Join OHA's first session Sept. 13, 2022, 10 to 11 a.m. Pacific Time
Community partners, coordinated care organizations, providers, insurers, and more are invited to register for the first in a series of monthly opportunities to learn more about:
- How Oregon Health Authority (OHA) and the Oregon Department of Human Services (ODHS) are working together to prepare for the end of the national COVID-19 PHE with the goal of preserving benefits for individuals and families, and
- How partners can help people receiving OHP or ODHS benefits to prepare for potential changes.
Background: The federal COVID-19 PHE brought regulatory flexibilities and funding for temporary benefits and services to OHA and ODHS, including continuous coverage for Oregon Health Plan (OHP) members and more food benefits for people enrolled in the Supplemental Nutrition Assistance Program (SNAP).
The federal government will eventually declare an end to the PHE. When that happens, many of the flexibilities and temporary programs will expire.
- Some will end when the PHE ends, and others will phase out over time.
- Currently, the federal government has extended the PHE through Oct. 13, 2022.
- While we do not know the exact date the PHE will end, Oregon will receive 60 days’ notice before the PHE ends.
What to expect:
- Information on how Oregon is preparing for when the national COVID-19 PHE ends
- Communication tools partners can use to engage people who receive OHP or ODHS benefits
- Time for questions and feedback
Language and disability access: American Sign Language, live closed captioning and real-time interpretation from English to Spanish will be available for this meeting.
Everyone has a right to know about and use ODHS and OHA programs and services. ODHS and OHA provide free help. Some examples of the free help ODHS and OHA can provide are: sign language and spoken language interpreters, written materials in other languages, braille, large print, audio and other formats.

OHA seeks members for Rules Advisory Committee to discuss changes to Medicaid rule about clinical trial coverage changes

If you are interested joining this meeting as a RAC member, please email Brean Arnold by close of business Friday, Aug. 26, 2022.
At the RAC, members will provide input that will help OHA develop the Notice of Proposed Rulemaking, including any fiscal impact and racial equity impact of the proposed rule changes.
Please share this information with others who may be affected by, and interested in providing input about, the proposed rule changes.
 Jan. 1, 2022 CWM coverage of emergency cancer and behavioral health crisis treatment to be implemented this September
As of Jan. 1, 2022, the Citizenship Waived Medical (CWM) benefit plan covers emergency cancer and behavioral health crisis treatment. OHA expects to update the Medicaid Management Information System (MMIS) with the covered diagnosis codes by late September.
When this work is complete, we will let you know and update the list of CWM emergency diagnosis codes. In the meantime:
- Please wait to bill OHA for these services until the codes are added to MMIS as covered CWM emergency codes.
- If you choose to bill for these services earlier, OHA will deny the claims, then reprocess them in October.
- Use procedure codes 90839 and/or 90840 to bill for behavioral health crisis treatment, and an emergency indicator or admit type.
