At the City Council meeting this week, the Council unanimously adopted a proclamation acknowledging Hispanic Heritage Month. Many thanks to Mr. Allan Ledesma (Photo-top right) for reading the proclamation.
Each year, Americans observe Hispanic Heritage Month from September 15– October 15 by celebrating the histories, cultures, and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean, and Central and South America. In 1968, Hispanic Heritage Week began under President Johnson and was expanded by President Reagan in 1988 to cover a 30-day period: September 15 through October 15. The date of September 15 is significant because it is the anniversary of independence for the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Additionally, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively.
Adoption of the Proclamation falls within one of the City Council’s 2023-2025 Goals which focuses on promoting diversity, equity, and inclusion throughout the community and within our municipal organization. Recognizing and celebrating the contributions of the Hispanic community to Coos Bay is crucial in the City Council’s focus to promote the diversity of our city. The City of Coos Bay is seeking volunteers to fill openings on the Tree Board. Applications are available from the City Manager’s Office during the hours of 8 a.m. and 5 p.m., Monday through Friday, by calling 541-269-8912, or on the City’s website at coosbayor.gov/government/boards-commissions/tree-board or email Christine Sylvester at csylvester@coosbayor.gov. Applications will be accepted until 5 p.m. Friday, October 20, 2023. Applicants will be contacted for interviews, and appointments will be made by the City Council at the November 7, 2023, regular council meeting.
About the Tree Board
The Tree Board, Coos Bay Municipal Code 8.30, was established by ordinance No. 181 for the purpose of providing regulations for the planting and protection of trees and shrubs within the city of Coos Bay. The Board consists of up to eight members appointed by the City Council for four-year terms and meet on an as-needed basis. There are currently four openings on the Board. At least one of the open positions shall be a representative with background and professional knowledge of trees and their care and the balance shall be citizens with an interest in trees.

New Ordinance Goes Into Effect October 5 Aims to Reduce Shopping Cart Issues
The Coos Bay City Council passed a new ordinance aimed at curbing the abandoned shopping cart issue during the September 5, 2023, meeting. This was after several work sessions and invitations to local businesses to collaborate in the process. The new ordinance requires businesses to make available to the public a phone number that can be called if someone from the public finds the businesses’ shopping cart off their premises.
These phone numbers will also be placed on the carts. The City of Coos Bay encourages members of the public to help our local businesses and community by reporting abandoned carts to the appropriate number listed on the cart, or at the business.
The Coos Bay Police Department recognizes that these carts are abandoned throughout the community after being stolen from the business. Coos Bay Police are working with local businesses to hold cart thieves accountable in an effort to reduce abandoned carts. Stolen shopping cart can be reported to the Coos Bay Police Department at 541-269-8911

Upgrades Begin on WWT Plant 1
The City of Coos Bay is in the process of upgrading the existing Wastewater Treatment Plant 1, located at 680 Ivy Street. The treatment plant needs upgrades to accommodate existing infrastructure and future development. This upgrade will include installing a new chlorine contact chamber, secondary clarifier, yard piping, electrical and telecommunications. The contractor performing the work is McClure and Sons Incorporated. It is anticipated for construction to begin mid-September and continue through the fall of 2025.
With this construction there may be occasional delays and/or detours along Koos Bay Boulevard and Ivy Street. Please pardon the dust while these improvements are taking place.

You may not be aware, the City of Coos Bay requires a permit to use or operate any device designed for sound production, amplification, or reproduction, including but not limited to a radio, musical instrument, phonograph, television set, tape recorder, loudspeaker, or similar device.
Until recently, the permit required approval of the City Council. Now a permit may be applied for at the Public Works and Community Development Department in City Hall, and in most cases, City staff can issue the permit at the time you apply. There is no charge for the permit. Permits may be granted to responsible persons or organizations for the broadcast or amplification of programs of music, news, speeches, or general entertainment as part of a national, state or city event, public festivals, or outstanding events of a noncommercial nature, when the broadcast or amplification will not be audible for a distance of more than 1,000 feet from the instrument, speaker or amplifier. No permit will be granted where any obstruction of vehicular or pedestrian traffic will result.

