Oregon Digital Government Summit Where Innovation Meets Impact
State and local government leaders, technologists, and industry partners will come together May 27 at the Salem Convention Center to explore innovative solutions supporting Oregon's digital transformation goals and strategies shaping the future of public service.
This full day, in-person event offers opportunities for learning, collaborating, and a way to take back actionable insights that support more secure and efficient government services. This year, the Summit emphasizes several core themes, including cybersecurity, artificial intelligence, IT workforce, data-driven decision making, and more. See the agenda for the variety of speakers, breakout sessions, presentations, and lightening talks followed up by a networking reception.

Cybersecurity Technology Director
EIS is pleased to welcome Rick Snaric as the new Cybersecurity Technology Director with Cyber Security Services.
In this role, Rick will provide leadership in the management of cybersecurity technologies and cybersecurity standards.
Rick has been in IT for over 30 years, most recently serving as the Chief Information Officer/Chief Information Security Officer at Linfield University. His work history includes network engineering, database administration, and enterprise resource planning (ERP) consulting work.

Responsible AI Policy Out for Comment
The Responsible Artificial Intelligence (AI) Usage Policy, the Copilot General Usage Policy, and associated procedures and attachments have been posted for agency comment.
As agencies plan for responsible and effective AI adoption, these documents aim to provide the foundational materials needed to support their mission, operations, and workforce, and replace the current interim guidance.
The comment period is open until May 18, 2026.

P3 Eliminates Manual Submissions
Beginning April 24, 2026, project managers are no longer required to download the Initial Complexity (ICA) and Oversight Level (OLA) Assessments excel spreadsheet from the Project Portfolio Performance (P3) website, complete the form, then upload it into PPM.
All form details, calculations, and recommendations are completed in PPM.
To help users with the transition, a new Quick Reference Guide and training video are provided in the Knowledge Store.

GovRAMP Advances Cybersecurity
Oregon is advancing its cybersecurity posture by partnering with GovRAMP, who in a press release stated how states are leveraging the program.
By aligning with GovRAMP, Oregon joins a growing community focused on consistent, streamlined vendor risk management, cost-effective cybersecurity practices that support modern, resilient digital services across state and local government, and reducing duplication in technology procurement.

Federal Accessibility Deadline Extended
The U.S. Department of Justice has extended the federal digital accessibility compliance deadline by one year after issuing an Interim Final Rule, giving state and local governments additional time to meet ADA requirements.
Originally set for April 2026, the updated timeline extends compliance to April 26, 2027, for jurisdictions with over 50,000 residents and April 26, 2028, for smaller entities.
The rule requires digital services to meet WCAG 2.1 Level AA standards, ensuring accessibility for people with disabilities. DOJ officials acknowledged that many organizations needed more time due to staffing limitations and the complexity of updates.

MS-ISAC Membership at No Cost
The Multi-State Information Sharing and Analysis Center (MS-ISAC) is the nation's trusted cybersecurity resource for U.S. state, local, tribal, and territorial (SLTT) government organizations. House Bill 5006 authorized funding for membership through December 31, 2026.
Membership provides access to cybersecurity tools and services for SLTT needs. Benefits include threat intelligence and distribution, Security Operations Center, incident response and more.

OCCoE Offers Free Summer Cyber Camps
Oregon Cybersecurity Center of Excellence received a generous donation from the Xie Foundation enabling them to offer tuition-free cybersecurity camps to Oregon youth this summer.
NW Cyber Camp will be offered in multiple locations throughout Oregon and they are accepting applications for free weeklong day camps. The goal of the camps is to provide students with an introductory hands-on cybersecurity experience and offer a student personal career development, supporting the cybersecurity sector's need for talent.

2026 M365 Annual Licensing Renewal
The 2026 Microsoft 365 (M365) annual renewal cycle is coming up and this year introduces updated timelines and continued focus on supporting a smooth renewal across all 80+ state agencies, boards and commissions.
EIS is providing guidance and support and offering the 2026 M365 Licensing Annual Renewal Agency Forum for state agencies in April and July. Registration for the April forum is now available.
The M365 licensing quote and purchase moratorium begins on May 15 and ends on August 14, with the new licensing term beginning on September 1. A guide to M365 licensing is available to state agencies on the Microsoft 365 Hub.
