Council Honors MHS's 2024 Volleyball Champions with Proclamation

On Tuesday, November 19, the City Council honored the 2024 Marshfield High School (MHS) Volleyball team with a proclamation recognizing the team for winning the State 4A Championship. It also acknowledges the significant contributions of Head Coach Tammie Montiel, the coaching staff, team members, parents, faculty, and the student body in supporting the team's success. |

 On November 18, 2024, Casie Stone was sworn in by Chief Chapanar as a Telecommunicator for the Coos Bay Police Department / North Coos 9-1-1 Center. Numerous friends, family, and staff were on hand for the ceremony, which was held in the Council Chambers at City Hall.
Casie was born in Oberlin, Kansas to her father, David Dedrick, and her mother, Timberly Dedrick, who both currently live in Phoenix, Arizona. Casie is married to Daniel Stone and has a sister, Stephanie Neubeck, who lives in Happy Valley, OR with her husband, Christopher Neubeck and nephew, Hendrix Neubeck
Casie spent most of her youth in Wisconsin. Casie attended high school at Gilman High School, where she graduated in May of 2000.
After graduating Casie moved to Arizona and entered the work force until eventually moving to Oregon in 2012.
While in Oregon, Casie worked for Ocean Air Aviation / Emergency Airlift, until leaving to work at the Coos County Sheriff’s Office in 2014, where she worked until being hired at the Coos Bay Police Department / North Coos 9-1-1 Center.
During her time with the Coos County Sheriff’s Office, Casie worked as a 9-1-1 Dispatcher and Communications Training Officer. She was promoted to Dispatch Supervisor in April of 2023. Casie earned her Basic Emergency Medical Dispatcher certificate, as well as her Basic and Intermediate Telecommunicator Certificates through the Oregon Department of Public Safety, Standards and Training.

 The City of Coos Bay is seeking volunteers to fill positions on the Parks Commission and Bicycle & Pedestrian Fact-Finding Committee. Applications are available from the City Manager’s Office at City Hall, by calling 541-269-8912, or on the City’s website at https://www.coosbayor.gov/government/boards-commissions/committee-application. Applications will be accepted in the City Mangers Office through 5 p.m., January 31, 2025. Applicants will be contacted to schedule interviews with the City Council.
Bicycle & Pedestrian Fact-Finding Committee
The Pedestrian and Bicycle Fact- Finding Committee is charged with researching and presenting information to the Parks Commission on pedestrian and bicycle issues affecting the City of Coos Bay. This includes but is not limited to specific projects in Coos Bay, funding opportunities, and state and federal regulations. Its sole purpose is to provide information to the Commission and not to make recommendations. The Bicycle and Pedestrian Fact-Finding Committee has eight members. The Committee will be made up of two Parks Commissioners with the six remaining members being members of the community. Members shall reside or have a business within city limits for a minimum of one year. Four members will serve an initial one-year term and four will serve the standard two-year term.
Parks Commission
The Parks Commission is comprised of one City Councilor, one Planning Commissioner, and the remaining positions are filled by interested people. Membership, if possible, should include a landscape design professional, landscaping business professional, design professional, parks management professional and a bicycle or pedestrian enthusiast with subject matter expertise. Applications must be a resident of the City of Coos Bay or own property in the City. The Parks Commission meets once a month. There are four terms expiring on December 31, 2024, and one term expiring December 31, 2026.

Business License Renewal Time
Business License renewals are now due. The Community Development Department mailed renewal notices to all current business license holders in November and payment is due at the end of December. Late fees are an additional 10% per month for payments not received by January 31.
Business licenses regulate businesses and provide revenue to help pay for their municipal services. Any entity conducting business in Coos Bay is required to have a current business license. This includes retail and service companies, owners of rental property, restaurants, independent consultants, taxi drivers, seasonal and transient businesses, contractors, and non-profits.

The Library Invites Your Participation
 The Library needs your input! The Coos Bay Public Library is writing a three-year strategic plan, and they want to hear from you. Join other community members and a professional facilitator on Saturday, November 23 from 10:30-1:30 p.m. and voice your ideas and concerns. Light refreshments will be provided.
Community yoga continues every Monday from 5:30-6:30 p.m. at the library. This free class is beginner friendly and open to all teens and adults. Bring a mat if you have one and come release some stress.
On Tuesday, Nov. 26 from 2-4 p.m. the Library will be hosting jukebox bingo. Test your musical knowledge from across the decades while playing a fun game and winning prizes. Snacks and drinks will be provided.
Wednesday, Nov. 27 from 10-11 a.m., the Library will feature a storytime for all ages! Join storyteller Patricia Whereat Phillips, tribal linguist for Coos, Lower Umpqua, and Siuslaw Indians as she shares traditional stories.
The Library will be closed from Thursday, November 28 through Sunday, December 1 for the Thanksgiving Holiday. They will reopen at 10 a.m. on Monday, December 2.

Changes to Floodplain Development Permitting Go Into Effect
Effective December 1, 2024, the way the City processes Floodplain Development Permit applications will change.
First, the City has adopted a list of activities exempt from Floodplain Development Permit and/or from having to satisfy additional No Net Loss standards. If the proposed activity is listed, it does not need to satisfy No Net Loss standards, and it may not require a Floodplain Development Permit.
Second, before the City can approve/issue a Floodplain Development Permit, the City must receive documentation from a qualified professional that addresses whether an ESA Incidental Take Permit is required for the proposed project. This might look like a local biologist or engineer versed in State and Federal permitting preparing a Take/No Take Determination for projects proposed in the floodplain. In addition to these changes, the City is now required to track the below additional data related to work in the floodplain:
- Amount of Fill or Compensatory Storage
- Area of New Impervious Surfaces
- Area Cleared or Graded
- Acres Disconnected from the Floodplain
- Acres Reconnected to the Floodplain
- Number of Trees Removed by Diameter
These changes are the result of a lawsuit filed against the Federal Emergency Management Agency (FEMA) and subsequent National Flood Insurance Program (NFIP) - Endangered Species Act (ESA) Integration compliance measures now being imposed on NFIP participating communities.

