In May 2020, the Coos Bay Police Department (CBPD) implemented a Community Resource Officer (CRO) program. This position was created with the intent to work primarily with our homeless population to assist them in finding resources, help them locate permanent housing, and gain stability. This officer’s duties consist of meeting, assisting, and building relationships with our homeless population to understand their situations and match them with the right resources to improve their circumstances.This officer can collaborate with other community partners, working to identify solutions, and resources aimed assisting those that are experiencing homelessness.
This position was initially held by Senior Officer Babb who did a wonderful job of building a solid foundation within the program. As part of his problem-solving efforts, Senior Officer Babb identified a barrier between people experiencing homelessness and resources. Often, people experiencing homelessness carry their possessions with them. They do not want to leave belongings behind if they are going to receive help from a social service, non-profit, or medical organization. To address this challenge, it was identified that a vehicle would be an important resource, and specifically, a truck would allow the CRO to access and address off-road camping issues located in our parks and watershed property.
Senior Officer Babb, through his community collaboration effort, was able to secure a grant from Advanced Health on July 1, 2022. Senior Officer Babb, along with Councilor Kilmer accepted the $67,000 in grant funding from Advanced Health to purchase a new truck. Due to the supply chain issues at the time, the CBPD had to order the police rated F150 to be built. The truck was ordered from Tower Ford and arrived near the end of 2022. The vehicle still required some up fitting with basic police equipment which was also delayed due to supply chain issues but was finally finished this past week.
Though Senior Officer Babb retired at the end of 2023, Officer Coleman is carrying on the work of the Community Resource Officer. The F150 pickup will be a vital resource to the program and community alike.

The City of Coos Bay is seeking volunteers to fill openings on the Tree Board. Applications are available from the City Manager’s Office during the hours of 8 a.m. and 5 p.m., Monday through Friday, by calling 541-269-8912, or on the City’s website at coosbayor.gov/government/boards-commissions/tree-board or email Christine Sylvester at csylvester@coosbayor.gov. Applications will be accepted until 5 p.m. Friday, October 20, 2023. Applicants will be contacted for interviews, and appointments will be made by the City Council at the November 7, 2023, regular council meeting.
About the Tree Board
The Tree Board, Coos Bay Municipal Code 8.30, was established by ordinance No. 181 for the purpose of providing regulations for the planting and protection of trees and shrubs within the city of Coos Bay. The Board consists of up to eight members appointed by the City Council for four-year terms and meet on an as-needed basis. There are currently four openings on the Board. At least one of the open positions shall be a representative with background and professional knowledge of trees and their care and the balance shall be citizens with an interest in trees.

The League of Women Voters of Coos County is sponsoring a panel discussion of Coos County budgets for public safety services and law enforcement. The event “The Dollars and Sense of Coos County Finances – Current Needs and Future Challenges,” will be held Tuesday, October 10, 2023, 7 – 8:30 p.m. at the Coos Bay Public Library’s Myrtlewood meeting room.
John Sweet, Coos County Commissioner; Gabriel Fabrizio, Coos County Sheriff; Paul Frasier, District Attorney for Coos County; and Mike Crim, Director of Coos County Community Corrections, will discuss the current county budget and the constraints for law enforcement and public safety services. The public is invited to attend, learn about the budget and ask questions of the panel.
The League of Women voters is a nonpartisan political organization which encourages the informed and active participation of citizens in government. The League advocates for public education on county budget processes so that citizens can make informed decisions. Essential Job Functions:
- Routinely monitor and maintain utility potable water reservoirs, pump stations, and wells, including predictive, preventative, and corrective maintenance activities.
- Maintain operations and maintenance records on wells, reservoirs, pump stations, hydrants, water mains, vehicles, and equipment.
- Assist in the purchasing process for construction section equipment and materials.
- Perform water distribution system pressure and flow testing.
- Prepare reports, plans, and recommendations for operations and maintenance activities associated with distribution infrastructure and well fields.
- Assist with the operation and maintenance of the utility telemetry system.
- Foster a positive, team-oriented working relationship with Water Board staff; maintain a professional appearance; and uphold a courteous attitude toward customers and the general public.
- Follow all federal and Oregon OSHA safety rules and procedures for work areas.
- Must possess a valid driver’s license upon hire; obtain a valid Oregon driver’s license within 30 days of hire and have an acceptable driving record.
Job Qualification Requirements:

Experience and Education: 3 years progressively responsible experience in the maintenance and operation of water systems; graduation from senior high school or GED program supplemented by technical training in pump maintenance, hydraulics, and basic electricity; experience or education in the use of personal computers and application software. State of Oregon Water Distribution Level 3 Certification.
Note: The Oregon Health Authority Water Distribution Level 3 Certification can be obtained within a mutually agreed upon timeline. Those without the certification but have experience in automated systems like those used in water utility pump stations or those who are experienced in mechanical work are encouraged to apply.

Skills and Abilities: Considerable knowledge of the maintenance and operation of wells, pumping stations, reservoirs, hydrants, and water mains; considerable skill in planning and scheduling repairs to maintain satisfactory operation of water systems; ability to perform manual and computerized record-keeping functions; ability to plan and recommend section purchases; ability to develop and maintain positive, cooperative, team-oriented working relationships with supervisors and co-workers; ability to maintain a professional appearance and a positive, courteous, and helpful attitude toward customers and the general public; satisfactory equivalent combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above duties.
