The Refugee Program is excited to announce the creation of a Refugee Program Staff Tools Page where helpful information can be accessed regarding the Refugee Program and benefits. Additionally, the Refugee Analyst Hour PowerPoint presentations and Q&A documents are available on the page.
Refugee Analyst Hours are held the first Thursday of every month from 8:35 – 9:25 a.m. The next Refugee Analyst Hour is on July 6, 2023.
The last update provided on the Email Communication Hub for Oregon indicated the project would be on pause until Summer of 2023. A decision has been made to cancel the ECHO project due to the system not meeting the project need. There are currently no plans to resume the work.
After business hours on June 21, 2023, a data fix will automatically authorize Head of Households to receive text messages, email communication and voicemails from the ONE system. This will be done by system automatically checking the applicable box in the “Authorized contact Via” section of the contact information screen. Accounts must have the phone number already selected as 'able to receive' voicemail or texting to be enrolled. These enrollments enhance the automated outreach for Returned Mail and will reduce the number of manual outreach ‘Returned Mail’ tasks created. Please note this does not change an individual’s preferred contact format. All formal notices will remain in the preferred format.
Automatic enrollment does not include cases where a safety concern has been reported. Cases with a safety concern can only be manually opted-in.
If an individual would like to stop receiving a specific type of communication, make the applicable updates to the “Contact Information” screen under the section “contact information.” Uncheck the method of communication in the “Authorized Contact Via” field to opt-out. Individuals with a ONE Online account can also opt-out themselves by updating their contact information on their account.

On April 1, 2023, the Aging and People with Disabilities (APD) program’s Central Coordination Unit (CCU) began sending Public Health Emergency Unwind (PHEU) 7210 renewal packets to the last of the 5517 and 5510 (1915i) legacy medical cases. If you pull a task for one of these returned applications or get a phone call from one of these individuals, please proceed as follows:
- Eligibility workers will process applications and intakes received for cases that are currently open in 5517 or 5510 Legacy in ONE. Please do not tell Oregonians to ignore the renewal packets or to contact APD CCU directly. These cases can be worked by any statewide worker, including completing the interview and obtaining Asset Verification System (AVS) consent for adult applicants.
- After eligibility is ran and the denial for concurrent benefits generates, workers must wait to authorize and email APD CCU at APD.CentralCoordinationUnit@odhsoha.oregon.gov.

When an ongoing medical recipient requests long-term care, Asset Verification System (AVS) is required to run. There is a current system defect for cases when there is an existing AVS record. This is causing ONE to not send an automatic AVS request as part of the application for long-term care. It also does not allow the eligibility worker to manually submit a new AVS request.

This issue has no interim business process and needs to be fixed on a case-by-case basis by technical teams. Please continue to submit ONE system CA tickets.

IBP 23-021: ‘Other Documentation’ is not recognized as a valid medical verification source for liquid resources.
TANF eligible families who received the Clothing Allowance Payment in May mistakenly received a duplicate letter this month telling them to expect a $270 Clothing Allowance Payment around June 15. This letter was sent to families by mistake due to an administrative error. Additional June payments will not be issued.
We expect front desk staff, eligibility workers and family coaches will get questions from families about this incorrect notice. If you are contacted by families, please apologize for the confusion, and inform them that payments were already issued in May and the letter was sent in error.
The next Clothing Allowance Payments are scheduled for August. If a family is eligible for this payment, they will receive a letter again in August.
The Senior Health Insurance Benefits Assistance (SHIBA) program transitioned to the Oregon Department of Human Services (ODHS) from the Department of Consumer and Business Services (DCBS) in July 2021. The program provides free, confidential and comprehensive Medicare counseling for Medicare beneficiaries, including older adults and certain younger people with disabilities.
