This last Monday, the annual Southern Oregon Coast Housing Summit was held where over 100 individuals – elected officials, state agency staff members, city leaders, property developers, and community services providers – met to discuss housing opportunities and strategies on the South Coast.
The day opened with a short video of the various projects underway and programs available, all highlighting efforts underway on the South Coast to create pathways to housing and to increase housing stock. During the first session, Bryan Guiney (US Department of Housing & Urban Development) opened the presentations to share a national perspective on homelessness, followed by Tanisha Rosas (Oregon Housing & Community Services) who shared information on affordable housing development resources, and the morning session was closed out by Edward Tabor (Business Oregon) who offered details on various housing infrastructure opportunities available. There were discussions on energy solutions presented by Energy Trust of Oregon and Oregon Department of Energy along with information around capacity-building resources available through CCD Business Development Corporation and NeighborWorks Umpqua.
The day closed out with presentations on the housing continuum efforts underway on the South Coast, producing pathways from homelessness, to shelter, and then into supportive housing, and the final presentations of the day addressed workforce opportunities the South Coast poised to ensure local communities are ready with a skilled workforce to building-out the much-needed housing units. Closing remarks were made by Senator Dick Anderson.
Much is underway in Coos Bay to address the housing crisis, including previous revisions to Coos Bay Municipal Code focused on increasing housing production, as well as recent adoption of the Multi-Unit Property Tax Exemption (MUPTE). There are several larger housing projects in the works with opportunities for a few others, alongside the continued in-fill of single-family homes. Ultimately, we are hopeful these efforts bring us closer to meeting the City’s needed housing supply, as identified in the City’s 2020 Housing Needs Analysis.

The City of Coos Bay is seeking volunteers to fill positions on the Library Board and Tree Board. Applications are available from the City Manager’s Office at City Hall, by calling 541-269-8912, or on the City’s website. Applications will be accepted in the City Mangers Office through 5 p.m. on June 12, 2024.
Library Board
The Library Board, Coos Bay Municipal Code 2.25, was established by Ordinance No. 57 and consists of seven members. The term of office is four years. Up to three board members may at any one time reside in Coos County within the boundaries of School Dist. 9 but outside the city limits of Coos Bay. Members shall be limited to serving no more than two full consecutive terms; however, any person may be reappointed after an interval of one year. There is currently one opening on the Board.
Tree Board
The Tree Board, Coos Bay Municipal Code 8.30, was established by ordinance No. 181 for the purpose of providing regulations for the planting and protection of trees and shrubs within the city of Coos Bay. The Board consists of up to eight members appointed by the City Council for four-year terms and meet on an as needed. All members shall be city residents. Members residing outside the city, but who own property within the city, shall be considered to have such residential status basis. There are currently two at-large openings (citizens with an interest in trees) on the Board and one position that shall be a parks commissioner.

The third week of Building Safety Month shares a glimpse into the world of building safety professionals by outlining different roles and their responsibilities, as well as spotlighting how building safety professionals make a difference in their communities. We also provide examples of when you should call a building safety professional, specifically for permitting, home renovations or buying a house.
Building safety professionals are the silent defenders of public safety. They provide guidance and advice to architects, engineers and contractors to help them bring building projects to life while ensuring safety for occupants and residents. Building safety professionals also help keep existing buildings safe by conducting inspections and adopting the latest building codes.

Building safety professionals are an essential piece in the building and construction puzzle, and are engaged in the building process from the initial building plan to the finished product. Always check with your local building safety department before beginning home improvement projects – requirements vary, but many building safety departments require permits for home improvement projects, including electrical, mechanical, structural or plumbing work. Follow-up inspections provide a measure of safety to protect your life and property.

CBPD Employees Graduate Crisis Intervention Team Training

On Friday, May 10, the Coos Bay Police Department (CBPD) had four employees graduate from the 40-hour Crisis Intervention Team Training. Officer Amanda Collins, Officer Joseph Sparks, Officer Chris Sparks, and Records Specialist Judy Coleman all attended this intensive training, hosted by Coos Health and Wellness.
The Crisis Intervention Team (CIT) program is a community partnership of law enforcement, mental health and addiction professionals, individuals who live with mental illness and/or addiction disorders, their families, and other advocates. This training aims to reduce the risk of serious injury or death during an emergency interaction between persons with mental illness and police officers by helping police learn skills and techniques to recognize and de-escalate situation with those in mental health related crisis. The CBPD has begun training all staff at the police department in these methods to better serve those in crisis. This training is geared towards working with, and building relationships with, other community partners that may be better equipped to deal with these individuals to provide better short and long-term care.

