Dr. Jimmy Godard Appointed as State Chief Technology Officer
The State Chief Technology Officer plays a pivotal role in guiding technology for the entire Executive Branch. Dr. Godard will oversee EIS’ Strategy and Design program to manifest strategic technology initiatives, enterprise technology standards, processes, and policy decisions to align technology vision with business strategy.
Godard brings two decades of experience and a proven track record of success in technology leadership and strategic organizational transformation.

State Government Artificial Intelligence Advisory Council
The State Government Artificial Intelligence Advisory Council, established by Governor Kotek's Executive Order 23-26, is charged with recommending an action plan to guide awareness, education, and usage of artificial intelligence in state government that aligns with the state's policies, goals and values and supports public servants to deliver customer service more efficiently and effectively.
Members have been appointed, and the Council will convene in March 2024. The State Chief Information Officer will chair the Council.

GEOHub Portal
GEOHub is Oregon’s single source for Authoritative Geospatial Data.
In 2017, the Oregon Legislature passed House Bill 2906, now codified as ORS 276A.500-515, to improve and increase the sharing of critical geospatial data.
GEOHub is built and designed to serve as a one-stop hub for geospatial data and resources for the public and public bodies. GEOHub stores and catalogs geospatial Framework data which are statewide datasets that serve multiple purposes and are necessary to support the business processes of government agencies.

Statewide Information Security Program Plan Updated
The Statewide Information Security Program Plan was modernized from an International Standards Organization (ISO) based plan to a plan that aligns with the National Institute of Standards and Technology (NIST) moderate framework.
The updated plan references the Statewide IT Control Standards and is a business process-centric document.

Statewide Information Technology (IT) Control Standards Updated
The Statewide IT Control Standards are founded on the National Institute of Standards and Technology (NIST) moderate framework and align with StateRAMP parameters.
The updates simplify requirements to a common foundation (NIST) and repeatable methodology of interconnected systems.

Oregon Geographic Information Council (OGIC) Updates
OGIC has elected a new Chair, Molly Gartrell Earle, and Vice Chair, Chris Wright.
Molly Gartrell Earle is also the Council’s member representing the public. Chris Wright is the Council’s member representing state agencies.

State CIO Adopted Covered Vendor Rules
As directed by HB3127 (2023), the State CIO has adopted rules for Covered Vendors. The primary purpose of these rules is to establish the criteria and processes by which the State CIO will determine when a corporate entity poses a national security threat, and when a corporate entity no longer poses a national security threat.
