Governor Kotek Signs Cybersecurity Awareness Month Proclamation
Governor Tina Kotek has signed a proclamation declaring the month of October 2024 as Cybersecurity Awareness Month.
The cybersecurity of the State of Oregon is crucial for the safety and security of its people, businesses, and government entities. Enterprise Information Services Cyber Security Services is working with state agencies on a campaign to learn ways to avoid security threats.
The theme of the awareness program, “Secure Our World”, focuses on simple yet impactful actions and how these practices not only safeguard personal data but also contribute to a safer digital environment for the people of Oregon.
Special Announcement: 2024 Election Change Moratorium
As we approach Election Day on Nov. 5, 2024, we are entering a period of heightened sensitivity around cybersecurity and technology infrastructure. While county election offices and the Secretary of State (SOS) are responsible for administering the election, EIS plays a critical role in maintaining the supporting infrastructure that enables secure and reliable voting. EIS has implemented a change moratorium from Oct. 31, 2024, to Nov. 7, 2024. During this period, no changes will be pushed to production services. Messaging has gone out to agency heads and IT leadership and further questions can be directed to account managers.

PPM Training Tool Improvement
The EIS Project Portfolio Management (PPM) tool training has been improved to allow users to learn about the PPM tool and project oversight. Users requesting training access to the PPM tool are now given a 60-day activation period, for test environment access, to complete their training.
Going forward, if a student is unable to complete the required training activities within 60 days of receiving login credentials, those credentials will be inactivated, and manager approval will be required to regain access.

Text messaging is a key part of how we communicate, both personally and professionally. However, we often undermine our own safety and security when it comes to texting.
There are many mistakes that people make and there are ways to avoid them in terms of auto-complete, group messages, emotions, privacy, malicious messages, and making sure the apps you are using are current and up to date with the most recent security features.

Data Governance Policy Compliance 2024 Deadline
Lead Data Stewards and Open Data Coordinators are encouraged to review available resources, training, and participate in upcoming informational sessions to meet the December 31 submission requirement.
In addition, Data Equity Consultant Meenakshi Rao will be hosting Data Governance office hours weekly, on Thursday mornings from 9am-10am, beginning Oct. 31, 2024.

Agency Strategic Planning Webpage Launched
Governor Kotek envisions improving customer service for Oregonians by making state operations more efficient and effective, with a vision to empower our 42,000 public servants. New strategic plans have been established to better serve individuals and families across the state.
The Agency Strategic Planning website provides up to date state agency information– direct links to each agencies' plans, including strategic plans, Diversity, Equity, Inclusion and Belonging (DEIB) and information technology.

Rachel Smith, Geographic Information Officer at Enterprise Information Services, was selected by the National States Geographic Information Council (NSGIC) as a Geospatial Excellence Catalyst Award winner. Presented by Richard Wade, Past President, NSGIC.
The Catalyst award recognizes individuals who have advanced geospatial data sharing and shown leadership in building ongoing, sustainable partnerships.
Rachel was honored this year at NSGIC’s Annual Conference for her achievements in launching Oregon’s Geographic Information Hub (“GeoHub”) initiative, building sustainable data sharing partnerships, and building Oregon’s Geospatial Strategy.
Rachel has been a strong, unwavering, influential voice in creating data sharing practices that encourage data sharing from local governments to state government with the goal of contributing statewide data into federal databases.

Kathryn Darnall Helms, Oregon Chief Data Officer, was selected as a recipient of the 2024 National Association of State Chief Information Officers (NASCIO) State Technology Innovator Awards.
This recognition honors outstanding individual contributions to advance state technology through the promotion of best practices, adoption of new technologies, and advancements in service delivery.
This award was publicly announced during the NASCIO Annual Conference recently held in New Orleans. The announcement was also released by StateScoop and Oregon Newsroom.
Kathryn's focus on data equity is a testament to the collaborative efforts between government and community, making it a foundation of Oregon's data strategy.

Oregon Emerging Technology Summit
For those interested in the public sector's adoption of emerging technologies like AI, the Oregon Emerging Technology Summit will be a significant event. Scheduled for Dec. 11, 2024, at the Salem Convention Center, the summit will provide a platform for state, regional, and local public sector leaders to explore the transformative potential of these technologies and how they can enhance public service delivery and improve community life.

Oregon’s First Annual Data Equity Summit
The State of Oregon’s First Annual Data Equity Summit, which will be held virtually Nov. 19-20, 2024, will build our collective understanding of how to embed data equity into our data governance practices and reflect on why it is important for serving all Oregonians.
We will hear from experts, learn about colleagues’ data equity work, and encourage additional investments in data equity work across the State.
The summit will speak to those who gather data from program applicants, data analysts, managers and anyone who works with data around the state.
Registration opens Oct. 15, 2024, and the link will be announced via the REALD/SOGI Newsletter and SORA email.

Digital States Survey
The Center for Digital Government has been conducting a biennial e-survey for 27 years and since its inception, this survey has helped benchmark state government use of digital technologies to improve service delivery, increase capacity, and reach policy goals.
Oregon achieved an overall grade of B+ in the 2024 Digital States Survey. This grade reflects that the state has technology leaders that are using appropriate, consistent, and standard good government practices in all aspects of state operations, governance and administration.

State Agency and Oregon Lottery Salary Search Dashboard
A new interactive state agency and Lottery tool is now available to search state employee multi-year salary data and is located on the Oregon Transparency website. You can find salary queries by choosing from a variety of topics in multiple choice format, as well as by salary range, position, service type, fiscal year, status, and related variables. Direct links to the open data salary reports are also available to users.
