Bay Area Fun Festival Celebrates in Style

The 2024 Bay Area Fun Festival is in the books with some of the weekend events reporting historical attendance numbers. The weekend kicked off with the Prefontaine Memorial 10k run, attracting over 800 participants who followed in the footsteps of the legendary runner. The downtown vendor booths also opened on Saturday morning, filling Central Avenue from Highway 101 (south bound) to Fourth Street, and drawing people out into the beautiful late summer weather.
The mid-day parade throughout the downtown area brought participants from every organization imaginable: area schools, non-profits, political candidates, police and fire departments and many more. The parade route was lined with families enjoying the many floats and parade entries. Saturday evening, the annual Cruz the Coos car show took place, filling the streets of downtown with vehicles cruising and on display for their preserved or refurbished state. Sunday brought additional time to explore the vendor booths on Central Avenue or grab a bite at one of the food trucks nearby, as well as the Kids Prefontaine Run at Marshfield Stadium. The new Third Street and Central Avenue parking lot hosted live music on both Saturday and Sunday.
We enjoyed a weekend filled with fun and activities, perfect weather, and the downtown area alive with people. These events could not have occurred without the hard work and planning of many. While I can’t presume to capture everyone who played a part in the success of the 2024 Bay Area Fun Festival, ones who immediately come to mind are: Coos Bay Downtown Association, downtown businesses, Steve Prefontaine Foundation, Coos Bay City staff (Police, Fire, Public Works), Rotary Club of Coos Bay-North Bend, Mall Market vendors, live music bands, community event sponsors, and the many volunteers from the community. Through the efforts of each of these groups and individuals, we all were able to enjoy what we’ve long considered the last great party of the summer. With the theme of the festival this year ‘Happy Birthday Coos Bay’, it was certainly the perfect celebration for the City’s 150th birthday with many banners, art, and floats in the parade all noting the milestone.
We have one more opportunity to celebrate our milestone birthday. The Coos History Museum will host a birthday celebration on October 26, 2024. More details about the event will be announced soon but be sure to save the date and join us for an afternoon of festivities.

City of Coos Bay Adopt-A-Park Pilot Program shares...

MINGUS PARK, September 6, 2024-The problem? Trail gravel washing out into Mingus Pond. A quick solution using volunteers, a Tesla, invasive Holly trees, draw knives, and the Japanese Shou Sugi Ban technique was recently tested by the City of Coos Bay Adopt-A-Park Pilot Program volunteers.
Holly trees are an invasive hard wood being removed from city parks. By removing the bark and using Shou Sugi Ban technique, it is hoped that a low-cost durable hardwood source can be utilized in park upgrades for water bars, posts and bollards. The City of Coos Bay Adopt-A-Park Pilot Program recently placed a few water bars on a trail in Mingus Park to keep gravel from washing out into the pond water. Volunteers Jamie Fereday and CoCo Sutton (City of Coos Bay Park Commissioners) and park host Mike McLarrin were involved in the project and are hoping that testing this over the winter, the water bars will prove to be a cost-effective solution to pressure treated products on these watershed trails.
Shou Sugi Ban is an ancient Japanese technique that makes hardwood more durable and resistant to rot after removing the bark and burning the outer area of the timber. The City of Coos Bay Adopt-A-Park Pilot Program is seeking sustainable ways to combat invasive species in our parks and enhance and maintain our watershed.

The Portland Trail Blazers and Moda Health brought the excitement of the 10th Annual Rip City Rally to Coos Bay on September 16, 2024. The free event attracted around 200 fans to downtown, where they enjoyed a fun-filled afternoon of family-friendly activities. Coos Bay City Councilors Stephens and Matthews participated in the official ribbon-cutting ceremony, kicking off the festivities.

