Welcome to the biweekly Oregon School-Based Health Center (SBHC) State Program Office (SPO) Newsletter! This newsletter contains information for local SBHC staff and partners.

Youth Participatory Action Research (YPAR) Training
The Oregon Health Authority’s (OHA) Adolescent & School Health Unit has collaborated with Adolescent Health Initiative and Matchstick Consulting to develop a series of trainings to increase capacity for youth engagement across communities. These trainings are open to anyone (including SBHC staff and partners) who work with young people.
Please join Matchstick Consulting for an interactive training on youth participatory action research. We will focus on YPAR’s roots as a liberatory practice and how it can be used as a tool to create youth/adult partnerships, advance youth-led social change and build relational, social, and emotional skills by putting the power of research (meaning making) in the hands of young folks. Centering Health and Well-Being in Education
Oregon Health Authority and Oregon Department of Education have developed a resource to support schools and districts to develop and/or sustain health and wellness initiatives, leading to academic improvements. Centering Health and Well-Being is a tool to highlight promising practices around the state to encourage districts to take budgetary steps this Fall and Winter to strengthen educational and health outcomes for students. The tool provides strategies and examples of systems and community partnerships that center racial equity and support student physical, mental and behavioral health.

Call for Abstracts – 2023 National School-Based Health Care Conference
The School-Based Health Alliance (SBHA) is planning an in-person convention for June 26 – 29, 2023 in Washington, DC. Top health, education, nursing, psychology, and public health professionals will come together to examine and explore new ways health centers serve their schools and communities by promoting wellness and health equity.
SBHA will be accepting abstract submissions for the following categories:
- Primary Care Clinical Skills
- Mental Health and Substance Use Prevention Clinical Skills
- Evaluation, Quality Improvement, & Research
- Business, Systems, and SBHC Model Innovations
- Oral Health
- Advocacy and Policy
- ‘Be the Change’ Youth Training Program (for youth participants only)
You can submit abstracts on the SBHA website through December 2nd.

Adolescent Health Initiative (AHI) 2023 Connection Session
Registration is now open for AHI’s 2023 Connection Session, Intersections: Supporting youth, their identities, and their mental health needs across disciplines. The event will be held on Wednesday, February 22, 2023, from 12 – 5PM EST in a hybrid format, with the in-person portion of this event being hosted at the Eastern Michigan University Student Center.
This event will work to increase adolescent health professionals' capacity to support adolescents' mental health needs through culturally responsive, youth-centered practices. AHI's Connection Sessions are designed to support learning around adolescent health and its many intersections for an interdisciplinary audience of health care professionals, including physicians, nurses, social workers, health center managers, and other youth-serving community professionals. Continuing Education Credits will be available for attending. The rate for the virtual event is $35. Click here to register.
Creating Sensory Friendly Pediatric Clinics
Oregon Pediatric Society will be hosting a webinar on December 6th from 7:30 – 8:30AM about opportunities to better support neurodiverse patients, from waiting rooms to the exam table. 1.0 AMA PRA Category 1 credit is available for participating in this training.
This webinar is intended for primary care physicians and providers, clinic staff, behavioral health professionals, and practice managers. More information and learning objectives can be found here. Click here to register.

Fostering our Health Equity Literacy
Join the Pacific Southwest Mental Health Technology Transfer Center for a three-part series aimed to increase school or systems leaders’ health equity literacy. In this series, they will explore the National Culturally and Linguistically Appropriate Services (CLAS) Standards, a set of 15 actions steps intended to advance health equity, improve quality, and help eliminate health care disparities.

Workforce bonus and housing stipend program for Oregon behavioral health organizations
Oregon Health Authority is seeking applications from behavioral health care organizations who may qualify under the Oregon Behavioral Health Workforce Bonus and Housing Stipend Incentive program. The program provides financial incentives to build, recruit, and sustain a behavioral health workforce that was depleted by the COVID-19 pandemic.
A list of organizations eligible to apply for the program can be found on the Behavioral Health Services web page. Interested behavioral health professionals can get more details on grant terms and potential eligibility here.

Ending COVID-19 Public Health Emergency toolkit
During the COVID-19 public health emergency (PHE), the federal government extended health care coverage, long term services and supports, and provided extra food benefits. These temporary changes will end after the PHE ends. While we do not know the exact date the PHE will end, Oregon will receive 60 days' notice before the PHE ends. Oregon is planning for how these changes will affect people, with a goal of keeping as many people as possible connected to benefits and covered by a health plan.
In preparation for the end of the federal PHE, partners can:
- Remind people receiving benefits to verify or update their contact information or report any changes.
- Encourage people receiving benefits to watch for and open mail from the state and respond to any requests for information quickly
Oregon Department of Human Services (ODHS) and OHA have prepared a toolkit to support partners as they help people receiving OHP, long-term services and supports or SNAP food benefits prepare for possible changes when the federal COVID-19 emergency ends. OHA Seeking Community Partner Input on Creating Equity Shortage Designation Areas
To align with the Oregon Health Authority’s (OHA) goal of eliminating health inequities by 2030, the Oregon Primary Care Office (PCO) is working to create Equity Designation Shortage Areas targeted to benefit communities most impacted by health inequities in our state. OHA is committed to sharing power with the communities they serve and working together to transform our health care system.
The PCO is looking for participation in engagement sessions to inform which factors are most important to consider when developing such designations and meeting community-identified needs. If your organization would be available for a conversation over the next several months, PCO would be happy to set up a meeting as part of an already existing forum or another event of your choosing.
