This week we saw staff process more tasks than received on six out of seven days, continuing our trend of more tasks being processed than received for the overall week. Great job to everyone for serving so many Oregonians!
We should never refer an individual to their local Veteran Service Office (VSO) to apply for the Veteran Dental program. These programs are Oregon Health Plan (OHP), and we need to help them apply just as we would for any individual who is applying for health coverage.
Due to the passage of House Bill 4095 and Senate Bill 1538 in 2022, two new dental-only Oregon Health Plan (OHP) programs were created:
These programs fall within OHP’s umbrella of programs but are not considered Medicaid. Veteran and COFA dental programs are last in the medical hierarchy. In addition to limited, but specific, eligibility requirements, individuals must first be determined ineligible for full OHP. They can be eligible for Medicare Savings Programs (MSP). To apply or find out if an individual is eligible, they should apply for medical using current methods:
When people come into our local offices or contact us by phone and ask about the Veteran or COFA Dental program, we have an opportunity to explain these details to them, answer their questions and provide resources.

Today Oregon Health Authority (OHA) announced we will begin Oregon Health Plan (OHP) renewals on April 1, 2023. Please read the news release and use the talking points to answer questions from OHP members.
During the COVID-19 public health emergency (PHE), the federal government provided states with regulatory flexibilities and funding for temporary benefits and services. This included OHP and other benefits, including services and supports for people with disabilities and older adults, and food benefits.
Under these temporary policy changes, most OHP members kept their medical and other benefits even if they had a change in their life, such as a temporary change in income or turning 65 and qualifying for Medicare. The COVID-19 PHE is starting to phase out and the policies will change again. While most people will continue to qualify for their current benefits, Oregon is required to review eligibility for all 1.47 million OHP members by June 2024. OHP members will receive a notice between April 2023 and January 2024. Training resources are available on the OWL.
All notices informing SNAP households that EA payments are ending in February 2023 have been mailed.
A press release about the final month of EA payments was distributed on Feb. 8. However, the initial press release listed dates for issuance that were one day off. A corrected release was sent out on Feb. 10 when the error was discovered in English and Spanish.
Updates on communication activities for the end of the SNAP emergency allotment (EA) program will continue to be provided in the ONE Weekly Update and Bee in the Know.

The Oregon Programs Eligibility Notebook (OPEN) e-reader is moving to a new link starting March 1, 2023. The current OPEN link will re-direct you to the new link found at https://odhsoha.kitaboo.com and will be active on March 1. Please update your bookmarks and favorites with the new link.

The ONE system will be unavailable starting on Friday, Feb. 17, 2023, from 5 a.m. until 7:15 a.m. PST. Be on the lookout for confirmation that ONE is back online from the green Production Notification email before trying to use ONE in the morning.
This downtime will allow the ONE system to be updated with a required federal certificate. Overtime (OT) and compensatory time (CTA) for work in ONE will not be available for this time. Staff who start work during this time can use the time to complete other work activities such as self-guided trainings or reading transmittals and emails.
This week’s ONE system build will be taking place Thursday, Feb. 16, 2023, after 8 p.m.
