Oregon Department of Human Services OHA-PHD Birthing Centers Update REALD Data Collection and Reporting for COVID-19 Encounters

The Oregon Health Authority (OHA) wants to help providers get ready to collect and report Race, Ethnicity, Language, and Disability (REALD) data during health care appointments related to testing or treatment of COVID-19.
As a Phase 2 provider, your organization is scheduled to start collecting and reporting this data by March 1, 2021. Phase 2 providers are:
- Health care providers working in or with individuals in a congregate setting (e.g., long term care settings, residential facilities, corrections facilities)

Health care facilities defined in Oregon Revised Statute 442.015(12)(a):
- Hospitals (including psychiatric hospitals)
- Long-term care facilities
- Ambulatory surgical centers
- Freestanding birthing centers
- Outpatient renal dialysis facilities
- Extended stay centers
Why is this happening?
In June 2020, the Oregon legislature passed House Bill 4212 to address a variety of concerns related to COVID-19. Sections 40-43 of this bill required OHA to establish rules requiring all health care providers to collect and submit REALD data to OHA when reporting COVID-19 test results, hospitalizations, deaths, and MIS-C cases. Collecting this data will help OHA find out about the communities most impacted by COVID-19, and how to best support them.
OHA’s rules have providers begin COVID-19 data collection and reporting in three phases:
- Phase 1 for providers in hospitals, health systems and federally qualified health centers (FQHCs), starting October 1, 2020,
- Phase 2 for health care facilities and congregate care settings starting March 1, 2021, and
- Phase 3 for all other providers by October 1, 2021.
What should you do?
