Priority Strategies, Management Processes and Solutions
The National Association of State Chief Information Officers (NASCIO) has released the 2025 Top 10 Chief Information Officers (CIO) priorities.
Cybersecurity sits at the top of the list with the inclusion of risk management, overtaking artificial intelligence and digital government.
Accessibility, a new priority, was announced this year likely due to the impending deadlines for states and localities from the Department of Justice Ruling (DOJ).
The list represents state technology leaders’ top policy and technology priorities for the coming year, as voted on by 50 state and territory CIOs.

ASCIO Progress Report
Enterprise Information Services Assistant State Chief Information Officers (ASCIOs) released their progress report on Forging the Path Towards Digital Transformation.
To achieve the Governor’s vision to enhance customer service across Oregon and modernize state IT systems, the ASCIOs provide leadership and collaborate closely with agency leadership to ensure IT strategies align with organizational goals and future priorities.
The report provides a comprehensive status update on the ongoing initiatives and underscores the commitment to advancing Oregon’s digital transformation.

New Federal Playbook
Due to the alarming increase in cyberattacks on critical infrastructure, the Office of the National Cyber Director and the Cyber Infrastructure and Security Agency (CISA), have published a guide for federal agencies that manage cyber grant programs, as well as state and local governments that receive cybersecurity funding.
The guide aims to help operators of critical infrastructure build cyber resilience into their grant programs, providing templates, models and recommendations to help better prioritize cybersecurity tools.

State of the State
Governor Kotek delivered the 2025 State of the State address on Monday, January 13, 2025, before a joint legislative session of lawmakers, former elected leaders, distinguished guests, and representatives of the nine federally recognized Tribal nations.
The Governor’s message spoke of the vision for 2025, as well as highlighted her continued efforts to address homelessness and housing, mental health and addiction care, education, and climate resiliency.

Oregon's Enterprise Data Sharing Pilot
The Enterprise Data Sharing Pilot is expected to kick off in February a legal framework and a centrally managed data-sharing process. Led by Enterprise Information Services, the year-long initiative partners with the Department of Human Services, Oregon Health Authority, and Housing and Community Services to develop consistent and robust sharing processes across agencies. Additionally, it fosters equity, innovation, and data privacy statewide. By streamlining how data is exchanged and fostering cross-agency collaboration, the pilot aims to enhance service delivery and improve outcomes for Oregonians. The finalized Memorandum of Understanding in 2025 will pave the way for an enterprise-wide rollout in 2026.

National Blood Donor Month
January, as National Blood Donor Month, is a great time to schedule a donation, when blood is usually in short supply. President Richard Nixon proclaimed it on December 31, 1969, making January 1970 the first National Blood Donor Month. Currently, only three percent of eligible Americans donate blood, despite 65 percent being eligible, and given the current state of blood donations, younger and more diverse donors are urgently needed.
