Updates for Oregon Health Plan providers
Fee-for-service reimbursement for non-emergent medical transportation to drive-through COVID-19 vaccination sites: The Oregon Health Authority (OHA) will reimburse fee-for-service (FFS) non-emergent medical transportation (NEMT) providers for trips associated with a drive-through COVID-19 vaccination using HCPCS code T2007, at $13.23 per 30-minute unit.
For the trip to be reimbursable at this rate, the Oregon Health Plan (OHP) member must:
- Arrive at the vaccination site in the provider’s vehicle, and
- Receive the COVID-19 vaccination without exiting the vehicle.
Coordinated care organizations (CCOs) are encouraged to provide similar reimbursements for NEMT providers. The rate is effective for dates of service on and after Jan. 1, 2021, for the duration of the COVID-19 public health emergency.
Reminder about ambulance transport and reimbursement policies during the COVID-19 public health emergency: In light of recent extreme heat events, OHA is sharing the following reminders about ambulance policies during the COVID-19 public health emergency:
- In recognition that “Treat in Place” calls can use the same amount of resources as other calls, the rate for procedure code A0998 (Aid Call) is $420.62 for the remainder of the COVID-19 emergency.
- Ambulances may be used as NEMT for patients with a positive or presumptive positive COVID-19 diagnosis who need to access primary care, urgent care, or other non-hospital level of care. These trips can follow the same protocols as a hospital run (e.g., advance notice of arrival).

 Updates for all health care providers
Recruiting is now open through November 2021 for clinics seeking support to address the increasing prevalence of unhealthy alcohol and opioid use
The OHA Transformation Center is partnering with the Oregon Rural Practice-based Research Network (ORPRN) to support clinic technical assistance related to Screening, Brief Intervention and Referral to Treatment (SBIRT) for unhealthy alcohol and drug use. SBIRT is a “must-pass” incentive measure for CCOs in 2021.
- ANTECEDENT can provide 15 months of tailored support to help participating primary care clinics implement changes to address unhealthy alcohol use at no cost to them.
- PINPOINT provides technical assistance regarding chronic pain management and opioid prescribing.
