Portland, Ore. – Oregon Health Authority (OHA) released its 2022 report today on coordinated care organization (CCO) metrics, which tracks the quality of health care delivered to Oregon Health Plan (OHP) members. A metrics dashboard is also available to review CCO performance over time and view data breakouts for various race, ethnicity, language and disability (REALD) categories.
OHA is the state organization that runs OHP, Oregon’s Medicaid program. OHP provides free or low-cost medical, dental, behavioral health and long-term care to people of all ages with limited income and resources. Each region throughout the state has a community-based care group called a CCO to administer health care to OHP members.
The purpose of CCOs is to improve care, lower costs and achieve better health for OHP members. CCOs are accountable for the health outcomes of the populations they serve. Oregon’s role with CCOs is to monitor the access to and quality of care provided to OHP members.
OHA tracks CCO performance on health care quality measures throughout each year. Health care quality measures assess health care processes, outcomes, patient experiences and more. These measures track progress toward goals, including effective, safe, efficient, patient-centered, equitable and timely care.
The Quality Incentive Program (QIP) rewards CCOs for providing exceptional care and continuously improving the quality of health care OHP members receive. Through this program, CCOs can earn financial incentives based on how well they perform on a subset of health care quality measures.
The 2022 report shows that CCOs improved year over year in the following areas: diabetes care, substance use disorder treatment, preventative dental treatment for kids, assessments for children in foster care, prenatal and post-partum care; and depression screenings and follow-up. Improvements are needed in childhood well-care visits and child immunization rates.
