At this week’s City Council meeting, several proclamations were approved. Proclamations are generally issued by governmental entities or officials to serve to communicate the entity’s priorities, values, and commitments to the public. Proclamations can have both symbolic and practical significance. Two of the proclamations that the City Council approved were aimed at acknowledging the impact and influence diverse cultures have had in shaping our community. Coos Bay is fortunate to have three tribal nations who have called this area home since time immemorial: Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians, Confederated Tribes of the Siltez Indians, and the Coquille Indian Tribe. These three tribes have made innumerable contributions to our community through sharing their knowledge, technology, science, philosophy, arts, and deep culture.
We are also blessed to have many Filipino Americans in our community who have contributed to the fields of teaching, business, ministry, agriculture, medicine, and humanities. In recognition of October as Filipino American History Month, Helen Coughlin read the proclamation into the official record. Ms. Coughlin was supported by several members of the Oregon Coast Filipino American Association who attended the Council meeting.
Additionally, there was recognition of October 9, 2023, as Indigenous Peoples’ Day. Councilor Bonnie Peterson of the Confederated Tribes of the Siletz Indians and Julie Siestreem of the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians shared reading of the proclamation into the official record. They were supported by Councilor Teresa Spangler from the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians who was also in attendance. We are deeply appreciative of these individuals assisting the City with presenting the proclamations.
Acknowledging and appreciating the cultural diversity of our community is a distinct focus of the City Council and has been identified as a 2023-2025 Council Goal.

On August 19, Bay Area Hospital volunteers and City of Coos Bay park staff joined forces for a trail clean up in John Topits Park, kicking off the City of Coos Bay Parks Commission Adopt-A-Park pilot program. Announcements will be forthcoming on the scope of work for two other projects looking for adopters in John Topits Park and Mingus Park. 2023 Streets Project – Eastside Roads
The City has contracted with Knife River Materials for the construction of the 2023 Street Project in Eastside. It is anticipated that they will break ground in the first week of October 2023 with a construction schedule extending through December of 2023. Please pardon the dust while these improvements are occurring.
Work will take place on “E” Street between Fifth Avenue and Second Avenue; Third Avenue between “D” Street and “E” Street; and First Avenue between “C” Street and “D” Street. Construction workers and equipment will be onsite. Please slow down and use caution when near the construction zone and follow any detour signs. Working hours will be 8 a.m.-6 p.m., Monday through Friday.

Temporary Parking Lot Closures
The City of Coos Bay contracted with Coastal Pavement Maintenance, Inc. to perform parking lot maintenance. The shaded parking lots located between S. Second Court and S. Third Street adjacent to Curtis Avenue will close the evening of October 11, so crews can start work on October 13.
Coastal Pavement Maintenance, Inc. will also be sealing and striping the Parking lot South of Anderson between Bayshore Drive and S. Broadway Street. These projects will include sealing and restriping of the parking lot.
The parking lots will be closed for public access until October 13, 2023, due to the curing process. Please do not park in these areas. This project is weather dependent and could be delayed if needed.

October Downtown Wine Walk
Looks like our weather is going to cooperate for the First Friday Downtown Coos Bay Wine Walk for October. There are a couple of changes. To participate, you must purchase a bracelet and wine walk map for a total of $10. Two locations are still available to purchase your participation bracelet: the Coos Bay Visitor Center at 50 Central Avenue downtown Coos Bay and Checkerberry’s Flowers and Gifts at Coos Bay Village.
The proceeds will benefit the SAFE Project. October is Domestic Violence Awareness month that seeks to end domestic violence.

The City of Coos Bay is seeking volunteers to fill openings on the Tree Board. Applications are available from the City Manager’s Office during the hours of 8 a.m. and 5 p.m., Monday through Friday, by calling 541-269-8912, or on the City’s website at coosbayor.gov/government/boards-commissions/tree-board or email Christine Sylvester at csylvester@coosbayor.gov. Applications will be accepted until 5 p.m. Friday, October 20, 2023. Applicants will be contacted for interviews, and appointments will be made by the City Council at the November 7, 2023, regular council meeting.
About the Tree Board
The Tree Board, Coos Bay Municipal Code 8.30, was established by ordinance No. 181 for the purpose of providing regulations for the planting and protection of trees and shrubs within the city of Coos Bay. The Board consists of up to eight members appointed by the City Council for four-year terms and meet on an as-needed basis. There are currently four openings on the Board. At least one of the open positions shall be a representative with background and professional knowledge of trees and their care and the balance shall be citizens with an interest in trees.

Water Quality Treatment Operator
The City of Coos Bay is soliciting applications for a Treatment Operator position. This position can be filled as a Treatment Operator-in-Training, I, or II, depending upon qualifications of selected applications. GENERAL STATEMENT OF DUTIES: The Treatment Operator In-Training (OIT) performs a variety of skilled and semi- skilled work in the operation, maintenance and repairs of a variety of equipment in a wastewater treatment plant and related facilities; related work as required. Operate and maintain the Wastewater Treatment Plant and assure plant processes are in compliance with local, state and federal discharge limits; protect the health and safety of personnel, the public and the environment. This is the entry level Wastewater Division operator position. Employees of this classification shall have demonstrated their ability to perform independently and with minimum of instruction in the varied function to which assigned. Advancement from this position to Operator I or II requires certification listed in the “Education and Experience” section of the job description.
