The Health Systems Division has scheduled a Rules Advisory Committee (RAC) to adopt rules related to the Healthier Oregon Program (HOP) April 12-14, 9:00 a.m. to 10 a.m. and April 18-21, 2:00 p.m. to 3:00 p.m. (dates dependent on time needed to complete discussions during RAC, within all four divisions). Starting July 1, 2022, HOP will provide State funded wraparound benefits to cover more adults who would be eligible for the Oregon Health Plan, if not for their immigration status.
At the RAC, members will provide input that will help us develop the Notice of Proposed Rulemaking, and help us better understand the fiscal impact of the proposed rule changes. Please share this information with others who may be affected by, and interested in providing input about, the proposed rule changes. If the Division is not seeking RAC members, or you are not chosen to join the RAC, you are welcome to observe the RAC and email your input following the RAC meeting. Everyone has a right to know about and use Oregon Health Authority (OHA) programs and services. OHA provides free help. Some examples of the free help OHA can provide:
- Sign language and spoken language interpreters
- Written materials in other languages
- Braille
- Large print
- Audio and other formats

Starting July 1, 2022, people who are 19-25 or 55 and older will be eligible for full Oregon Health Plan (OHP) benefits regardless of their immigration status. This is possible because of House Bill 3352 which put into law a program called “Cover All People.” The program is now known as “Healthier Oregon.”
Current Citizenship-Waived Medical (CWM) members who are 19-25 or 55 and older will automatically move from emergency coverage to full benefits in July. People in these age groups can also enroll after July 1.
This is a historic and important milestone that will:
- Bring us closer to achieving health equity.
- Better lives.
- Save lives.
Kids and teens younger than 19 will remain eligible for full OHP benefits regardless of immigration status.

Healthier Oregon
No new updates this week. Rules Advisory Committees are being held for proposed Medicaid changes regarding the inclusion of Healthier Oregon Program (HOP) Children and Adult benefits packages. RACs will be held over a series of days in April. Please see the RAC Notification for more information.
Two OHP member fact sheets are available on the public Oregon Health Plan and COVID-19 webpage. The fact sheets are titled, “Preparing for the End of the COVID-19 Emergency” and “Oregon Health Plan Coverage During the COVID-19 Emergency”. Both of these fact sheets are available in 13 written languages: English, Spanish, Russian, Vietnamese, Arabic, Somali, Traditional Chinese, Simplified Chinese, Korean, Hmong, Marshallese, Chuukese, and Portuguese.
