As of July 1, 2022, people who are 19-25 or 55 and older may be eligible for full Oregon Health Plan (OHP) benefits regardless of their immigration status.
- This is possible because of House Bill 3352 (2021) which put into law a program called “Cover All People.”
- The program is now known as “Healthier Oregon.”
This change is an important next step in advancing health equity. Everyone in Oregon should have access to regular, preventive quality health care that supports their health and well-being.
Mailing to CWM and CWM Plus members about July 1 transition to OHP Plus benefits
Starting May 16, 2022, the Oregon Health Authority will mail letters to approximately 12,000 current Citizenship-Waived Medical (CWM) and CWM Plus members ages 19-25 or 55 and older who will be moving to full OHP Plus benefits in July. The letters:
- Provide information about this change.
- Let members know to expect a phone call from OHP in June.
- Are translated into more than 30 languages in response to members’ preferred written languages.
OHP also created flyers to help community partners, insurance agents and local Oregon Department of Human Services field offices share information about this new opportunity. The flyers are available in 10 languages.
What if people aren’t enrolled in CWM before July 1?
People who are 19-25 and 55 and older can enroll on or after July 1 by applying for OHP.
Kids and teens younger than 19 will remain eligible for full OHP benefits regardless of immigration status.
What about people who aren’t in the eligible age groups?
To stay within the budget for Healthier Oregon’s first program year, OHA had to limit enrollment. People who are 26-54 years old who don’t qualify for full OHP because of their immigration status will still be eligible for CWM coverage.
