Resources to Enhance Skills and Ethical Practices
Enterprise Information Services (EIS) has released two new courses in Workday Learning that will empower participants with skills and knowledge to enhance public service delivery through Generative Artificial Intelligence (GenAI) and covers the different types of AI, their roles, as well as addressing challenges in AI adoption and ethical considerations. A recent press release went out with the announcement.
The Updated Interim AI Guidance Memo that was released by the State Chief Information Officer April of 2025, indicates that GenAI users must complete the Workday training and follow the guiding principles found in the State Government Artificial Intelligence Advisory Council Recommended Action Plan.
Microsoft Copilot is a conversational AI interface designed for more interactive and open-ended information retrieval and task completion that is now available. The M365 Copilot page on the M365 Hub, accessible by Executive Branch staff, has many resources available to provide support, training guides, do's and don'ts, and much more.
As GenAI continues to evolve, EIS will remain committed to supporting agencies and providing guidance and resources for the Enterprise.

Annual Change Awareness Day
EIS proudly hosted Change Awareness Day July 9, a key event uniting over 200 IT professionals to elevate the change management processes.
Focused on efficiency, reliability, and service stability, the day featured a critical review of 65 routine changes presented by 13 domain managers. Changes that don’t meet established criteria such as frequency, risk level, impact, or incident history will be carefully evaluated to ensure only appropriate changes remain routine.
This collaborative effort empowers leadership to optimize IT operations, safeguard service quality, and strengthen our commitment to exceptional customer experience across the enterprise.

SB 826 Transfers Duties of SIEC
Senate Bill 826 transfers the Statewide Communication Interoperability Plan duties from the State Chief Information Officer (CIO) to the Oregon Department of Emergency Management (ODEM).
On April 19, 2024, an agreement was made to temporarily transition the program, fostering collaboration among emergency management, public safety, and various agencies.
This aims to unify state and local public safety communication policies. The transition aligns with ODEM's mission to manage statewide emergencies and collaborate for effective responses and supports in enhancing public safety and interoperability and efficiency within Oregon.

PPM Modern UX System is Now Live
The Project and Portfolio Management (PPM) User Experience Team has completed the transition from the Classic PPM Tool to the Modern environment (Modern UX).
After going live with Single Sign On (SSO) on May 16, the team set out a training schedule for all PPM users, made office hours available, and provided Q&A sessions so users would gain valuable tools and strategies to drive their projects and programs success and to explore the enhanced capabilities of the new interface.
To help users get the most out of the Modern UX, the PPM Info mailbox will remain open and live support will be offered weekly via office hours through the end of July.

SB 1090 Prioritization of IT
Senate Bill 1090 tasks EIS to write policy and procedure for prioritization of agency IT requests, budgets, and projects and tasks the State CIO to work with the Legislative Fiscal Office (LFO) to set criteria.
EIS is to make recommendations to the State CIO of ranked projects and the State CIO's approved ranking is presented in a report to the Governor and Legislature by November 30 of each even number year. Then in collaboration with LFO, another report on Legislatively approved IT budget and project requests by October 31 of each odd numbered year.
The bill provides an opportunity for prioritized and coordinated IT efforts for the Executive Branch.

EIS Recruiting Chief Data Officer
Enterprise Information Services is recruiting for a new Chief Data Officer (CDO) to advance management and the use of data as a strategic asset to promote openness and inoperability while safeguarding state information and systems.
This position is part of the Administrative Services leadership team and will work closely with the State's Chief Information Officer (CIO), the State's Chief Privacy Officer, the IT Governance Leadership Team and agency technology and business leaders.

Managing IT Processes
In January of 2023, Governor Kotek directed agencies with 50 or more Full-Time Equivalent (FTE) staff to develop an IT strategic plan in collaboration with agency leadership.
Agencies have completed the first revision of their IT strategic plans to better align with business needs and enterprise priorities.
Agencies with fewer than 50 FTEs are now included in this planning process, incorporating IT strategies into their overall strategic plans.
All agencies also submitted their first Annual Progress Reports and all plans and reports are publicly available on the Oregon Transparency Portal.

 There is an ongoing cybersecurity threat involving fake CAPTCHAs and related ClickFix scams, which have targeted employees and agencies. These scams can appear on compromised websites—even ones you use regularly—tricking users into actions that harm your device and our network.
How This Scam Works Fake CAPTCHAs appear on websites that have been compromised by cybercriminals, mimicking the familiar “I’m not a robot” prompts. Instead of a simple click or image selection, they may prompt you to click a “Verify You Are Human” button or similar, which copies hidden text to your clipboard. The site then instructs you to open the Run command executing a malicious command that can install malware to steal your login credentials, agency data, or spread to other systems.
Similarly, ClickFix scams, which are not limited to CAPTCHAs, may appear as pop-up dialog boxes on other trusted websites, asking you to copy and paste a command that triggers the same malicious actions.
What You Should Know Legitimate CAPTCHAs or pop-ups will never ask you to open the Run command, paste text, download files, or open another application. If a CAPTCHA or dialog box seems unusual, avoid following its instructions and report it immediately to your agency’s IT department and if you think you’ve encountered or fallen for a fake CAPTCHA or ClickFix scam, please notify your agency’s IT department.

Oregon Tech Leaders Reflect on AI at the Annual Link Oregon Meeting
Technology leaders in Oregon are optimistic about AI's potential to enhance government IT, education, and economic development. However, they acknowledge the significant concerns it raises.
Oregon's Chief Technology Officer (CTO), Jimmy Godard, expressed excitement about AI's possibilities but also admitted it keeps him awake at night due to potential risks. Skip Newberry, CEO of the Technology Association of Oregon, highlighted the rapid pace of AI development and its challenges for societal systems to keep up.
Despite these concerns, AI's potential to democratize and improve systems is recognized. Government organizations are moving forward to consider AI policies and tools that can help to bolster their future as technology leaders.
