Visioning the Future of the Empire Area
At this week's joint work session, the City Council and Planning Commission met to review a preliminary draft of the Empire Blueprint. In conjunction with David Evans & Associates and Echo NW, staff have been working on a community collaboration visioning the future of the Empire area. This draft was a robust visual presentation of what the Newmark Avenue core and the Empire Waterfront might be transformed to look and feel like in the coming years, all with a goal to increase excitement and development in Empire (See Figure 1.Study Area).
Discussion centered around transportation options, curb appeal with addition of trees and wayfinding signs, pedestrian safety, and finding ways to embrace the areas rich cultural history. From the ideas shared and input on the current draft presented, the Blueprint team will make some revisions and continue to engage with the community to refine the overall vision. The draft document includes initial estimates and phasing, helping establish ways in which elements of the plan might be implemented over time.
As stated in the David Evans & Associates Draft Empire Area Blueprint, 'Figure 2. Concept Diagram, (above) provides a potential organizing framework of elements and land uses. Strategically, the Newmark Avenue Corridor is the most well-positioned to attract development.'
With some investment towards elements included in the Blueprint, along with private investment already underway, the Empire area will continue to transform, expanding the significant cultural and historical base of our overall community. A focus on both the Newmark Avenue core and waterfront area will further develop the destination, increasing activities, interest, and hopefully more foot traffic for the many businesses who call Empire home.

The City of Coos Bay Parks Commission Adopt-A-Park Pilot Program would like to thank Derek David of Premier General Builders and Todd Pruett of At Your Service Construction for volunteering their time and the materials to help demo the old woodshed and construct the new storage shed at the Mingus Park Community Building-Historic WPA Scout Cabin.
The project began with prep on April 10 and ended April 14, with painting and priming to follow. The builders were joined by Coos Bay City Councilor and Park Commissioner Carmen Matthews, City of Coos Bay Park Commissioners Jamie Fereday and CoCo Sutton, Mingus Park Community Building-Historic WPA Scout Cabin Host Mike McLarrin, Oregon Trail Council of Scouts BSA Chinook-Wacoma District Director Mark Stueve and volunteer Michael Thompson, cellar hand at 7 Devils Brewing Company. The Coos Bay Police Department (CBPD) is introducing Patrol Platoon 3, which constitutes 25% of the total patrol officer staff. This shift is comprised of a sergeant and three officers. Platoon 3 responds to all police calls for service within the City of Coos Bay during their tour of duty. They also engage in numerous proactive policing activities such as patrol checks, traffic stops, and citizen contacts. The shift has the following people assigned:
- Sergeant Dan Henthorn, who has been with the department since 2016. Before joining CBPD, Sgt. Henthorn worked at the Coquille Police Department and the Coos County Sheriff’s Office.
- Officer Moeller: Started as a reserve police officer with CBPD in 2013 and was hired full time in 2016. He is a certified motorcycle officer.
- Officer Nolan Scoville: Joined as a reserve police officer in 2021 and was later hired full time the same year.
- Officer Joseph Sparks: Hired in 2022, previously worked as a correction deputy at the Coos County Sheriff’s Office.
The CBPD values its officers, including those with local roots and those from outside the area, who provide different perspectives. Officer Moeller, Officer Scoville, and Officer Sparks all grew up in the area, graduating from local high schools. Sergeant Henthorn moved into the local area many years ago and has chosen to make this area his home. This blend of local knowledge and outside perspective fosters a positive police/citizen relationship.

Nice Weather Brings Continued Construction Activities at Wastewater Treatment Plant No. 1
Over the past few weeks, the contractor has continued with excavation for the new secondary clarifier and chlorine contact chamber. The secondary clarifier will be 23 feet deep and 80 feet wide and will provide additional capacity for the plant. When fully operational this tank will hold approximately 850,000 gallons.
Some may wonder, what is a secondary clarifier and why is it important for the treatment process?
Secondary clarification is a vital component in wastewater treatment systems. Its main job is to remove solids that have gone through the biological process. The clarifier will settle all the solids to the bottom and clean water will flow over weirs to final disinfection treatment. This additional secondary clarifier will provide the necessary capacity for projected flows.

