provided in hospitals or ambulatory surgery centers is not changing.

Oregon proposes timelines for offering new Medicaid benefits to support health-related social needs
If the federal government approves these timelines, the new benefits will become available to eligible OHP members:

Jan. 1, 2024, for supports to reduce health risks during climate events. These can be air conditioners during extreme heat emergencies or air filters to protect against wildfire smoke.

Nov. 1, 2024, for medically necessary, short-term rent assistance or other housing supports to prevent homelessness.

Jan. 1, 2025, for nutrition benefits, such as medically tailored meals.
These new benefits are part of Oregon' s current OHP 1115 Medicaid waiver. Approved 1115 waivers allow states flexibility to test new ways to deliver and pay for Medicaid benefits.
