Nik Blosser Appointed as Chief Privacy Officer and AI Strategist
A recent newsroom release, it was announced that Nik Blosser will be joining Enterprise Information Services (EIS) September 2, 2025.
Nik will be serving as the state's first Chief Privacy Officer (CPO) and Artificial Intelligence (AI) Strategist.
Blosser's work will focus on crafting the strategic vision for the state of Oregon relating to privacy, data protection, and AI. Additionally, as the AI Strategist, Nik will play a pivotal role in shaping Oregon's AI landscape.
"The addition of a chief privacy officer, to also serve as an AI strategist, has been a goal of mine for a few years,” State Chief Information Officer Terrence Woods said. "I look forward to the innovative contributions Nik will bring to our team."
Nik Blosser’s leadership and dedication to public service and sustainability make him an invaluable asset to EIS and the state of Oregon.

Oregon Statewide Imagery Available
The Oregon Statewide Imagery Program (OSIP) was created in 2016 and meets increased demand for high resolution aerial imagery and distributes new and historical imagery to local governments, the academic community, private sector businesses, non-governmental organizations, and the public.
The state contracted with Surdex, a Bowman company, to acquire statewide orthoimagery during the 2024 summer season with Legislature authorized funding that included Oregon Geographic Information Council (OJIC) funds. The imagery is now available!

Copilot Training and Support
Microsoft 365 (M365) Copilot is a conversational Artificial Intelligence (AI) interface designed for interactive, open-ended information retrieval and task completion. Copilot key features include enhanced collaboration, productivity boost, real-time suggestions, and multi-language support.
Microsoft recently facilitated live Copilot Chat training during the first week of July and had a total of 700 in attendance, with over 500 unique attendee's.
The Copilot page on the M365 HUB has a video of one of the sessions and a variety of training resources, roadmap and release notes, and support and contact information.
The Microsoft team will be sending out invitations for upcoming training sessions for those state employees with full M365 Copilot licenses.

MS-ISAC Statewide Membership
Governor Kotek signed House Bill 5006, authorizing funding of $275,000 for a state-wide membership with the Multi-State Information Sharing and Analysis Center (MS-ISAC).
The membership is scheduled to begin September 1, 2025 through December 31, 2026. Once procurement is complete, the service is initially for 18 months.
Benefits to the state and all eligible entities within the state include threat intelligence and distribution, member collaboration and engagement, security operations center, incident response and forensic services, and additional services and programs.
EIS will provide additional information soon to eligible entities.

eClips News Alerts Now Available
The State Library of Oregon has a service called eClips, a news alerting service that highlights the Oregon state government.
The news sources include freely available news stations and State Library newspaper databases. They also use news alerts that cover a broad set of topics relevant to state government, including regional and national media outlets.
The eClips service is available to anyone with a valid email address and state of Oregon employees have access to full-text news stories. For more information on the service refer to the FAQ page.

Cybersecurity Summit
Wednesday, September 24, at the Salem Convention Center, the Oregon Public Sector Cybersecurity Summit will be held, tackling distinct cybersecurity challenges encountered by the public sector.

 State of Oregon Data Equity Summit: October 28-30, 2025
Mark your calendars and save the date for the 2nd Annual State of Oregon Data Equity Summit coming October 28-30, 2025!
Building on the success of last fall’s Data Equity Summit and participants’ feedback, the planning team has been refining this year’s schedule and topics.
The three-day, free-of-charge, all-virtual format will offer more time for in-depth sessions and additional opportunities for networking and feedback. Additional details and a registration link will be coming soon.
In addition to a keynote address, this year’s agenda will include sessions focused on promoting equity in data literacy, learning how programs are managing privacy, navigating federal policies and executive orders, ensuring data equity in data governance, and building trust among community, clients, and tribal partners when collecting and working with data.
The Data Equity Summit is primarily intended to support staff throughout state agencies. However, state of Oregon partners working on data equity in their communities and programs are welcome to join.

 Agency Data Sharing Pilot Update: July - August 2025
One of the biggest challenges for cross agency data sharing is that every agency approaches the process differently. Some have established processes and high-quality data, while others are still building foundational capabilities.
The goal of the Data Sharing Pilot EMOU (Enterprise Memorandum of Understanding) project is to establish a collaborative data framework that enables agencies to share and use data to improve services and reduce complications involved with sharing data.
By fostering meaningful connections across agencies, the pilot accelerates data governance, promotes problem-solving, and builds a collaborative data culture.
As of mid-August, momentum has increased as the pilot progresses into Step 3 (Phase 3), with data professionals, project coordinators and leaders collaborating to review and finalize the Business Use Case Proposal (BUCP).
With the Review Use Case (Phase 3) well underway, agency data teams and leaders are working to answer the five W's of
data sharing-who needs the data, what data is required, when it is needed, where it will be used, and why it matters. Once complete, they will move to the Approval phase.

Opportunity Awaits! CSS is Hiring
Enterprise Information Services Cyber Security Services (EIS-CSS) is looking for a Cyber Security Operations Center Director. The Director of state-level Cyber Security Operations Center (CSOC) will be responsible for overseeing and managing the state's cybersecurity operations.
The CSOC serves as the central hub for monitoring, detecting, analyzing, and responding to cyber threats and incidents that pose risks to the state's information systems, critical infrastructure, and data. The Director will lead a team of cybersecurity professionals and collaborate with state agencies to ensure a proactive and effective defense against cyber threats.
