Jackie Wirz was named the new Executive Director of Link Oregon on May 28, 2025. Link Oregon is the middle-mile broadband service provider for Oregon's non-profit and public sectors.
Wirz is a scientist, educator, operations leader and community advocate that has led both public and non-profit institutions with high-impact initiatives in technology, education, and public service.
"I am delighted to welcome Jackie to Link Oregon," Terrence Woods, Chief Information Officer for the state of Oregon and Chair of the Link Oregon Board of Directors stated. "Her deep familiarity with our state, appreciation for the role of broadband in delivering the promise of the data economy to every Oregonian, and her exceptional operational experience will be critical in advancing the next chapter of Link Oregon's growth."
Wirz has joined the team in a transitional capacity and will officially assume the leadership role on July 1, 2025.

 Power Resilience in Action
On Saturday, May 17, the State Data Center successfully completed a critical power failover test, marking a key milestone in its commitment to resilience and business continuity.
The test evaluated both A-side and B-side power systems, simulating a full outage to confirm each could run operations on its own and that backup generators and batteries worked correctly.
This proactive test ensures continuous operation during utility failures and highlights the expertise of the engineering and facilities teams. As the digital backbone of Oregon’s IT infrastructure, the Data Center demonstrated it can sustain essential services—even under pressure.
The effort reflects EIS’s ongoing investment in infrastructure reliability and its commitment to uninterrupted service delivery.

 Oregon Transparency
Did you know that Oregon's transparency website is a multi-agency effort to help you gain insights into how public resources are managed and decisions are made.
The Oregon Transparency website is a resource that will help visitors learn more about state government, how it works, what taxes buy, how purchasing decisions are made and much more.
There is much to learn if you take a journey into Oregon Transparency and detailed open data.
Some of the site highlights are the Transparency Oregon Advisory Commission (TOAC), public meetings, state salaries, public records requests, strategic planning, state budget, and many more topics with too many to name.
Oregon Transparency is opening state government to everyone.

 Community Spirit of Juneteenth
To honor the spirit of Juneteenth, the Oregon Employment Department (OED) is hosting a public resource fair.
The event will have resource tables that are open to the general public and will include local nonprofits who provide culturally specific resources for Black community members.
The Department of Consumer and Business Services (DCBS) has arranged for a local, Black-owned bakery to provide snacks.
The event will also host a speaker, Justice Rajee, a passionate community advocate and leader. who will share the Urban League's work to achieve equality in education, employment, health, economic security, and quality of life.
The event is on Wednesday, June 18, from 11 am to 2 pm at the WorkSource Beaverton-Hillsboro, 241 Edgeway Dr., Beaverton.

No Outage, No Problem
Before the Salem Mall Fiber Project, downtown Salem’s network relied on aging, fragile fiber prone to outages. To modernize the system, the DCS team rebuilt the infrastructure from the ground up, applying decades of engineering experience.
Now, the area is connected by underground fiber with dual physical routes, dedicated bandwidth, and improved resilience against disruptions. This redesign not only enhances reliability and performance but also averted a recent major network outage affecting the Legislature.
The project marks a significant upgrade in infrastructure—delivering greater scalability, reduced vulnerability, and dependable connectivity for downtown.

BEAD Program Deadline
In response to updated federal guidance from the National Telecommunications and Information Administration (NTIA), the Oregon Broadband Office is reopening the Broadband Equity, Access, and Deployment (BEAD) Prequalification Application for new applicants. The application window now closes on July 10, 2025.
This reopening aligns with new guidance under the “Benefit of the Bargain Round” section of NTIA’s BEAD Restructuring Policy Notice. The goal is to comply with federal policy and expand participation in Oregon’s BEAD program.
New applicants can now access the application and reference a new Guide Addendum for support.

 As summer travel approaches, prioritize cybersecurity to safeguard Oregon’s data and your personal information. Protecting our systems ensures we maintain public trust. Here’s how to stay secure:
Before You Go: Update all devices with the latest software patches and enable multi-factor authentication (MFA) on work and personal accounts. Use strong, unique passphrases (at least 15 characters, mixing uppercase, lowercase, numbers, and special characters).
While Traveling: Avoid public Wi-Fi for sensitive tasks; use a trusted VPN or your personal/company hotspot instead. Never leave devices unattended and disable auto-connect for Wi-Fi and Bluetooth.
Stay Vigilant: If you suspect a security issue, contact IT immediately.

 Enterprise Information Services (EIS) is launching the Problem Management process within Data Center Services (DCS) in June 2025 to strengthen service stability, accountability, and operational performance.
This IT Service Management initiative targets root causes of recurring issues using both reactive and proactive methods. Technical Domain Problem Coordinators will undergo Root Cause Analysis training to ensure consistency and expertise across teams.
Aligned with the “One EIS” initiative, partner divisions will collaborate for unified, enterprise-wide problem resolution. Supported by Ivanti Service Manager, Power BI dashboards, and formal governance, this launch reflects EIS’s commitment to continuous improvement and delivering better service to Oregon agencies and citizens.

Empowering Workforce with AI Training
Enterprise Information Services (EIS) has partnered with InnovateUS to launch no-cost training courses on the responsible use of generative AI (GenAI) for state of Oregon employees. Developed specifically for public sector needs, these courses use practical examples and exercises to build real-world skills.
The initiative supports the State’s efforts to build an informed, tech-ready workforce and aligns with the vision of the State Government Artificial Intelligence Advisory Council.
This training helps agencies responsibly adopt GenAI while addressing potential risks. GenAI offers major benefits—enhancing service delivery, improving efficiency, and equipping staff with tools that support better outcomes for Oregonians.

State IT Projects Recognized by State CIO
Five Executive Branch agencies were selected for recognition for a State CIO Award for IT Projects at the recent CIO Awards Ceremony held on June 4, 2025.
The State Chief Information Officer awards honor, innovation, and excellence in the use of information technology in state government.
The State CIO, Terrence Woods, selected the Oregon Department of Transportation's DMV Project, "Driving Innovation: Oregon Driver and Motor Vehicle Services Self Service Kiosk," as Oregon's submission to the National Association of State Chief Information Officers (NASCIO) Award program. The National winners will be announced at the awards dinner at the annual conference held in October.
