OHA has scheduled a Rules Advisory Committee (RAC) about the following:
- DCO to CCOF transition, effective 01/01/2023, rule clean up, and additions regarding time and distanced standards. OARs include:
- 410-120 Medical Assistance Programs
- 410-141 Oregon Health Plan
- 410-123 Dental / Denturist Services

About Rules Advisory Committees
At the RAC, members will provide input that will help us develop the Notice of Proposed Rulemaking and help us better understand the fiscal impact of the proposed rule changes.
OHA considers RACs to be public meetings, and any individual is welcome to attend, observe and listen; however, only a member of the committee, may participate fully in the meeting. If there is time remaining the public will have opportunity to provide comment.
Public Comment may be submitted in writing to Janet Herb, Janet.herb@dhsoha.state.or.us until 5:00 p.m. on October 21, 2022.
On Monday, August 29, Judge Michael Mosman ruled that, effective immediately, OHA must change the discharge policy for patients at the Oregon State Hospital (OSH) who receive restoration services for aiding and assisting in their defense. This decision is intended to comply with the Mink Order, which requires OHA to admit patients under ORS 161.370, or "Aid and Assist" orders, for competence restoration within seven days of receiving the order.
Judge Mosman's decision limits the timeframes patients under Aid and Assist orders can stay at OSH for restoration treatment.

1115 Medicaid Waiver
SUD 1115 Bridge to the Bridge Amendment
The Bridge Program's goal is to maintain eligibility for individuals enrolled in OHP who would otherwise be found ineligible with incomes up to 200% FPL so that they remain covered in their current delivery system until the State can implement the Basic Health Program. The vision includes:
- Adults with incomes 138% to 200% of the Federal Poverty Level (FPL) remain in their CCOs
- Little to no cost to the enrollees
- Robust set of benefits
- Choice between Basic Health Program and subsidized Marketplace coverage

Oregon Health Plan Redeterminations
On August 18, 2022, the OHP Redeterminations communications team presented a draft partner toolkit, the work group discussed and provided feedback on the toolkit and the plan for how it will be shared; began working on initial recommendations for population sequencing.