Notice is hereby given that on Tuesday, October 8th, 2024, the Coos Bay Planning Commission will hold a public hearing at 6:00 p.m. in the Coos Bay City Hall Council Chambers located at 500 Central Avenue in Coos Bay Oregon to review a proposal to amend the text of the Transportation System Plan (Comprehensive Plan) and to the text of the Coos Bay Municipal Code.
APPLICANT/OWNER: City of Coos Bay, 500 Central Avenue, Coos Bay, Oregon 97420
SUBJECT PROPERTY: All lands within the Empire Area Blueprint study area.
ZONING DISTRICT & SPECIAL OVERLAYS: Commercial (C); Industrial-Commercial (I-C); Hollering Place (HP); Waterfront Industrial (W-I); Empire Waterfront Settlement Design Review Area; Floodplain; Coos Bay Estuary Management Plan; Empire Urban Renewal District.
REQUEST SUMMARY: The applicant is requesting authorization to amend the text of the Comprehensive Plan Transportation System Plan and Coos Bay Municipal Code to align with the Empire Area Blueprint as follows:
- Adopt by resolution the Empire Area Blueprint plan.
- Amend the Coos Bay Comprehensive Plan by amending the Transportation System Plan to update Tier 2 project CB-14 (Newmark Avenue Road Diet) to align with the vision set forth in the Empire Area Blueprint for the Newmark Avenue corridor and to incorporate Empire Area Blueprint transportation projects into the Street Connectivity section including project attachments.
- Amend Section 18.15.005 of the Coos Bay Municipal Code to update mobility targets to be consistent with those set forth in the adopted Transportation System Plan.
- Amend Coos Bay Development Code Title 17 as follows:
- A) amend Table 17.230.020 to allow residential uses in up to 100% of a building ground floor or story located within the Empire Area Blueprint study area;
- B) amend the exempt parking area with a cap to align with the Empire Area Blueprint study area boundaries;
- C) amend the Hollering Place zone district to align the allowed uses with those envisioned in the Empire Area Blueprint and to simplify development standards; and
- D) repeal the Empire Waterfront Settlement Design Review standards to facilitate future development of the Empire Area.
REVIEW CRITERIA: Coos Bay Development Code (CBDC): Chapter 17.130 CBDC, Procedures; Chapter 17.360 CBDC, Plan Amendments and Zone Changes.
HEARING/APPEAL PROCEDURE: The review will be conducted in accordance with a Type IV procedure at CBDC 17.130.110. Testimony must be related to the referenced criteria. Written comments must be submitted by 4 p.m. on the Friday prior to the scheduled public hearing. Failure to raise an issue or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue may preclude further appeal on that issue. The Planning Commission will conduct the first evidentiary public hearing on this matter to make a recommendation to the City Council. The City Council is tentatively scheduled to conduct a second public hearing on this matter on Tuesday, November 5, 2024, at Coos Bay City Hall. A final decision of the City Council may be appealed to the Land Use Board of Appeals (LUBA) by filing a notice of intent to appeal with LUBA, with required fees, within 21 days of the date the final land use decision.

The Dolphin Playhouse announces its upcoming production, The 39 Steps. City Requests Development Proposals
The City of Coos Bay is seeking development proposals for the former municipal fire station site at 150 South Fourth Street. Approximately 0.22-acres m/l of readily available land, ideally suited for Mixed-Use development in Oregon’s largest coastal city.
The property is intended to provide the community with a mix of mutually supporting retail, service, office, and residential uses. The property’s location within the Downtown Parking District means that off-street parking is not required for development. Multiple public parking lots are near the property and available for public use.
Economic development and revitalization are a primary goal of the City of Coos Bay. The City envisions a new development on the property that provides a mix of uses to further revitalize and enhance the economic vitality of the Downtown area. Development proposals for the property should complement the surrounding Downtown both functionally and aesthetically.
The City seeks Letters of Interest from interested development teams. City staff will review Letters of Interest to make a recommendation to the City of Coos Bay Urban Renewal Agency (URA). Presentations will be scheduled with top applicants and the URA. Selection of the preferred development proposal is anticipated thereafter.
