Portland, Oregon – Today, the Oregon Health Authority (OHA) announced the submission of its 2022-2027 1115(a) Demonstration Waiver renewal application to the Center for Medicare and Medicaid Services (CMS). If approved the application will sharpen the focus of Oregon’s Medicaid program, also known as the Oregon Health Plan (OHP), towards achieving health equity. OHA based the application’s policy proposals on extensive feedback from OHP members, advocates, health care partners and other interested parties as well as the nine federally recognized Tribes.
OHA conducted an extensive public comment period from Dec. 7, 2021 until Jan. 7, 2022 during which time all interested parties were invited to give feedback on the draft application. Additionally, OHA conducted Tribal Consultation and Urban Indian Health Program Confer on December 14, 2021. OHA has posted a summary of the changes from the draft to the final application. All feedback collected during the public comment period is available in the application document starting on 144. In coming days, OHA will provide further documents on the application but in the interest of transparency wanted to provide public access to the application and summary of changes.
OHA now enters negotiations with CMS over the application’s proposals. Final decisions are expected by the end of summer 2022, though the timeline could shift.
OHA was gratified at the interest and feedback interested parties across Oregon have shown throughout the process and looks forward to continuing to shape the future of OHP in a collaborative and transparent manner.
