In 2022, Healthier Oregon opened a pathway to free, full Oregon Health Plan (OHP) coverage to adults ages 19-25 and 55 and older, no matter their immigration status.
As of July 1, 2023, full OHP benefits will open to people of any age or immigration status who meet income and other criteria.
Citizenship Waived Medical (CWM) members move to full OHP July 1
Close to 40,000 Citizenship Waived Medical (CWM) members ages 26-54 will move from emergency coverage to full OHP benefits on July 1 as part of the Healthier Oregon expansion.
CWM members currently enrolled through the Oregon Health Insurance Marketplace (HealthCare.gov) need to report their new full OHP benefits to the Marketplace after they receive their eligibility notice.
Full OHP covers services such as:
- Medical, dental and mental health care
- Prescriptions and tests
- X-rays and hospital care
- Rides to and from health care appointments
People with disabilities or over age 65 may also qualify for other services and supports (long-term services and supports, sometimes referred to as long-term care benefits), which may include:
- Case management services
- Services to support independent living, such as help with eating, bathing and other person-centered supports.
To achieve better health, OHP members must be able to use their new coverage. It’s also important members get care that meets their cultural and language needs. We are working closely with coordinated care organizations and through community partners to make sure this happens.

It is not necessary for an Income Cap Trust (ICT) account to be open or funded for the Trust to be established. Once the Trust is signed, the effective date of the Trust is the first of the month in which the Trust document is signed. Waiting for the Trust account to be opened or funded can cause delays in authorizing medical and create barriers to accessing needed services.
The Income Cap Trust QRG was updated to clarify policy guidance that opening and funding the ICT account do not impact the effective date of the Trust.
Example: An individual provides you the trust document showing it was signed on Oct. 5, 2020. You can mark it was established, you were provided the document, the date is the date of the signature and it meets requirement. The system will then use this date and applies eligibility back to Oct. 1, 2020.

The Income Cap Trust Process for Applicants or Representative on the Aging and People with Disabilities (APD) program Staff Tools has updated to clarify opening and funding the ICT account does not impact the effective date of the Trust.
