Data Privacy Week 2026
Data Privacy Week (January 26–30), an initiative by the National Cybersecurity Alliance, is here to empower you to take charge of your personal data. This year's theme, "Take control of your data" reminds us that every online action creates a treasure trove of information about you, from interests and purchases to behaviors and even health details. You have the power to manage what gets shared and with whom.

Prompt-a-Thon Webinar
Enterprise Information Services (EIS) will be hosting a Microsoft Copilot “Prompt-a-Thon” training on February 4. This is a great opportunity to explore the latest trends in AI-driven prompting techniques.
The event is designed to provide valuable insights, helping you leverage M365 Copilot and M365 Copilot Chat to improve your prompt engineering skills.
This training is tailored for M365 Copilot Chat* users, but licensed M365 Copilot users will also find the content valuable for leveraging Copilot features effectively.
*M365 Copilot Chat is included with the G5 licenses purchased by the agencies.
Users within the state environment should look for the Enterprise Data Protection (EDP) green shield that indicates that they are in the GCC version of the tool. EDP takes effect when a user is logged in to the Microsoft Identity associated within the purchased license.

Collaboration in Action
The Data Governance and Transparency Program launched an effort in 2024 to create a statewide address standard, collaborating with local data coordinators, 9-1-1 Public Safety Answering Points (PSAPs), the Oregon Department of Emergency Management (ODEM), and the National Address Database team.
In April 2025, the Oregon Geographic Information Council endorsed the Oregon Address Point Data Standard, which defines the structure used in the new statewide dataset.
Today, Oregon has over 1.9 million address points compiled into a single, standardized dataset. PSAPs submit data quarterly to ODEM, which assembles the information into one comprehensive dataset. This Statewide Address Points dataset will also be integrated into the National Address Database. This achievement reflects a strong partnership among local, state, and federal agencies.

Data Sharing Pilot Update
Data Governance and Transparency (DGT)’s Data Sharing Pilot entered the Approval phase in early January, a critical stage for its partnership with the Governor’s Office and the participating pilot agencies. OHA, ODHS, and OHCS have been working hard to test and refine the prescribed data sharing process. Their significant efforts should allow DGT to meet its goal of publishing a comprehensive Enterprise Memorandum of Understanding for Data Sharing (EMOU) in 2026.
The EMOU will help govern and codify the processes, protocols, and paperwork necessary for safe and effective data sharing between Oregon state agencies. This will help to keep Oregonian’s data secure and private while reducing traditional barriers to data sharing and allow agencies to generate valuable insights from previously inaccessible state data sources.

Oregon Cybersecurity Center of Excellence
The Oregon Cybersecurity Center of Excellence (OCCoE) was established by Oregon House Bill 2049 (2023) and is jointly administered by Portland State University, Oregon State University, and the University of Oregon.
The mission is to enhance cybersecurity across Oregon through innovation and collaboration.
The OCCoE recently released the 2024-2025 Biennium Report which outlines the expanded academic programs, workforce development, and hands-on training.
OCCoE has partnered with public and private sectors, attended 20+ statewide events, and secured over $4M in grants to support education and cybersecurity initiatives.

CPO Presents to Legislative Committee
On January 15, Chief Privacy Officer and AI Strategist, Nik Blosser, presented to the Joint Committee on Information Management and Technology reporting on privacy recommendations and the development of an Enterprise Privacy Program.
Blosser gave an overview of the recommendations from the SB 293 (2021) report and the steps to develop an enterprise privacy program that are to first collect privacy requirements, then conduct a privacy gap analysis, build a privacy roadmap, and then implement and operationalize the program.

Data Center Services Deputy Director
The DCS Deputy Director provides strategic leadership for Data Center Services, ensuring 24/7 system availability to meet Oregon’s enterprise IT needs. As part of the executive team, this role helps set the strategic direction for statewide technology services and oversees critical infrastructure operations. Your leadership ensures reliable IT services that power essential public programs across Oregon.
Assistant State Chief Information Officer
The Assistant State Chief Information Officer (ASCIO) is a senior executive bearing responsibility for the enterprise-wide modernization and overall IT strategy within their policy area(s). The position reports to the Deputy State Chief information Officer (DCIO) and works closely with the Deputy State CIO, Chief Technology Officer (CTO), IT Governance Leadership Team and agency technology and business leaders.
As ASCIO you will serve as a senior-level IT strategist, director and advisor on emerging technologies, methodologies, and overall IT best practices. Not strictly a technical position, the ASCIO is an extremely effective communicator with strong leadership skills, and will work with the Governor’s office, the Legislature, agencies, and the public to align business and technology initiatives and partner with other public and private sector interested parties.
