MOTS Administrative Pause to end October 1
OHA implemented a reporting pause for some areas of behavioral health reporting during the COVID-19 pandemic. The declared public health emergency has expired and OHA will be requiring all behavioral health reporting to resume Oct. 1, 2023.
Reporting in MOTS was reduced but not fully paused during the Public Health Emergency (PHE). Reporting will resume for all MOTS submissions. This includes:
- New clients admitted to treatment programs must be submitted to MOTS within 7 days.
- Crisis and Involuntary Service Events must be submitted to MOTS within 7 days.
- Non-Medicaid services must be submitted within 30 days after the month in which the service was rendered.
- Status updates are required at least every 90 days.

New value in MOTS - Fentanyl
On June 15 we added a new value, Fentanyl, to our Substance Abuse code table. For CE providers, this new value is visible in the MOTS webpage interface. EDI information for Fentanyl is below.

ROADS Go-Live postponed to April 2024
The deployment of ROADS has been rescheduled from Dec 2023 to April 2024. The decision was based on several factors, the primary being a desire to reduce administrative burden to providers and ensure a smooth transition to the new system. Revising the deployment date will allow OHA to include functionality for collection of 988 Stabilization Services and Measure 110 data elements, as well as improved options for non-EDI data submission.
We understand that providers are anxious to prepare for the transition to ROADS and we appreciate your patience as we adjust the project timeline. Our team is working to determine specific dates to provide EDI file specifications, provider engagement sessions, and training, and we plan to announce these over the next few weeks.
ROADS project is now in Development Cycle 3!
The ROADS project team has broken up this project into four development cycles. We began development cycle 3 on Tuesday, July 18th!
In Development Cycle 3, we are building and/or refining:
- External provider portal functionality
- EDI
- Provider security roles
- Portal user flow
- Business rules
- Incorporating new data elements (mobile crisis data, stabilization services, etc)
Our plan remains the same, to keep providers informed and engaged throughout the life of this project. Since our last engagement sessions, we’ve been completing internal technical design work, and we’re preparing to present a demo of the provider portal in the next few months. Stay tuned!