Governor Kotek signed House Bill 2001 into law this past March. This bill directs Oregon’s Land Conservation and Development Commission (LCDC) to adopt rules to implement the Oregon Housing Needs Analysis policy. This policy fundamentally shifts Oregon's approach to housing planning by empowering cities to take actions that increase housing production, affordability, and choice. LCDC initiated a rulemaking process by adopting a charge to guide the work of a Rulemaking Advisory Committee (RAC) in July.
Department of Land Conservation and Development (DLCD) staff are accepting applications from community members who would like to participate in the rulemaking process. If you are interested in being considered for a position on the RAC please find background materials, a draft rulemaking charter, and the application linked below.
RAC members will meet approximately once a month until final recommendations are made to the department.
Technical Advisory Committees (TACs) will support the work of the RAC and meet more frequently (roughly biweekly), for shorter periods of time than the RAC meetings to enable in-depth discussions on technical issues.
Applications for either advisory committee must be submitted by noon on Monday, October 2, 2023 to be considered.
House Bill 2001 (2023) directs the commission to adopt and amend rules related to Statewide Planning Goal 10 - Housing and Goal 14 – Urbanization and sections of Oregon Revised Statute (ORS 197.286 to 197.314). The intent of this rulemaking is to refocus the implementation of Goal 10 from a narrow focus on housing capacity towards a more comprehensive framework that emphasizes local actions to promote housing production, affordability, and choice within their community and across the state.
Rulemaking will be categorized into three major topic areas, with direction and deadlines specific to each:

Housing Needs and Production: Changes for Goal 10 involve aligning the definition of "needed housing" with Oregon Housing Needs Analysis, promoting diverse housing options with location and feature flexibility, adjusting the Housing Productions Strategy to align with fair housing planning, and developing ready-made policy choices for cities to enhance housing production, affordability, and variety. These rules must be adopted by January 1, 2025.

Housing Capacity and Urbanization: LCDC is required to increase clarity and certainty in housing and urbanization planning processes and offer clear rules and guidance for calculating housing capacity and identifying buildable lands. This will involve coordinating with public facilities planning to ensure development readiness of land within or added to the Urban Growth Boundary. These rules must be adopted by January 1, 2026.

Housing Accountability: HB 2001 modifies the "Housing Accountability" statute (ORS 17.293) to establish a system for DLCD to assess local governments' progress in meeting housing targets. If a local government falls behind peers, DLCD will refer them to a "Housing Acceleration Program," and make recommendations for improvement. DLCD needs to establish a clear framework for tracking progress, determining when cities enter the acceleration program, evaluating issues, and ensuring meaningful action for housing production. These rules must be adopted by January 1, 2025.

Essential Job Functions:
- Routinely monitor and maintain utility potable water reservoirs, pump stations, and wells, including predictive, preventative, and corrective maintenance activities.
- Maintain operations and maintenance records on wells, reservoirs, pump stations, hydrants, water mains, vehicles, and equipment.
- Assist in the purchasing process for construction section equipment and materials.
- Perform water distribution system pressure and flow testing.
- Prepare reports, plans, and recommendations for operations and maintenance activities associated with distribution infrastructure and well fields.
- Assist with the operation and maintenance of the utility telemetry system.
- Foster a positive, team-oriented working relationship with Water Board staff; maintain a professional appearance; and uphold a courteous attitude toward customers and the general public.
- Follow all federal and Oregon OSHA safety rules and procedures for work areas.
- Must possess a valid driver’s license upon hire; obtain a valid Oregon driver’s license within 30 days of hire and have an acceptable driving record.
Job Qualification Requirements:

Experience and Education: 3 years progressively responsible experience in the maintenance and operation of water systems; graduation from senior high school or GED program supplemented by technical training in pump maintenance, hydraulics, and basic electricity; experience or education in the use of personal computers and application software. State of Oregon Water Distribution Level 3 Certification.
Note: The Oregon Health Authority Water Distribution Level 3 Certification can be obtained within a mutually agreed upon timeline. Those without the certification but have experience in automated systems like those used in water utility pump stations or those who are experienced in mechanical work are encouraged to apply.

Skills and Abilities: Considerable knowledge of the maintenance and operation of wells, pumping stations, reservoirs, hydrants, and water mains; considerable skill in planning and scheduling repairs to maintain satisfactory operation of water systems; ability to perform manual and computerized record-keeping functions; ability to plan and recommend section purchases; ability to develop and maintain positive, cooperative, team-oriented working relationships with supervisors and co-workers; ability to maintain a professional appearance and a positive, courteous, and helpful attitude toward customers and the general public; satisfactory equivalent combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above duties.

Coos Bay – North Bend Water Board is looking for the right person to fill an immediate opening for a Utility Worker position. This important position is the first step in a career-path that has potential for further advancement both within the Water Board and the water industry in general. As a Utility Worker you will obtain knowledge of how a water distribution system functions and why it is essential in serving the needs of our communities.
In this position you will have the opportunity to:
- Gain an understanding how to operate and maintain the water distribution system. This includes learning about pumps, storage tanks, piping, and wells.
- Learn how to construct and install water distribution system components such as water mains, water services, valves, and fire hydrants.
- Train in the operations of powered equipment such as backhoes, cranes, tapping machines, and boring machines.

The minimum requirements of the position are:
