This abbreviated public notice provides information about the Oregon Health Authority's proposed request to the federal Centers for Medicare & Medicaid Services (CMS) to establish a Basic Health Program (BHP) through section 1331 of the Affordable Care Act.
The Oregon Health Authority (OHA) seeks CMS approval of this blueprint to implement this program in 2024. If approved:
- The Basic Health Program would provide comprehensive, no-cost coverage to adults in Oregon with income from 138 to 200 percent of the federal poverty level (FPL).
- The program would be implemented no later than July 2024.
- The state is currently pursuing an 1115 amendment application with CMS to establish a different coverage solution for BHP-eligible American Indian or Alaska Native (AI/AN) individuals.

Public review and comments
The public is invited to give written and verbal comments on the draft Blueprint amendment from May 1, 2023, through June 9, 2023.
Comments are due June 9, 2023, 11:59 p.m. Pacific Time.
The public may provide verbal or written comments. OHA will post all public comments received OHA's End of the Public Health Emergency website. OHA will also host public hearings to solicit comments. Please read the abbreviated or full public notice for meeting dates and times.
