This abbreviated public notice provides information about the Oregon Health Authority's proposed request to the federal Centers for Medicare & Medicaid Services (CMS) to amend the Oregon Health Plan (OHP) Section 1115 Substance Use Disorder waiver.
The Oregon Health Authority (OHA) seeks CMS approval of this waiver amendment to implement key provisions necessary for the unwinding of the federal COVID-19 Public Health Emergency (PHE). If approved:
- The proposed waiver amendment would temporarily expand OHP coverage to include people in Oregon with income from 138-200% of the federal poverty level (FPL) for 14 months following the expiration of the federal PHE.
- The demonstration would begin on the day that the PHE expires.
- For all OHP members other than American Indian or Alaska Native (AI/AN) members, this demonstration would end when Oregon implements its Basic Health Plan.
- For AI/AN OHP members, this demonstration would remain in place for five years.

The public is invited to give written and verbal comments on the draft waiver amendment from Aug. 1, 2022, through Sep. 7, 2022.
Comments are due Sep. 7, 2022, 11:59 p.m. Pacific Time.
