OHA seeking OHP members and others to join new community advisory committee to inform OHP open card policy and program decisions
OHA is now seeking members for a new Lived Experience Advisory Panel, which will begin meeting this fall. The panel will share their experiences with open card (also known as fee-for-service) OHP.
- Over 120,000 people have open card OHP. This means they get some or all their OHP services outside the coordinated care organization (CCO) model.
- Creating a space for members to tell us about the priorities of their communities and the challenges they face is critical to eliminating health inequities in Oregon.
OHA is accepting applications now through September 2023. OHA may extend the recruitment based on the number of applications received. If this happens, we will let you know.
Help spread the word!
Please visit the advisory panel web page to find:
- Recruitment announcements in English and Spanish, for easy sharing in newsletters or emails
- Information about the Lived Experience Advisory Panel
- Who should consider applying to share their experiences on the panel
- How people can apply online and other ways such as audio, text, phone and email

OHA welcomes any suggestions of people or groups to include in these recruitment efforts. If you have any questions or feedback, please email medicaid.engagement@oha.oregon.gov.
Some eligible CWM members have not yet moved to full OHP benefits
There are close to 400 people who still have Citizenship Waived Medical (CWM) or CWM Plus benefits instead of full OHP benefits through Healthier Oregon. We continue to work on manually moving these members to full benefits.
If you serve a CWM member who does not have full OHP benefits yet:
- Please hold billing until you can verify the member has OHP Plus (BMH) benefits.
- We expect to resolve these cases by mid-September.
Thank you very much for your help and patience.
Rate of uninsured Oregonians at an all-time low
Since the COVID-19 Public Health Emergency (PHE) ended this spring, Oregon has renewed OHP benefits for more than 85 percent of members. By comparison, the national average for renewing Medicaid coverage is about 60 percent.
To date, approximately four million people across the U.S. have lost Medicaid coverage since the end of the COVID-19 PHE. This includes nearly four in 10 adults and one in three children.
Oregon is taking a different approach, one that has brought Oregon’s uninsured rate down from six percent to a record low of 4.6 percent. Currently about 1.5 million Oregonians (one in three people) are covered by OHP.
New OHP rules will allow Oregon to:
- Keep kids covered on OHP from birth to age six.
- Guarantee benefits for a longer period of time, two years for most.
- Expand eligibility to adults with higher incomes.
- Provide full OHP coverage regardless of immigration status.
