This week the Coos Bay City Council formally recognized the service of Councilor Drew Farmer during the October 1, 2024, Council meeting. Councilor Farmer was elected to City Council in November of 2016. Drew has a long-standing history of service, starting with the US Navy and more recently in his many roles with service organizations in the community such as Bay Area Enterprises and Oregon Coast Community Action.
Drew’s keen interest in supporting Coos Bay in his role as a Councilor can be seen in his steadfast advocacy with the State for mental health and housing supports. He is well read and maintained awareness of challenges impacting our community. He advocated for equal access to funding across the state, as is readily and consistently made available in urban areas of the State, as well as encouraging the State to identify surplus property within every city’s UGB that might be best used for housing development. His ability to grasp complex issues, such as the Coos Bay Estuary Management Plan Update, demonstrates his commitment to his role as an elected official.
Drew’s diligence and service to Coos Bay is commendable. He looks to elevate his service to the next level in the coming election and further support initiatives that make Coos Bay and the surrounding area a great place to call home.

Honoring Two Social Justice Causes
In recognition and support of important causes, the Coos Bay City Council unanimously passed two proclamations during their meeting on October 1, 2024. These proclamations officially declared October as Domestic Violence Awareness Month and celebrated Indigenous Peoples Day.

Domestic Violence Awareness Month
The proclamation honoring Domestic Violence Awareness Month was read by Rachael Espy, the Executive Director of The SAFE Project. This local organization works tirelessly to provide support and resources to victims of domestic violence. The proclamation highlighted the importance of raising awareness about this pervasive issue and encouraged the community to come together to prevent and address domestic violence.
Indigenous Peoples Day
The second proclamation, recognizing Indigenous Peoples Day, was read by Julie Siestreem, a Tribal Council Member for the Confederated Tribes of Coos, Lower Umpqua & Siuslaw Indians. This day celebrates the history, cultures, and contributions of Native American and Indigenous peoples. The proclamation acknowledged the historical injustices faced by Indigenous communities and emphasized the importance of honoring their heritage and promoting reconciliation.
By passing these proclamations, Council demonstrated their unified commitment to social justice and their support for important causes.

New Police Officer Sworn In
On Tuesday October 1, 2024, Bryce Shelton was sworn-in as a Police Officer for the Coos Bay Police Department (CBPD). Numerous friends and family, as well as members of the CBPD and City staff were on hand for the ceremony. Shelton was born and raised in the Coos County area. Shelton has served as a Reserve Police Officer for the CBPD since February 2023. He is a 2017 graduate of North Bend High School and furthered his education at Southwestern Oregon Community College, graduating in 2019 with an Associates of Arts degree. Shelton previously worked for Coos Bay Les Schwab, holding that position since 2018. He enjoys sports, the outdoors, and spending time with family.
After Shelton was sworn-in by Chief Chris Chapanar, his fiancé Anna Hutchins pinned on his new badge.

The City of Coos Bay is seeking volunteers to fill positions on the Design Assistance Team, Parks Commission and Budget Committee. Applications are available from the City Manager’s Office at City Hall, by calling 541-269-8912, or on the City’s website at https://www.coosbayor.gov/government/boards-commissions/committee-application. Applications will be accepted in the City Mangers Office through 5 p.m. October 25, 2024. Applicants will be contacted to schedule interviews with the City Council.
Design Assistance Team – The Design Assistance Team acts as an advisory body to the City of Coos Bay Community Development Department, Planning Commission, City Council, and Urban Renewal Agency. Members may include any person possessing interest in furthering the betterment of historic, cultural, architectural, natural or artistic resources in the Coos Bay area. Applicants should have knowledge and expertise in one of the following areas: a) Local History; b) art, graphics, or interior design; c) architecture. There are three terms expiring on December 31, 2024.
Parks Commission – The Parks Commission is comprised of one City Councilor, one Planning Commissioner, and remaining positions are filled by interested persons. Membership, if possible, should include a landscape design professional, landscaping business professional, design professional, parks management professional and a bicycle or pedestrian enthusiast with subject matter expertise. Applications must be a resident of the City of Coos Bay or own property in the city. The Parks Commission meets once a month. There are four terms expiring on December 31, 2024 and one term expiring December 31, 2026.
Budget Committee – Applicants must be a resident of the City of Coos Bay, and they are appointed by the City Council for three-year terms. The meetings are held in May at 6 p.m. There are three terms expiring on December 31, 2024.

