New account requests on hold
Please note OHA is putting a hold on requesting new accounts. If you need to submit a deliverable and do not yet have an account, please work with your colleagues to upload your submission. If you need a list of current staff accounts for your CCO, please reach out to HSD.QualityAssurance@odhsoha.oregon.gov
Training video available for initial MFA and CCO Portal account setup
There is a new training video available for CCO staff who are still setting up their existing CCO Contract Deliverables Portal account. The video outlines step by step instructions for using Citrix, setting up multi-factor authentication (MFA), and logging into the CCO Portal for the first time.
You can find the video link and more training information on the CCO Contract Forms page.
Commercialization of COVID-19 Vaccine and Treatments:
The Centers for Disease Control and Prevention (CDC) projects that new monovalent COVID-19 vaccines will arrive starting in mid-late September, in alignment with COVID commercialization and flu vaccination efforts.
The U.S. Government's COVID-19 pandemic vaccine program ended on August 3, 2023. This means that, once approved, new COVID vaccines will follow traditional procurement, distribution, and payment pathways called "commercialization."
Oregon Immunization Program (OIP) will continue to make all currently approved COVID-19 vaccines available through the Redistribution Hub during this transition from the U.S. government-supplied bivalent COVID vaccines to the anticipated new product.
COVID-19 treatments will also enter the commercial market at some point but on a different schedule than COVID vaccines. There is ample government supply of free Paxlovid (95% of all COVID antiviral prescriptions) to last into 2024. To learn more, visit the COVID Treatments Page https://www.oregon.gov/oha/covid19/Pages/Medicines.aspx)
COVID-19 Vaccine Availability and Access Upon Commercialization:
"No wrong door" will continue to apply to CCO members seeking COVID-19 vaccines until OHA determines that it will end. While it’s in effect, members can obtain COVID vaccines from any provider that administers them and is enrolled with Oregon Medicaid. OHA will notify CCOs in writing at least 30 business days prior to the end date.
CCO members under age 19 must get COVID-19 vaccines from Oregon Medicaid providers enrolled in the Vaccines for Children (VFC) Program, as required by CMS. “No wrong door” also applies to VFC providers; it means members under age 19 can get COVID vaccines from any VFC provider. The VFC requirement hasn’t been in effect prior to commercialization because COVID vaccines have been federally supplied.
The CDC’s new Bridge Access Program will provide no-cost COVID-19 vaccines to some uninsured adults through local public health, federally qualified health clinics, and participating pharmacies through December 31, 2024.

Remove Travel Vaccines from Exclusions 410-120-1200: Last day and time to offer comment to agency: 9/21/2023 5:00 PM
A client on Medicaid/Oregon Health Plan, who is traveling to a country that requires specific travel vaccinations, can receive the vaccines from a Medicaid provider. This change removes a burden or hurdle for people who need to visit those specific countries.
Travel vaccines will now be covered, so the exclusions can no longer list travel vaccines as an exclusion, because it’s not excluded. Removing travel vaccines from the exclusions list shows it is now included.
The Agency requests public comment on whether other options should be considered for achieving the rule's substantive goals while reducing negative economic impact of the rule on business.

Updating OHP Dental Coverage Effective Date of Prioritized List to Reference 410-141-3830: Last day and time to offer comment to agency: 9/21/2023 5:00 PM
This rule specifies the date for the version of the Prioritized List used to set the OHP dental coverage. This rule amendment will point to rule 410-141-3830 for the effective date rather than also listing the date in this rule. This change will help ensure continuity of the two rules.
