1115 Waiver Update – Final Concept Papers Now Available

The Oregon Health Authority (OHA) 1115 Demonstration Waiver renewal team is pleased to announce the publication of the final policy concept papers. These papers outline changes OHA proposes to make to the Oregon Health Plan (OHP) as part of our effort to advance health equity. These concepts are the basis of OHA’s upcoming application to the Centers for Medicare & Medicaid Services (CMS), whose approval is needed to implement policies reflected in these concept papers. If approved, Oregon would make changes to OHP during the 2022 – 2027 demonstration period.

We have also produced plain language summaries of the policy concepts, which you will find linked alongside the policy papers. All documents are available in 12 languages on OHA’s 1115 Demonstration Waiver renewal web page.

Next steps:

OHA is currently drafting a formal application to CMS based on these policy concept papers and related feedback. We are also working with our Tribal partners to ensure alignment with Tribal priorities. The draft application will be completed at the beginning of December and will be posted on the OHA website. Starting December 7, we will have a public comment period on the application, with a series of public meetings, outlined below.

In the meantime, we welcome feedback on these policy documents about how these proposed changes might impact you or communities you serve. You can provide feedback on these concepts and later on the draft application in one of two ways:

2. At one of the public meetings in December and January where comment will be accepted. We will release a full schedule of meetings in coming weeks.
