The air is crisp with a bit of spooky! We are getting closer to the Coos Bay Downtown Association’s (CBDA) annual Trick-or-Treat event. Over 100 businesses in the Downtown District, which also includes Front Street and Coos Bay Village, will be welcoming costumed kids of all ages to share in treats or candy. Participating businesses will have an orange flyer in their windows (example below). This is a well-attended community event that brings fun to our community with a lot of laughter and energy, as well as some ingenious costumes.
The event is held on October 31, 2023, from 3 - 5 pm. Besides the posted orange flyers, you can also access a listing of all businesses participating in the event on the CBDA’s website. The City of Coos Bay has not only been a supporter of this event, but also a regular participant. Please stop by City Hall, where several departments will be sharing candy.
The sidewalks will be filled with families and many children. If you are driving in these areas, please pay close attention and use extreme caution to ensure the safety of everyone. A big thank you goes out to each of the businesses who are participating in the event this year, and who have participated in the past. Having so many businesses involved is another great example of what an amazing community we live in. Have fun and stay safe!

Notice is hereby given that the Coos Bay City Council public hearing scheduled for Tuesday, November 7, 2023, has been POSTPONED to Tuesday, November 21, 2023, at 6 p.m. in the Coos Bay City Hall Council Chambers located at 500 Central Avenue in Coos Bay Oregon to consider the proposal to amend the text of the Comprehensive Plan and Development Code.
A Joint Work Session including Coos Bay City Council, North Bend City Council, and the Coos County Board of Commissioners is scheduled for Thursday, November 9, 2023, at 6 p.m. in the Coos Bay City Hall Council Chambers to consider this matter in advance of the scheduled public hearing(s).
The delay will give community members more time to review and comment on the proposal.
The Coos Bay Estuary Management Plan (CBEMP) Phase 1 revision represents Coos County’s first step towards improving the plan’s ability to meet the needs of the communities and local governments encompassed by the plan.
CBEMP Phase 1 revisions are intended to:
1) improve plan usability
2) update some maps and inventory data
3) improve coordination between jurisdictions
4) update the 40-year-old plan with current agency names, laws and regulations
CBEMP Phase 1 revisions do not include any changes to zoning or management unit designations—those will be addressed in subsequent phases.

Local Agencies Participate in Child Abuse Investigation Training
On Tuesday, Coos Bay Police Officers, along with other professionals from local law enforcement agencies, criminal justice organizations, social service providers, education organizations and health care attended a day long training related to all facets of child abuse investigations.
Coos Bay Police Detective Mark Wheeling along with Julie Marshall, Sarah Bright, and Sarah Kleveland from the Kid’s HOPE Center and Deb Kirby from the Coastal Center, lined up 15 presenters to provide information and resources to the attendees about their respective components of child abuse investigation from initial reports to long term care and support for the child. This training had excellent attendance with about 50 participants. This training provided a better knowledge and vision about all the aspects of child abuse investigations to generate the best outcome for the child victims. A secondary goal was to foster networking between the different organizations.
Thank you, Det. Wheeling, Julie, Sarah, Sarah, and Debbie for developing this excellent training for our local professionals. A special thanks to the Coquille Indian Tribe, Kid’s HOPE Center, City of Coos Bay, and the Coastal Center for sponsoring this event. Third Street and Central Avenue Road Closure for Parking Lot Project
The Third and Central Green Parking Lot project is currently underway in downtown Coos Bay. For the next phase of construction, the contractor will be commencing work on new curb and gutter along the West side of S. Third Street. This phase will require the closure of the southbound lane of S. Third Street between the intersections of Central and Anderson avenues.
The City has contracted with Knife River Materials for the construction of this project. It is anticipated they will begin this phase October 23, with a construction schedule through the second week of November. Please pardon the dust while these improvements are occurring, and we also ask that you follow all posted signage and proceed with caution when driving through any construction zone. Working hours will be 7 a.m. – 6 p.m., Monday through Friday. On Wednesdays, to minimize impacts to the Farmer’s Market, only light duty construction will occur.

