Building a Cyber Strong Oregon
Enterprise Information Services - Cyber Security Services is launching the Cybersecurity Awareness Month campaign in October. This year's theme, Building a Cyber Strong Oregon, highlights that protecting the state's information, systems, and services is a shared responsibility. Agencies have been provided a campaign overview and the 2026 toolkit. Together we can help build a more resilient digital environment for all Oregonians, one safe decision at a time.

State of Oregon Data Equity Summit
The state of Oregon is hosting the 3rd annual Data Equity Summit, "Building Sustainable Data Equity Practices," on October 27-28. The event is virtual, free of charge, and will feature panel presentations, breakout conversations, and colleagues sharing about data equity projects, challenges, and learnings.

Strengthening Statewide Cyber Readiness
Recent Cyber Security Services tabletop exercises brought agency leaders together to walk through realistic cyber-incident scenarios, strengthening decision-making, communication pathways, and cross-agency coordination. Participants practiced how they would respond as situations evolved, identifying strengths, uncovering procedural gaps, and clarifying roles within the statewide incident response structure. These exercises support Oregon's enterprise cybersecurity readiness by improving incident response planning, enhancing collaboration, and informing updates to agency-level Incident Response Plans.

Executive Order 26-26: Frontier AI Procurement and Use
Governor Kotek issued Executive Order 26-26, relating to procurement and use standards for artificial intelligence. In short, the order sets a direction for state procurement and use of frontier AI models that have received independent safety review. It asks the State CIO to submit a proposal within 90 days for putting that direction into practice.
During this period, AI usage in the Executive Branch remains subject to existing policies and procedures, including the Responsible AI Usage Policy and Procedure.

Copilot Studio Pilots
In August, EIS concluded its Copilot Studio pilots and re‑launched an updated hub site, marking a major step in expanding AI capabilities across the enterprise. The effort showcased strong collaboration across EIS programs, resulting in a unified governance model and configuration pattern. The site will also connect agencies to the future Community of Practice, supporting knowledge‑sharing, skill‑building, and responsible adoption. Together, these actions will continue to drive innovation and help Oregon teams get the most out of Copilot Studio. *For those state agencies in GCC Environment only.

Harvard RSG Support
Following a competitive proposal process, EIS was recently selected to receive support from Harvard’s Kennedy Institute of Politics Research and Study Group (RSG) in furtherance of its statewide geospatial data policy and management activities. The Harvard RSG is a student-led policy consulting organization providing pro bono strategic advising, policy research, and implementation support to public sector and non-profit organizations. RSG will work with the Oregon Geographic Information Council, Data Governance and Transparency staff, and other stakeholders with the goal of strengthening Oregon’s geospatial data infrastructure and operations for sustainable success.

Enterprise Memorandum of Understanding
Oregon’s Enterprise Memorandum of Understanding (EMOU) for data sharing establishes the legal foundation and statewide practice of sharing data between Executive Branch agencies. The EMOU is supported by the Oregon Data Sharing Council (ODSC), a cross-agency advisory body that coordinates data sharing frameworks to expand the responsible, effective use of state data. The ODSC is developing a strategy for engaging all agencies about the benefits of signing-on to the EMOU, including improved evidence-based decision-making through more robust business analysis, greater program evaluation capabilities, and newly answerable research questions. *For those state agencies in GCC Environment only.

New Geographic Information Officer
Melissa Foltz has been selected as Oregon's next Geographic Information Officer (GIO). Melissa first joined the state of Oregon in January 2023 as the Geographic Data Governance Coordinator, and since then she has worked closely with geospatial data stewards across state agencies supporting efforts to standardize, document, maintain, and share the state's most widely used geographic framework data. In her new role, Melissa will continue supporting Oregon's geospatial community working closely with the Oregon Geographic Information Council (OGIC) and the Chief Data Officer to align statewide geospatial data management with Oregon's statewide data strategy and governance policies.