Oregon Department of Land Conservation and Development Holding Coastal Community Meetings on Proposed Offshore Wind Leases
The Department of Land Conservation and Development (DLCD) will be hosting a series of community meetings along the Oregon coast related to a proposal by the Bureau of Ocean Energy Management (BOEM) to lease areas of the ocean off Oregon’s coast to explore possibilities for wind energy development.
The proposed BOEM leases would authorize companies to study the areas off Oregon’s coast for potential offshore wind energy development projects. After obtaining leases, companies would perform activities in the ocean that may include placement of scientific buoys and collection of data about seafloor conditions, ocean habitats, and wildlife.

BOEM’s proposed leasing action is not a proposal to permit the construction of an offshore wind project. A BOEM decision whether to approve a Construction and Operations Plan for a wind energy facility would be subject to a separate federal consistency review by the state, after some years of additional site assessment and project design.
As part of the state’s federal consistency review authority under the Coastal Zone Management Act, DLCD’s Oregon Coastal Management Program (OCMP) staff will review the proposed BOEM actions for consistency with current, enforceable Oregon coastal zone policies. The result of this review would be either to agree with BOEM’s proposed leasing actions, agree with conditions, or object to BOEM’s proposed actions. Enforceable policies in the coastal zone are existing state and local policies that have been approved by the NOAA Office for Coastal Management for use in federal consistency reviews, consistent with national Coastal Zone Management standards.
During the community meetings, OCMP staff will provide information about the proposed activities that are being reviewed and the applicable state policies and authorities related to a consistency review. Community members are encouraged to provide comments on the consistency review during the 45-day comment period, which ends on June 15, 2024.
The community meetings will be an opportunity to provide comments in person which will be recorded by OCMP staff. The meeting program is as follows:

- Public Comment 6:30 p.m.
- Next Steps and Adjourn 8:00 p.m.

Performed in the outdoor amphitheater of Mingus Park, the production features a brilliant cast of one of Shakespeare’s most revered plays. Shows will be held on Saturdays and Sundays, June 22 - 23 and June 29 -30 at 3 p.m. Green Show begins at 2:30 p.m. Bring a chair or a blanket to sit on the amphitheater’s hillside overlooking the stage.

JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES: Performs a variety of radio communications for police, fire, and EMS units. Answers business and emergency telephone calls and performs clerical and receptionist work in the operation of the Police Department. Performs related work as required.
SUPERVISION RECEIVED: Works under the supervision of the Communications Supervisor and/or the shift supervisor.
SUPERVISION EXERCISED: Supervision of other employees is not a normal responsibility of an employee in this class.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks which an employee may be expected to perform.
1. Operates two-way radio, teletype, telephone, data processing, voice logging, Computer Aided Dispatch, and computer equipment in the dispatch center; receives and transmits messages to the Coos Bay Police and other contracted police and fire agencies; maintains records of on duty police officers, fire, and EMS location at all times. Completes CAD entries on types of calls, reporting party, subjects contacted and arrested, and disposition of the case. Monitors all radio traffic from police, fire and medical agencies served by Coos Bay Police/Coos Bay 9-1-1 Center.
2. Responds to requests and inquiries for record checks: DMV, CCH, NCIC, warrants, vehicles, persons, property, registration and miscellaneous information.
3. Receives all incoming business telephone calls for the Police Department. Answers after-hours phone calls for other city departments.
4. Maintains files and records of arrests, cases, and information such as licenses, stolen cars and car registrations. Codes, logs and tallies statistical reports.
5. Provides appropriate information to other law enforcement agencies as may be required.
6. Monitors building security and wastewater alarm systems and notifies proper personnel when activated.
7. Provides pre-arrival medical instructions to callers on the phone until EMS services arrive on scene.
8. Monitors activity in city hall via video camera. Provides information, directions and resources to subjects in the police lobby by telephone or intercom.
9. Conducts background record checks as approved by Coos Bay City Ordinance.
