The inaugural Walk with the Mayors was held this week in Coos Bay. On Monday, November 20, 2023, North Bend Mayor Jessica Engelke and I met at Coos Bay City Hall to walk with community members during the noon lunch hour. The weather was perfect and we were happy with the turnout for this first event. Fourteen community members joined us for a walk down Central Avenue, down the boardwalk, and back to city hall. Throughout the walk, community members were engaging with questions and comments addressed to either Mayor Engelke or myself. Following the walk, we returned to City Hall and met with the community walkers in the Council Chambers for additional question time.
Next month, we will meet at the North Bend City Hall. We plan to meet on Monday, December 18, 2023, at noon. Come out and join us for the second round of Walk with the Mayors.

On Friday, November 17, 2023, Coos Bay Police Department (CBPD) Officers Nolan Scoville and Jordan Moeller were presented with Life Saving Awards (with valor) at the Oregon Peace Officers’ Association annual banquet at the Spirit Mountain Casino in Grand Ronde, OR. The two CBPD officers, along with Sgt. Shane Dunning of the North Bend Police Department, were nominated for the award by Lieutenant Luke Taylor of the Coos Bay Fire Department for their heroic actions in the early morning hours of May 17, 2023.
Below is an excerpt from an email from Lt. Taylor to CBPD Chief Chapanar on May 17:
This morning at 0134 we were dispatched for a fire at the Global Inn RM 107. While en route we received updates confirming that the room was occupied and bystanders were unable to remove the occupant. We received an update from Coos Bay Police Officer Jordan Moeller who was first on scene and saw the occupants’ legs at the door. Officer Moeller provided an update that the occupant was “barely conscious and barely breathing.” Upon arrival CBFD witnessed Officer Moeller, Coos Bay Police Officer Nolan Scoville, as well as North Bend Police Sgt. Shane Dunning removing the occupant from the room and into fresh clean air. At that time the occupant was not conscious. CBFD personnel started rendering aid, Officers Moeller, Scoville, and Dunning assisted with medical aid. Bay Cities Ambulance arrived on scene; patient care was turned over to BCA Paramedic. CBFD personnel as well as Officers Moeller, Scoville, and Sgt. Dunning carried the patient to the gurney. Patient was transported to our local hospital in critical condition. During our investigation we learned that Officer Scoville and Sgt. Dunning had each deployed a 5lb dry chem fire extinguisher. Officer Scoville and Sgt. Dunning significantly hindered the ability for the fire to grow, and kept the fire contained to the room origin. All and all, the three of these Officers went above and beyond and performed out of their normal job description. If it was not for their quick heroic efforts the occupant may have been deceased upon CBFD arrival. Officer Scoville and Sgt. Dunning’s swift actions to use extinguishers on the fire kept the fire from spreading to other rooms and potentially creating more fire victims.
Due to their actions, I would like to officially nominate Coos Bay Police Officers Jordan Moeller, Nolan Scoville, and North Bend Police Sgt. Shane Dunning for the Oregon Peace Officers Association [award].
The Coos Bay Police Department would like to thank Lt. Taylor for his recognition and nomination of these officers. We would also like to give special thanks and recognition to Sgt. Shane Dunning and the North Bend Police Department for the assistance with this call and their continued partnership and willingness to lend a hand regardless of city boundaries.

Blockages in sanitary sewer systems can be caused for a number of reasons. However, most blockages are due to items and material that do not belong in the sewer. The most common of these items are fats, oil and grease (FOG) that are animal and vegetable-based. Over time, FOG that enters into the system via a kitchen sink can build up in the sanitary sewer system. This build up will result in constricting flow and can cause overflows and impacts and interferes with the treatment process at the plant.
You can help eliminate this problem by properly disposing of cooking oil and grease. You can place cooled cooking oil, poultry fats, and meat fats in a sealed non-recyclable container and discard with your regular garbage. You can also use paper towels to wipe residual grease or oil off of dishes, pots, and pans prior to washing them. These easy practices can have a big impact!
This Thanksgiving, please dispose of all cooking oils and grease properly. In doing so we all can help make a difference and keep our sanitary sewer systems functioning properly.

NeighborWorks Umpqua's (NWU) Economic Equity Investment Program aims to help low to moderate income families with focused effort on reaching previously marginalized populations to boost earnings, reduce expenses, and make appropriate financial decisions that lead to asset building through innovative approaches to service delivery.
Position Summary
The Bilingual/bicultural financial coach provides direct services to low to moderate-income individuals who are enrolled as NeighborWorks Umpqua's (NWU) participants. Financial counseling and coaching involve an ability to engage and motivate clients, a strong understanding of personal finances, and the ability to teach that knowledge to others. The financial coach is responsible for assisting clients in developing plans of action that are intended to help the client reach their goals and achieve financial stability. The financial coach is expected to focus services in a one-on-one counseling format. However, the coach might also conduct classes and workshops on topics such as budgeting, credit building, and banking products. The Bilingual/bicultural financial coach reports directly to the Economic Equity Investment Program Manager
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
Provide one-on-one financial coaching
- Teach clients about the value of NeighborWorks Umpqua's (NWU) services and engage the client in a long-term relationship
- Support Director and Manager in development, coordination, and facilitation of targeted outreach materials and events, screening for, and provision of technical assistance to disadvantaged individuals
- Link clients to services that access innovative economic equity investment programming
- Increase the number of participants who successfully complete their savings and asset training goals
- Assist clients in resolving current financial situations, while providing a wide lens on their financial health to shift the approach to proactive financial management
- Work with clients to complete a very detailed financial assessment
- Work with the client to document a budget and provide strategies for budget improvements
- Access the clients credit report/score and provide strategies for credit building
- Document the client’s balance sheet and provide strategies for increasing net worth
- Develop plans of action and provide tools, resources, and accountability to the client to help them meet their goals
- Understand other services offered by the organization and connect the clients to these other services
- Maintain project evaluation measurements
- Case management and record keeping of participants and prospective participants
- Track data related to clients and curriculum, including their progress and benchmarks
- Track the stories and successes of program participants
- Participation in regional and national asset building trainings, including presenting when appropriate
- Participation in grant writing and reporting activities as needed
