State CIO named Chair of the Board of Directors for Link Oregon
On June 24, 2024, Oregon’s State Chief Information Officer Terrence Woods assumed the role of Chair of the Board of Directors for Link Oregon. Link Oregon is the middle-mile broadband service provider for Oregon’s non-profit and public sectors. The change in roles was announced at Link Oregon’s annual member meeting which brought together a diverse community of members and partners in the broadband ecosystem from Oregon and across the country highlighting insights about broadband and digital equity efforts.

Introducing TITAN
An Initiative to Modernize our Network Security and Services: Oregon's future hinges on significant network and security infrastructure investments to create a reliable, secure, and scalable foundation for all state agencies and their customers.

Enterprise Information Services has begun the new Transforming Infrastructure Through Advanced Networking (TITAN) initiative to ensure secure application access for remote and hybrid workers, address critical cybersecurity vulnerabilities, and support continuous migration to cloud services.
This modernization effort is essential for enhancing stability, flexibility, and customer service, preparing the state for evolving workforce needs and unforeseen future challenges.
EIS has started the next steps in bringing this vision to reality for the citizens of Oregon and we look forward to providing periodic updates on the progress.

Bowman Selected to Provide Orthoimagery Services for the state of Oregon
EIS has contracted with Surdex, a Bowman Company, to deliver 1 ft (30cm) high-resolution orthorectified digital imagery for the entire state.
This imagery will be publicly available later this year and will result in imagery of approximately 98,400 square miles of Oregon, enhancing the capabilities of multiple agencies and local governments throughout the state in disaster planning, climate change adaptability, emergency response, land use planning, and public utilities management.

Americans with Disabilities Act (ADA) Anniversary & Disability Pride Month
July marks Disability Pride Month and the 34th anniversary of the Americans with Disabilities Act (ADA), which was signed into law on July 26, 1990, by President George H.W. Bush. Throughout the year and on the ADA Anniversary (July 26), the ADA National Network recognizes this landmark event and the important work to promote equal opportunity for people with disabilities.
The U.S. Access Board signed a Memorandum of Understanding (MOU) May 15, 2024, with the American Association of People with Disabilities (AAPD) and the Center for Democracy & Technology (CDT) to ensure that the disability community is engaged and supported through education and resources related to Artificial Intelligence.

Broadband Equity, Access, and Deployment (BEAD) Rollout
The National Telecommunications and Information Administration approved Oregon’s Broadband Equity, Access, and Deployment Initial Proposal Volume II (IPv2).
The proposal is Oregon’s strategy to invest $689 million from BEAD funding to provide access to affordable, high-speed, reliable broadband to all Oregonians.

Digital Literacy Resources
The Institute of Museum and Library Services launched InformationLiteracy.gov focused on three information literacy topics: digital, financial, and health.
The new website gives library and museum professionals resources to implement best practices, tools, and programs in their communities.

OR-Alert: Stay Safe During Emergencies in Oregon
OR-Alert is an effort to ensure statewide access to receive alerts, warnings, and notifications (AWN), enabling real-time sharing of hazard information across Oregon’s 36 counties and tribal governments. Visit OR-Alert : Emergency Notifications : State of Oregon (oralert.gov) to sign up and get lifesaving alerts and instructions during emergencies to help you and others stay safe in Oregon.

State CIO Provides Interim Guidance on Artificial Intelligence

While the Oregon State Government Artificial Intelligence Advisory Council works to develop the comprehensive action plan called for in Executive Order No. 23-26, State CIO Terrence Woods issued interim guidance on artificial intelligence (AI) in a memo to Agency IT Leadership.
The memo acknowledges the potential as well as the risks of AI in state government operations. Agencies are guided to consult their Assistant State CIO in advance of any AI- and GenAI -related IT investments.

Council begins AI Framework Subcommittees
The State Government Artificial Intelligence Advisory Council confirmed the draft principles and definitions for inclusion in the Oregon Artificial Intelligence Framework to begin the subcommittee work in developing the recommendations around AI governance and usage.
The subcommittees (Equity, Ethics, and Security) will meet throughout the month of July and have their completed report with principles, definitions, and recommendations submitted prior to the next AI Council meeting: July 24, 2024, 9:00 a.m.

Project Portfolio Performance (P3) Updates IT Oversight documents
As part of their effort towards continuous improvement, P3 is also updating how information available on our web site is accessed from within the Project Portfolio Management (PPM) tool.
This is information usually accessed by Project Managers for oversighted IT projects.
Users will now be taken directly to the website or document from within PPM, this will ensure users are always accessing the most current document version available.
