As demonstrated by CCOs across the state, Traditional Health Workers (THWs), including birth doulas, can help Oregon achieve the goal of elimination of health inequities by 2030. A growing body of evidence demonstrates doulas’ impacts: they can provide culturally responsive care, decrease rates of preterm births, low birth weights and cesarean sections, and improve short and long term outcomes. OHP members’ access to and uptake of doula services is limited, in part due to the low reimbursement offered by the FFS program. Last raised in 2017, this rate ($350) is among the lowest in the country (up to at least $1800 among state Medicaid programs), and serves as a barrier to enrollment for Oregon doulas. FFS is proposing a rate increase to $1500 per pregnancy, as described in this Notice of Intent.

The Oregon Health Authority, Public Health Division, Health Care Regulation and Quality Improvement (HCRQI) section is preparing to convene a Rulemaking Advisory Committee (RAC) to engage with affected organizations and communities to seek comments and recommendations on proposed changes to requirements for licensing a hospice program (OAR 333-035). A hospice program provides acute, respite, home care, and bereavement services to individuals and their families during end-of-life care. Palliative care may also be provided. Two to three meetings, approximately 2-3 hours long, will be held over the course of three months beginning in July or August. Actual number of meetings and meeting times will vary based on discussions, availability of RAC members and progress made reviewing the amendments during the meetings. Phone calls to members
We are working with PH Tech to help us call current Citizenship Waived Medical (CWM) members who are 19-25 and 55 and older to let them know about their upcoming move to Healthier Oregon. There will be two rounds of calls.
- Starting June 21, 2022 – Calling all approximately 12,200 existing members that will be moving to Healthier Oregon
- Starting July 15, 2022 – Calling all Healthier Oregon members who are not connected with a CPOP Community Partner to help them connect with a Healthier Oregon grantee.
We mentioned we would be calling members in the letter we sent them in May. We will continue to update you as we carry out this work.
Grant Program
Thank you to everyone who submitted a Proposal for the Healthier Oregon Outreach and System Navigation Grant Program. Oregon Health Authority’s Community Partner Outreach Program (OHA CPOP) was pleased to receive more than 30 Proposals, showing significant statewide interest.
The Evaluation Committee completed a review of the Proposals. Based on the Request for Grant Proposal (RFGP) scoring criteria and an assessment to ensure that the maximum number of regions and communities within the state will be reached, OHA CPOP intends to award 18 grants, one grant to each of the following apparent successful Proposers:

In accordance with the RFGP, OHA CPOP Program staff will contact the successful Proposers listed above as soon as possible to discuss specific elements of their Proposal, including specific Proposed Budget items or aspects of the Proposed Work Plan. OHA CPOP will be working with the Office of Contracts and Procurement to issue Grant Agreements to successful Proposers as quickly as possible.
