The Oregon Geographic Information Council (OGIC) is responsible for overseeing the strategic development and governance of geospatial framework data including the development, implementation, and review of geospatial policies, practices, and standards.
To continue this important work, OGIC is seeking new members to serve four (4) year terms representing the following communities:
• Oregon State Association of County Assessors • Public Safety Answering Points • Public Universities • County or City GIS Managers • Public Members • State Agencies

Hispanic Heritage Celebration
The Oregon State Capitol celebrates the contributions and cultures of the Latinx and Hispanic populations in Oregon during Hispanic Heritage Month. This year's celebration will take place on Saturday, October 11, from 10 a.m. to 2 p.m.
The event will have musical celebration as well as dancing and free activities provided by the Capitol History Gateway partners.
The presenting sponsor for the event is the Oregon State Capitol Foundation. All performances will take place in the Rotunda.
Celebrate the diverse cultures of the Hispanic and Latino communities in Oregon.

Covered Vendor Rules Hearing
House Bill 3936 prohibits any hardware, software or service that uses artificial intelligence (AI) from being installed or downloaded onto, used, or accessed by state information technology assets if the AI is developed or owned by a covered vendor.
Covered vendors are determined by statute and State CIO designation.
Enterprise Information Services will hold a public hearing November 12, 2025, prior to updating definitions in the covered vendor rules.
The Department of Administrative Services has filed notice of proposed rulemaking to amend State Chief Information Officer rules, chapter 128-020. Rule amendments are needed to implement House Bill 3936 (2025).

Nez Perce Capitol Galleria Exhibit
"The Nez Perce in Oregon: Removal and Return", presented by the Josephy Center for Arts and Culture, will be visible September 29 - October 30 between 8am-5pm on Mondays-Fridays in the Capitol Galleria.
The exhibit puts the story of the Nez Perce War and Chief Joseph in national and Oregon contexts. The Nez Perce, descendants of ancient tribal peoples, inhabited the region for millennia, with evidence dating back 16,000 years. Their lands were taken by treaties, settlers, and war. They faced assimilation efforts like boarding schools.
The Nez Perce Wallowa Homeland includes a dance arbor, Longhouse, and restored salmon runs, with tribal land ownership in the Wallowa region.

Restful Sleep as the Seasons Change
Your sleep patterns can change throughout the year. With fall approaching, our bodies behave differently due to environmental factors like weather, light, work stress, and responsibilities.
Lack of restful sleep can have a negative impact on your health by contributing to metabolic disorders, type two diabetes, obesity, hypertension, cardiovascular disease, poor mental health and increased mortality.
You're not doomed to toss and turn every night. Consider simple tips for better sleep, from setting a sleep schedule to including physical activity in your daily routine.
Self-care is important and good, restful sleep is one way you can improve your health. It is not too late to start getting good sleep!

Oregon Libraries Digital E-Rate Needs Assessment
In support of the Oregon Broadband Office’s efforts to leverage existing federal funding to close the digital divide in rural Oregon, the Oregon Broadband Office (OBO) commissioned the Oregon Libraries E-Rate Needs Assessment study.
This study provides a comprehensive evaluation of existing digital infrastructure, identifies gaps, and outlines a strategic plan to leverage E-Rate funding for optimal connectivity and digital access in public libraries serving rural areas and federally recognized tribal lands, thereby meeting the technology and community needs.

Annual State of Oregon Data Equity Summit
Building on the success of last year's virtual Data Equity Summit and the valuable feedback, the schedule and topics have been refined for the second annual state of Oregon Data Equity Summit - October 28-30, 2025!
The three-day format will offer more time for in-depth sessions and additional opportunities for networking and feedback.
Sessions will feature panel discussions, examples of data equity projects, and sharing about data equity challenges and learnings. A special welcome to Dr. Luhui Whitebear PhD, Assistant Professor of Indigenous Studies at Oregon State University, who will share the keynote presentation!

State of Oregon Data Sharing Pilot (EMOU) Update
 The pilot is now entering the Approve phase, which is a critical point where the pilot agencies must determine if the use cases are clearly scoped, related risks are understood, and the right people are engaged to make informed decisions.
Next steps include workflow review, submission of the data sharing packet, Phase 3-4 reports, file sequence and security-compliance validations.
Agency feedback has helped to develop deeper informed decisions and create a refined process to avoid mistakes prior to rollout.
The goal of the Data Sharing Pilot EMOU project is to establish a collaborative data framework that enables agencies to share and use data to improve services.

October 2025 is Cybersecurity Awareness Month
 Enterprise Information Services - Cyber Security Services is leading the Cybersecurity Awareness Month 2025 campaign in October.
This initiative is aligned with the National Cybersecurity Alliance's "Stay Safe Online" theme to promote online safety among state of Oregon employees.
The National Cybersecurity Alliance is a non-profit organization on a mission to create a more secure, interconnected world.
Agencies have been provided a campaign overview, the 2025 toolkit, and an example weekly communications. Let's all work together to safeguard Oregon's Data!

MS-ISAC Statewide Membership
Oregon has registered as a statewide member of Multi-State Information Sharing and Analysis Center (MS-ISAC). The membership period runs September 1, 2025, through December 31, 2026, and benefits all Oregon local governments.
MS-ISAC will provide instructions for locals to join under the statewide membership at no cost. Enterprise Information Services and MS-ISAC are planning a webinar for locals to share information and answer questions and will be coming soon.

E-commerce Solutions
E-commerce is the selling or purchasing of goods and services online. Because the exchange takes place online, there are two primary payment methods that can be used, merchant card (debit or credit) or the use of a bank account and routing information.
Agencies have three options when exploring e-commerce solutions:
- The EIS E-Government Program has contracted with private industry partners to provide statewide e-commerce services. An agency must still complete a work order contract, but Treasury has qualified both ACH and merchant card options for the E-Government Program.
- Treasury has contracted with U.S.Bank to provide a solution that supports both options.
- Agencies may follow appropriate procurement processes to contract directly with third party vendors.