The US Coast Guard Auxiliary will conduct an eight-hour boating safety education course on Saturday, May 18, 2024, in Coos Bay. The course covers the basics of boating safety, required equipment, rules of the road, and Oregon boating laws. A test at the end of the course will qualify boaters for their Oregon Boater Education Card, under the Oregon Mandatory Boater Education Program.
The Boater Education Card is required for all motorboat operators of all ages for boats over ten horsepower. Additional provisions apply to youths. The class is taught by certified US Coast Guard Auxiliary and Oregon State Marine Board instructors.

'Weed Wrangle' to Remove Invasives at the SW Oregon Regional Airport
As part of the Earth Day activities around the globe, volunteers will gather for a weed wrangle to pull and eradicate invasive Scotch broom and Himalayan Blackberry within the Coos County Airport District (CCAD) property near the Southwest Oregon Regional Airport.
The event, sponsored by the Coos Watershed Association, is a great opportunity to impact the area near the Airport Heights neighborhood and the Southwest Oregon Regional Airport. Volunteers will stage west of Airport Heights Park at the intersection of Colorado and Arthur from 10 a.m. to noon on Saturday, April 27, 2024. The work will take place along the park boundary and unimproved trail access that runs along the bluff above the airport. Cytisus scoparius (Scotch Broom) and Himalayan Blackberry are invasive species that tend to outcompete native plants. They spread rapidly and create opportunities to potentially catch fire.
Everyone is encouraged to attend and make a positive impact on the watershed during Earth Week. Tools, gloves, and snacks will be provided. A billion people globally will likely celebrate Earth Week and activities that take place globally on April 22, 2024. Earth Day encourages people to come together and take action for a healthier planet.
CCAD is a special district that owns and operates the Southwest Oregon Regional Airport. It consists of 619 landside and airside acres. It also includes a park and walking/biking trails. Brush Pick-Up begins May 1. Brush pick-up is a great time to make sure your property complies with City code by keeping the streets and sidewalks clear and safe.
Brush must be out at the curb prior to May 1. It should be next to the curb, away from any overhead obstacles, fire hydrants, or other obstructions. Each address is allowed one pile, no more than five feet in length. The pile should have only materials appropriate for grinding, such as brush, leaves in paper bags, tree limbs, and blackberry vines. No grass clippings, sod, dirt, loose leaves, plastic bags, baling twine, rope, or non-organic materials.
Les’ Sanitary and Coos Bay Sanitary will take up to 5 cubic yards of brush per address. For more than 5 cubic yards of brush, call Les’ Sanitary (541-267-2848) or Coos Bay Sanitary (541-267-6675) to make arrangements to pick it up for a fee.

BACC Forms Teams for Hwy 101 Brigade
Just in time for National Tourism Week...The Bay Area Chamber of Commerce is forming teams to help clean up Highway 101. Choose your side: Coos Bay, North Bend, or SWOCC, and join us on May 4! The event will begin at 8 a.m. at the North Bend Fire Department. Register your team, grab some coffee and donuts, get your safety gear on, and pick up your map. After collecting trash, team captains will tally up the number of trash bags collected. Teams will meet at the Coos Bay Fire Department following the clean-up to eat lunch, win prizes, and hear who is taking home the coveted trash trophy!

GENERAL STATEMENT OF DUTIES: The City’s Economic Revitalization Administrator performs professional work in the administration of economic development programs and related initiatives in the City. They work closely with business owners and operators of the Downtown and Empire Urban Renewal Districts and act as a liaison to community boards and committees. Assists with urban renewal projects and planning. Administer the Urban Renewal Agency (URA) Improvement Grant program. Develop marketing strategies to attract and retain new businesses to the City.
SUPERVISION RECEIVED: Works under the general direction of the Community Development Director who outlines broad policies and objectives, and reviews work on the basis of results obtained.
SUPERVISION EXERCISED: May exercise supervision over support or clerical staff as assigned.

