SWOCC's Renovated Halls Bring New Life to Local Education and Economy
This week, Southwestern Oregon Community College (SWOCC) officially opened the newly renovated Coaledo and Sumner halls. Both of these buildings have successfully served SWOCC faculty and students for decades. Their renovation brings about exciting new educational opportunities and a refresh to several career paths long in existence. Coaledo Hall will new include a new lab facility for both the Forestry and Agroecology programs, heavy equipment simulator, computer science lab, and spaces for student collaboration. Sumner Hall renovation brings in a new hands-on ambulance systems lab, classroom for the paramedicine program, and a state-of-the-art dental assisting suite which will bring back the dental health program with some excitement and energy.
Few communities have the privilege of offering continuous education locally, much less a community college committed to providing excellent education and creating pathways to diverse opportunities. Their effort, through a dedicated Board of Education and strong leadership by President Patty Scott, SWOCC is a strong driver of the regional economy, especially with this expansion of career technical education programs. SWOCC continues to evolve and bring forth relevant and easily accessible educational opportunities.
These building renovations were 100% grant funded, thanks to funding from both the State of Oregon and the U.S. Economic Development Administration. These grants brought $5.5M into the local economy through financing the rehabilitation of the buildings and purchase of necessary equipment. In addition, much of the construction work was awarded to local businesses. SWOCC is a valued community partner and I’d encourage you to check out all of the great things that are happening at the Coos Bay campus.
And, finally, college is almost back in session with students arriving for classes that start next week. This coming year will mark 63 years of classes at SWOCC.

New Tax Incentives for Housing
The Multiple-Unit Property Tax Exemption (MUPTE) Program is a tax incentive initiative promoting the development of multiple-unit housing in key city areas. Property owners can receive a tax exemption for up to ten years on qualifying parts of their development. Eligible properties must meet specific criteria, including having four or more residential dwellings, public benefit elements, proximity to public transit, and not being used for short-term rentals.
The application fee is $2,150, covering administrative costs. To apply for the exemption, property owners must submit their application by January 1 of the relevant year. Additionally, a pre-application conference is mandatory for most years, with specific deadlines for completion. City Requests Development Proposals
The City of Coos Bay is seeking development proposals for the former municipal fire station site at 150 South Fourth Street. Approximately 0.22-acres m/l of readily available land, ideally suited for Mixed-Use development in Oregon’s largest coastal city.
The property is intended to provide the community with a mix of mutually supporting retail, service, office, and residential uses. The property’s location within the Downtown Parking District means that off-street parking is not required for development. Multiple public parking lots are near the property and available for public use.
Economic development and revitalization are a primary goal of the City of Coos Bay. The City envisions a new development on the property that provides a mix of uses to further revitalize and enhance the economic vitality of the Downtown area. Development proposals for the property should complement the surrounding Downtown both functionally and aesthetically.
The City seeks Letters of Interest from interested development teams. City staff will review Letters of Interest to make a recommendation to the City of Coos Bay Urban Renewal Agency (URA). Presentations will be scheduled with top applicants and the URA. Selection of the preferred development proposal is anticipated thereafter.

Veteran Headstone Dedication at Marshfield Pioneer Cemetery
Join us at the Marshfield Pioneer Cemetery for a Dedication of Headstones for three veterans whose graves were previously unmarked. All three served in the Philippines in the early 1900s. The dedication is Friday, September 27, 2024, at 2:30 p.m.
Also view the progress of Partners to Preserve Our Pioneer Cemetery: a multi-phase initiative tackling years of vandalism and deferred maintenance. Historic preservation professionals and volunteers have been onsite at the cemetery and have repaired an additional 76 badly damaged and deteriorated gravestones.

Intergalactic Adventures with Lee Ricci
The Coos History Museum (CHM) will host the October First Tuesday Talk program, “Intergalactic Adventures with Lee Ricci” on October 1, 2024, from 6 p.m. – 7 p.m.
Join Oregon Parks and Recreation Department (OPRD) Park Manager and developer of the NPS Master Astronomer program, Lee Ricci, for a talk all about space! You won’t want to miss this intergalactic adventure into other worlds!
This program will be hosted in-person at the Coos History Museum, as well as on Zoom, with an admission price of $7 for non-member adults, $3 for youth, $5 for zoom regardless of membership, or FREE for CHM members in person.

Are Your Smoke Alarms Ready?
As Fire Prevention Week approaches, Central Coos Fire & Rescue urges residents to make sure their smoke alarms are working.
Central Coos Fire and Rescue (CCF&R) is teaming up with the National Fire Protection Association® (NFPA®)—the official sponsor of Fire Prevention Week—to promote this year’s campaign, “Smoke alarms: Make them work for you!” The campaign works to educate everyone about the importance of having working smoke alarms in the home.
According to NFPA, smoke alarms reduce the risk of dying in a home fire by more than half (54 percent). Meanwhile, roughly three out of five fire deaths happen in homes with either no smoke alarms or no working smoke alarms. Smoke alarms serve as the first line of defense in a home fire.
CCF&R is hosting an Open House Weekend on October 12 from 11 a.m. – 3 p.m. at their Millington Station on Millington Frontage Rd and October 13 from 12 p.m. – 3 p.m. at their Sumner Station on Sealander Road. This is a free community event featuring a junior firefighter challenge with prizes, a hot dog and hamburger lunch, and guest appearances by the CCF&R Fire Pup mascot. There will also be an auction and raffle featuring donated items from local businesses.

CCF&R offers these key smoke alarm safety tips and guidelines:
- Install smoke alarms in every bedroom, outside each separate sleeping area (like a hallway), and on each level (including the basement) of the home.
- Make sure smoke alarms meet the needs of all family members, including those with sensory or physical disabilities.
- Test smoke alarms at least once a month by pushing the test button.
- Replace all smoke alarms when they are 10 years old.

JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES: Performs a variety of radio communications for police, fire, and EMS units. Answers business and emergency telephone calls and performs clerical and receptionist work in the operation of the Police Department. Performs related work as required.
SUPERVISION RECEIVED: Works under the supervision of the Communications Supervisor and/or the shift supervisor.
SUPERVISION EXERCISED: Supervision of other employees is not a normal responsibility of an employee in this class.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks which an employee may be expected to perform.
- Operates two-way radio, teletype, telephone, data processing, voice logging, Computer Aided Dispatch, and computer equipment in the dispatch center; receives and transmits messages to the Coos Bay Police and other contracted police and fire agencies; maintains records of on duty police officers, fire, and EMS location at all times. Completes CAD entries on types of calls, reporting party, subjects contacted and arrested, and disposition of the case. Monitors all radio traffic from police, fire and medical agencies served by Coos Bay Police/Coos Bay 9-1-1 Center.
- Responds to requests and inquiries for record checks: DMV, CCH, NCIC, warrants, vehicles, persons, property, registration and miscellaneous information.
- Receives all incoming business telephone calls for the Police Department. Answers after-hours phone calls for other city departments.
- Maintains files and records of arrests, cases, and information such as licenses, stolen cars and car registrations. Codes, logs and tallies statistical reports.
- Provides appropriate information to other law enforcement agencies as may be required.
- Monitors building security and wastewater alarm systems and notifies proper personnel when activated.
- Provides pre-arrival medical instructions to callers on the phone until EMS services arrive on scene.
- Monitors activity in city hall via video camera. Provides information, directions and resources to subjects in the police lobby by telephone or intercom.
- Conducts background record checks as approved by Coos Bay City Ordinance.