Join us at the Coos History Museum for a night of fundraising fun where Halloween costumes are encouraged.
The Museum will be transformed into a spooktactular party space with carnival games, a cake walk, silent auction, cabinet of curiosities, tarot card readings, specialty cocktails, photo booth, free food, transformed exhibits, and much more. All proceeds from the event and its activities will go towards essential museum operations and preservation costs. This event is for ages 21 and up. It will be hosted in-person at the Coos History Museum with an entry price of $35 per person.

Coos Bay-North Bend Water Board is located on the Southern Oregon Coast where recreational opportunities and beautiful scenery abound, providing a quality living and working environment. The Water Board serves drinking water to a total base of approximately 13,600 customer accounts.
This position works under the general supervision of the General Manager and directs the construction, operations, and maintenance activities of the Operations Division, including the water supply sources, treatment facilities, and the pumping and distribution system. It exercises full supervision over the Water Treatment and Distribution Sections; evaluates work performance and makes decisions in selection, discharge, and personnel actions; responsible for operation of the Board’s Safety Management Plan; assumes division fiscal responsibility by participating in the preparation of and operating within an approved annual budget.
MINIMUM EXPERIENCE AND EDUCATION REQUIRED
Five years progressively responsible experience in water utility treatment and distribution operations and maintenance; two years of supervisor experience or education, graduation from a senior high school or GED, and an associate degree from an accredited college or university in Science, Water System, Civil Engineering Technology, or related field.
SPECIAL REQUIREMENT/LICENSES
Must possess a valid Oregon driver’s license and acceptable driving record; ability to secure State of Oregon Water Treatment and Distribution Level III Certifications within time mutually agreed upon.
DESIRABLE QUALIFICATIONS
Bachelor’s degree in engineering, science, business administration or related field. Preference will be given to qualified veterans who apply for this position pursuant to ORS 408.225 to 408.237. Any veteran who has special qualifications and/or transferable skills in the management and operation of a water treatment plant and distribution system should reference those skills and qualifications in their application. Coos Bay-North Bend Water Board is an EOE.

NeighborWorks Umpqua's (NWU) Economic Equity Investment Program aims to help low to moderate income families with focused effort on reaching previously marginalized populations to boost earnings, reduce expenses, and make appropriate financial decisions that lead to asset building through innovative approaches to service delivery.
Position Summary
The Bilingual/bicultural financial coach provides direct services to low to moderate-income individuals who are enrolled as NeighborWorks Umpqua's (NWU) participants. Financial counseling and coaching involve an ability to engage and motivate clients, a strong understanding of personal finances, and the ability to teach that knowledge to others. The financial coach is responsible for assisting clients in developing plans of action that are intended to help the client reach their goals and achieve financial stability. The financial coach is expected to focus services in a one-on-one counseling format. However, the coach might also conduct classes and workshops on topics such as budgeting, credit building, and banking products. The Bilingual/bicultural financial coach reports directly to the Economic Equity Investment Program Manager
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
Provide one-on-one financial coaching
- Teach clients about the value of NeighborWorks Umpqua's (NWU) services and engage the client in a long-term relationship
- Support Director and Manager in development, coordination, and facilitation of targeted outreach materials and events, screening for, and provision of technical assistance to disadvantaged individuals
- Link clients to services that access innovative economic equity investment programming
- Increase the number of participants who successfully complete their savings and asset training goals
- Assist clients in resolving current financial situations, while providing a wide lens on their financial health to shift the approach to proactive financial management
- Work with clients to complete a very detailed financial assessment
- Work with the client to document a budget and provide strategies for budget improvements
- Access the clients credit report/score and provide strategies for credit building
- Document the client’s balance sheet and provide strategies for increasing net worth
- Develop plans of action and provide tools, resources, and accountability to the client to help them meet their goals
- Understand other services offered by the organization and connect the clients to these other services
- Maintain project evaluation measurements
- Case management and record keeping of participants and prospective participants
- Track data related to clients and curriculum, including their progress and benchmarks
- Track the stories and successes of program participants
- Participation in regional and national asset building trainings, including presenting when appropriate
- Participation in grant writing and reporting activities as needed