- Assist the management team with urban renewal projects and planning.
- Administer the URA Improvement Grant program.
- Research and identify grants that will assist the city, URA, and business community and further the goals of city council.Draft and submit compelling and persuasive, completed grant proposals detailing the needs, objectives, budget, and anticipated outcomes; ensuring adherence to specified guidelines and deadlines.
- Act as a City liaison to community boards and committees such as Coos Bay Downtown Association, South Coast Development Council, Bay Area Chamber of Commerce, Housing Action Team, and other regional and state stakeholders involved with economic development.
- Serve as City staff representative and support to assigned committees and public events, including coordinating projects and activities, preparing for and attending meetings, managing day-to-day functions, implementing goals, etc.
- Work with the Planning Division to ensure that the Comprehensive Plan and Land Development Ordinance are consistent with long term goals.
- Develop and maintain a system and inventory of City vacant lots and buildings viable for business development.
- Engage with Oregon Economic Development Association to obtain membership and credentialling and participate in ongoing education to maintain credentials.
- Perform research and analytical support to the City Manager and Department Heads in the management of the programs and projects as established in the Downtown and Empire Urban Renewal Plans.
- Lead amendments to the City’s Urban Renewal Plans.
- Work with economic development partners to promote and drive investment and create strategies to recruit and retain businesses.
- Create marketing materials for print, website, and social media emphasizing the benefits to developing and locating business in Coos Bay.
- Operate a motor vehicle safely and legally.

Firefighter/Engineer
The City of Coos Bay is seeking qualified applicants for the position of Firefighter/Engineer. Interested parties should go to the National Testing Network website www.nationaltestingnetwork.com and register as a firefighter candidate. Candidates should then complete and submit the National Testing Network (NTN) application, complete the Fire Team test, and have a valid Professionally Recognized Physical Ability Test dated no earlier than May 16, 2023. All testing must be complete prior to an applicant being considered for the application pool.

The deadline for receiving completed test scores at the National Testing Network is 5 p.m., May 3, 2024. Scores received after the May 3 deadline will not be considered. Coos Bay Fire Department will select a limited number of candidates from the list provided by the National Testing Network. Selected candidates will be invited to complete a City of Coos Bay employment application and participate in a competitive selection process.
Lateral Candidates: Lateral candidates with at least two years of full-time paid firefighting experience are not required to complete the National Testing Network Fire Team test or physical abilities test. Lateral candidates must contact Battalion Chief Jeff Adkins at jadkins@coosbayor.gov prior to the close date of May 3, 2024, to obtain a City of Coos Bay Fire Department employment application and to verify experience.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee may be expected to perform:
- Responds to fire alarms and emergencies with fire apparatus. Operates apparatus, pumps and other mechanical equipment. Performs hose lays, ladder, salvage, rescue, ventilation and clean-up operations. Uses specialized firefighting equipment and tools. Works with volunteers.
- Maintains fire apparatus, equipment, facilities and grounds in good repair and readiness, including housekeeping, maintenance, yard work, painting and cleaning. Makes daily, weekly and monthly inspections of firefighting apparatus and equipment and makes minor mechanical repairs as needed. Prepares records concerning division activities, equipment and materials.
- Attends drills/training sessions to continuously update the skills and knowledge required for effective work performance. Practices firefighting, rescue and medical assistance skills. Assists in training volunteers and cadets.
- Assists in pre-fire planning, fire inspections, fire prevention, public relations and education and information activities.
- Inspects commercial, industrial and other buildings and dwellings for fire hazards, efficiency of fire protective equipment and general compliance with fire prevention regulations. Enforces federal, state and local laws and regulations relating to fire prevention.
- Complies with department and division procedures and policies.
