Updates for Oregon Health Plan providers
Citizenship Waived Medical (CWM) members remain eligible for COVID-19 testing, vaccines and treatment. This coverage does not end until May 11, 2024. Coverage includes:
- Vaccine counseling
- COVID-19 lab tests and up to four home tests per month without a prior authorization
- Vaccination and boosters in accordance with Centers for Disease Control and Prevention (CDC) guidance
- Flu vaccination when provided in the same visit as the COVID-19 vaccination
- Treatment for COVID-19
- Hospitalization for the treatment of COVID-19
- 3 months post hospitalization treatment of COVID-19

Keep Covered campaign overview
Sign up for an overview of Keep Covered, a campaign to support people with Oregon Health Plan (OHP) and other Medicaid during redeterminations. This campaign will advance health equity by ensuring as many individuals and families as possible keep their benefits or get connected to alternative supports.
Partners, coordinated care organizations, providers, insurers, and more are invited to register for a webinar to learn more about the campaign. Topics will include:

 PHE Authorities and Flexibilities Memo
Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA) have published a memo that shares which requirements or flexibilities ended prior to, or with the end of the federal COVID-19 Public Health Emergency May 11, 2023, and which continue.
Oregon Resource Allocation Advisory Committee now seeking feedback about Oregon's crisis care guidelines: The committee will accept written comments until June 26, 2023
The Oregon Resource Allocation Advisory Committee (ORAAC) is advising OHA on the development of updated crisis care guidelines.
- When many people need healthcare at once, there may not be enough hospital beds, supplies or staff to care for everyone. This can happen during emergencies such as a pandemic or natural disaster.
- This committee is reviewing how decisions are made in Oregon during emergencies. The committee will recommend ways for hospitals and health systems to care for patients in these emergency situations.
The committee is interested to know what people in Oregon think about the options being considered.

 OHA seeks public comment on health care transaction: CareOregon plans to become part of SCAN Group. Share your thoughts!
OHA reviews health care business deals, like mergers and acquisitions, to make sure they don’t harm people and communities in Oregon.
- OHA is currently reviewing a planned deal for CareOregon to become a part of another company called SCAN Group.
- We are seeking public input about how this deal could affect health care providers, OHP members, and communities.
CareOregon provides OHP coverage to more than 500,000 people in Oregon. SCAN Group is a California-based company that offers Medicare Advantage plans and health care services for older adults. Through the deal, SCAN will be renamed HealthRight Group and CareOregon will pay $120 million over time to become part of HealthRight.

Learn more about upcoming changes to OHP and other Medicaid benefits!
Every few years, Oregon asks the federal government for permission to improve to our Medicaid programs like OHP. The federal government needs to “waive” the normal rules to let Oregon make changes. This process is known as the “OHP 1115 Medicaid waiver.”
Upcoming changes approved in Oregon's current waiver include:
- People keeping their OHP/Medicaid longer.
- Starting in 2024, in some situations OHP will be able to cover housing, nutrition, and services to help provide support during climate emergencies.

Join OHA's new quarterly collaborative for physical and occupational therapy providers
Starting this month, OHA will host a quarterly collaborative for physical therapy (PT) and occupational therapy (OT) providers:

- Time: 10 to 11:30 a.m.
OHA is excited to welcome and hear from all PT/OT providers at this new collaborative.

In your email, also share your subjects of interest, so we can make the best use of everyone’s time at each collaborative. These can include any topics, experiences or issues related to better understanding Oregon Medicaid coverage and PT/OT, such as:
- Post-payment review
- Claims troubleshooting or understanding
- PT/OT coverage
- Reimbursement
Air conditioner and air filter device distribution for 2023
This year, OHA will be able to distribute around 3,000 air conditioning (AC) units and 4,700 air filtration devices through the Air Conditioner and Air Filter Deployment Program.
- Air conditioning (AC) unit distribution would begin when the Governor declares an emergency due to extreme heat.
- Air filtration device distribution begins this month.
A limited number of units and devices are available for eligible individuals identified through community-based organizations, ODHS or OHA. ODHS and OHA will reach out to eligible individuals when devices become available.