Notice is hereby given that on Tuesday, October 8th, 2024, the Coos Bay Planning Commission will hold a public hearing at 6:00 p.m. in the Coos Bay City Hall Council Chambers located at 500 Central Avenue in Coos Bay Oregon to review a proposal to amend the text of the Transportation System Plan (Comprehensive Plan) and to the text of the Coos Bay Municipal Code.
APPLICANT/OWNER: City of Coos Bay, 500 Central Avenue, Coos Bay, Oregon 97420
SUBJECT PROPERTY: All lands within the Empire Area Blueprint study area.
ZONING DISTRICT & SPECIAL OVERLAYS: Commercial (C); Industrial-Commercial (I-C); Hollering Place (HP); Waterfront Industrial (W-I); Empire Waterfront Settlement Design Review Area; Floodplain; Coos Bay Estuary Management Plan; Empire Urban Renewal District.
REQUEST SUMMARY: The applicant is requesting authorization to amend the text of the Comprehensive Plan Transportation System Plan and Coos Bay Municipal Code to align with the Empire Area Blueprint as follows:
- Adopt by resolution the Empire Area Blueprint plan.
- Amend the Coos Bay Comprehensive Plan by amending the Transportation System Plan to update Tier 2 project CB-14 (Newmark Avenue Road Diet) to align with the vision set forth in the Empire Area Blueprint for the Newmark Avenue corridor and to incorporate Empire Area Blueprint transportation projects into the Street Connectivity section including project attachments.
- Amend Section 18.15.005 of the Coos Bay Municipal Code to update mobility targets to be consistent with those set forth in the adopted Transportation System Plan.
- Amend Coos Bay Development Code Title 17 as follows:
- A) amend Table 17.230.020 to allow residential uses in up to 100% of a building ground floor or story located within the Empire Area Blueprint study area;
- B) amend the exempt parking area with a cap to align with the Empire Area Blueprint study area boundaries;
- C) amend the Hollering Place zone district to align the allowed uses with those envisioned in the Empire Area Blueprint and to simplify development standards; and
- D) repeal the Empire Waterfront Settlement Design Review standards to facilitate future development of the Empire Area.
REVIEW CRITERIA: Coos Bay Development Code (CBDC): Chapter 17.130 CBDC, Procedures; Chapter 17.360 CBDC, Plan Amendments and Zone Changes.
HEARING/APPEAL PROCEDURE: The review will be conducted in accordance with a Type IV procedure at CBDC 17.130.110. Testimony must be related to the referenced criteria. Written comments must be submitted by 4 p.m. on the Friday prior to the scheduled public hearing. Failure to raise an issue or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue may preclude further appeal on that issue. The Planning Commission will conduct the first evidentiary public hearing on this matter to make a recommendation to the City Council. The City Council is tentatively scheduled to conduct a second public hearing on this matter on Tuesday, November 5, 2024, at Coos Bay City Hall. A final decision of the City Council may be appealed to the Land Use Board of Appeals (LUBA) by filing a notice of intent to appeal with LUBA, with required fees, within 21 days of the date the final land use decision.

Adults and Teens are invited to join the Coos Bay Public Library for a FREE yoga class every Monday from 5:30 – 6:30 p.m. This class is suitable for all levels from beginners to advanced practitioners. Bring your mat if you have one and come work on your flexibility and balance in a safe, nurturing environment.
Feeling adventurous? Saturday, October 11 from 3 – 4 p.m. head to the Library and learn how to dance like a Bollywood star in a dance workshop led by one of the PNW’s most popular dance instructors, the infamous DJ Prashant. Everyone is welcome. No experience is necessary. Wear comfortable clothing and get ready to move!

Also on Monday nights, the Men’s Group meets from 6-8 p.m. at the Library. If you are a man aged 18+ you are invited to join this group of like-minded men to talk about issues and support each other.
Have you ever wondered what lurks on and below the boat docks of Coos Bay? Come join South Slough at the Coos Bay Library with a hands-on experience looking at the flora and fauna found on the boat docks. We will walk from the Library to the docks to collect specimens and use various equipment to observe what we have discovered! Teens and Tweens in grades 6-8 will meet at the Coos Bay Public Library Friday from 2-3:30 p.m. and the program will end at the docks.

City Requests Development Proposals
The City of Coos Bay is seeking development proposals for the former municipal fire station site at 150 South Fourth Street. Approximately 0.22-acres m/l of readily available land, ideally suited for Mixed-Use development in Oregon’s largest coastal city.
The property is intended to provide the community with a mix of mutually supporting retail, service, office, and residential uses. The property’s location within the Downtown Parking District means that off-street parking is not required for development. Multiple public parking lots are near the property and available for public use.
Economic development and revitalization are a primary goal of the City of Coos Bay. The City envisions a new development on the property that provides a mix of uses to further revitalize and enhance the economic vitality of the Downtown area. Development proposals for the property should complement the surrounding Downtown both functionally and aesthetically.
The City seeks Letters of Interest from interested development teams. City staff will review Letters of Interest to make a recommendation to the City of Coos Bay Urban Renewal Agency (URA). Presentations will be scheduled with top applicants and the URA. Selection of the preferred development proposal is anticipated thereafter.