City Requests Development Proposals
 The City of Coos Bay is seeking development proposals for the former municipal fire station site at 150 South Fourth Street. Approximately 0.22-acres m/l of readily available land, ideally suited for Mixed-Use development in Oregon’s largest coastal city.
The property is intended to provide the community with a mix of mutually supporting retail, service, office, and residential uses. The property’s location within the Downtown Parking District means that off-street parking is not required for development. Multiple public parking lots are near the property and available for public use.
Economic development and revitalization are a primary goal of the City of Coos Bay. The City envisions a new development on the property that provides a mix of uses to further revitalize and enhance the economic vitality of the Downtown area. Development proposals for the property should complement the surrounding Downtown both functionally and aesthetically.
The City seeks Letters of Interest from interested development teams. City staff will review Letters of Interest to make a recommendation to the City of Coos Bay Urban Renewal Agency (URA). Presentations will be scheduled with top applicants and the URA. Selection of the preferred development proposal is anticipated thereafter.

Turning on the Lights for 2024

The Holiday Lights at Shore Acres runs from Thanksgiving through New Year’s Eve. This cherished community tradition is made possible by the Friends of Shore Acres, the dedicated efforts of more than 1,500 volunteers, the invaluable support of local businesses, state park personnel, and the wholehearted backing of the community. Each season, it draws in thousands of visitors from all over the world!
Time-Specific Parking Pass
If you’re planning to drive, you will need a special Time-Specific Parking Pass in advance again this year. In an effort to reduce wait times and backed up traffic conditions, you’ll be required to make a Parking Pass reservation to visit. These Parking Passes are per vehicle, not per person. The passes are only $5 per vehicle, unless you already have an annual park pass. Take Santa’s Shuttle
Every Friday, Saturday and Sunday evening from Thanksgiving to New Year’s Eve, plus the four holiday nights of Thanksgiving, Christmas Eve, Christmas and New Year’s Eve, take the FREE shuttle from the Charleston Marina (parking lot at the corner of Guano Rock Lane and Crossline Road in the Marina) to Shore Acres State Park!
The Shuttle will run from approximately 4:15 p.m. to 8 p.m. from the Marina to the Park and will return patrons to the Marina between 5 p.m. and 9 p.m.

 The Bay Area Chamber of Commerce, in collaboration with Banner Bank, is set to host the 32nd Annual Bay Area Economic Outlook Forum on Friday, December 13, at The Mill Casino. The event will commence at 6:45 a.. and will be conducted in-house, providing a face-to-face platform for insightful discussions and updates on the local economy.
This year’s forum will focus on the pressing housing challenges and opportunities along the southwestern Oregon coast. The program will feature an introductory speaker who will address these critical housing issues, followed by a keynote address from Guy Tauer, an economist from the Oregon Employment Department, who will provide valuable insights into local economic trends.
The agenda will spotlight Housing & Development, with various developers and housing experts sharing their perspectives. Additionally, attendees will hear inspiring stories of local businesses that have successfully navigated recent challenges.
Tim Novotny, Communications Manager for the Coquille Indian Tribe, will serve as the emcee, guiding participants through the program.
Registration for the event is open, with tickets priced at $50 for Chamber members and $60 for non-members. Both ticket options include admission to the event and a buffet breakfast.  Coos Bay-North Bend Water Board is located on the Southern Oregon Coast where recreational opportunities and beautiful scenery abound, providing a quality living and working environment. The Water Board serves a total customer base of 13,600 accounts.
The Water Treatment Plant Supervisor leads the Water Treatment Section under the general supervision of the Operations Manager. The Water Treatment Plant Supervisor exercises full supervision of employees in the Water Treatment Section, manages the operations and maintenance of a 12 MGD surface supply conventional treatment plant; manages watershed and wellfield water quality through development and implementation of source water protection/wellhead protection plans; manages operation of utility’s water quality laboratory for quality control and compliance analysis; assumes fiscal responsibility by participating in the preparation of and operating within an approved annual budget.
MINIMUM EXPERIENCE AND EDUCATION REQUIRED: Five years progressively responsible experience in water treatment plant operation and maintenance, graduation from a senior high school or GED and an Associate’s degree from an accredited college or university in chemistry, biology, environmental studies or related field.
SPECIAL REQUIREMENTS/LICENSES: Must possess a valid driver’s license and acceptable driving record; ability to secure State of Oregon Grade III Water Treatment Plant Operator Certificate within 1 year of hire; experience and education suitable to qualify under Oregon Health Authority rules as Technical Director of the Water Board’s state certified microbiological laboratory.
DESIRABLE QUALIFICATIONS: Bachelor’s degree in chemistry, biology, environmental studies or related field; Oregon Grade III Treatment Plant Operator Certification at time of hire; experience with computerized maintenance management programs and Microsoft application software.
A preference will be given to qualified veterans who apply for this position pursuant to ORS 408.225 to 408.237. Any veteran who has special qualifications and/or transferable skills in the management and operation of a water treatment plant should reference those skills and qualifications in their application.  Police Officer
The City of Coos Bay is soliciting applications for the position of lateral or entry level Police Officers. Lateral applicants would be eligible for a $2,500 hiring bonus ($1250 after being hired and $1250 after successful completion of probationary period.) Starting salary for lateral hires may be negotiable based on relevant law enforcement experience.
