It is hard to believe it is already mid-September, though lately the early mornings and late evenings have been cooler, signaling fall is on its way. Another signal of fall is school being back in session which brings more vehicle traffic and greater pedestrian activity. Please pay close attention as you drive through the community to ensure those traveling to and from school can do so safely. With school in session there will also be several activities and events the community can participate in from sports to music or theatre productions within one of the many schools in Coos Bay. It’s a great opportunity to see the diverse skills our youth have ranging from grade school through community college.
This weekend is also the Bay Area Fun Festival which is often the final celebration of the summer. This is the 44th Fun Festival and is themed “Under the Sea in 2023”. The festival brings in thousands of visitors to our community to participate in many of the activities over the weekend. The 42nd annual Prefontaine 10k Race will start off the weekend, followed by the Show and Shine at The Mill Casino, vendor booths on Central Avenue, midday Parade through downtown Coos Bay, and capped with the evening Cruz the Coos event in downtown. It's a weekend full of fun activities for all ages.
We will use the Fun Festival next year to help celebrate the 150th anniversary of Coos Bay and the planning will start soon. Be looking for more information in upcoming newsletters to identify ways you might participate in planning or implementation for this significant community milestone.

The City of Coos Bay requires business and rental property licenses for businesses operating within our jurisdiction. The application process for these licenses provides the City with information such as the number, type, size, etc. of business, residential, and commercial rental property.
This information helps the City assess impacts, public infrastructure needs, and provides information for economic planning and development purposes. It is also a mechanism to ensure businesses adhere to local regulations, zoning laws, building, fire, health, and safety standards.
The City strives to set fees at a level that covers the cost of the program or service and be comparable with similar size jurisdictions. A recent review of the City’s business license program revealed our fees were not covering the cost to administer the program and were significantly lower than similar jurisdictions. We also identified a gap in service to meet the identified goals above of ensuring ongoing compliance with safety standards. These standards are in place for the safety of property owners, employees, community members, visitors, and our emergency services personnel.
It is common for changes to be made within a building or space over time and for maintenance timelines to be missed. Did you know, changing or adding locks may increase security, but violate the fire code? Or, that if a business moves out of a space and a new business moves in, there may be different zoning, building or fire code requirements depending on the type of business? Routine inspections are important component of monitoring all of these dynamic factors and keep our businesses safe and operational.
To address these challenges, City Council has adopted some changes to our business license program and fees. The fee structure has been simplified to a flat rate system. Home occupations, independent contractors and seasonal business licenses will be $60 annually. All other general business licenses will be $120 per year. A fire inspection fee of $120 will apply when a fire inspection is conducted. Currently, inspections are conducted for all new businesses, by request, or when a complaint is received. In the coming months we will begin routine inspections of existing businesses. This will allow us to help businesses get off to a good start and provide an opportunity for City staff to educate existing business owners about common hazards and changes that may impact safety. Rental property license fees will be $25 per unit. Rental property licenses are required for property owners having long term lease or rentals (in excess of 30 consecutive days) of single-family homes, duplexes, apartments or commercial buildings or portions thereof. Short term vacation rentals, hotels/motels, manufactured/mobile home parks, RV parks and storage units are considered general commercial businesses and not rental property.
Existing businesses will see the new business license fee on their renewal notice coming out later this fall for their 2024 business license. New business license and fire inspection fees will go into effect January 1, 2024, for new businesses applying for a license, those requesting an inspection, or subject to a complaint. Existing businesses will begin to see the fire inspection fee with their 2025 renewals.

Coos Bay Library’s Community Fridge
The Coos Bay Public Library (CBPL) has partnered with South Coast Food Share (SCFS) and the Beet Food Systems Consortium to make healthy produce more accessible to members of the Coos Bay community. SCFS is supporting this project by providing the fridge and The Beet is funding our food and operational costs. CBPL patrons can obtain fresh produce six days a week during the regular hours.
Everyone who enters the Library will be eligible for free produce after being asked a few basic questions that will only be used for statistics. We will not share your personal information.
During August, the fridge served more people than ever – over 2,000. Come and visit us at the Coos Bay Public Library for some free produce and please, if possible, help us keep this program sustainable by bringing your own bag. For more information call 541-269-1101.

Governor Kotek signed House Bill 2001 into law this past March. This bill directs Oregon’s Land Conservation and Development Commission (LCDC) to adopt rules to implement the Oregon Housing Needs Analysis policy. This policy fundamentally shifts Oregon's approach to housing planning by empowering cities to take actions that increase housing production, affordability, and choice. LCDC initiated a rulemaking process by adopting a charge to guide the work of a Rulemaking Advisory Committee (RAC) in July.
Department of Land Conservation and Development (DLCD) staff are accepting applications from community members who would like to participate in the rulemaking process. If you are interested in being considered for a position on the RAC please find background materials, a draft rulemaking charter, and the application linked below.
RAC members will meet approximately once a month until final recommendations are made to the department.
Technical Advisory Committees (TACs) will support the work of the RAC and meet more frequently (roughly biweekly), for shorter periods of time than the RAC meetings to enable in-depth discussions on technical issues.
Applications for either advisory committee must be submitted by noon on Monday, October 2, 2023 to be considered.
House Bill 2001 (2023) directs the commission to adopt and amend rules related to Statewide Planning Goal 10 - Housing and Goal 14 – Urbanization and sections of Oregon Revised Statute (ORS 197.286 to 197.314). The intent of this rulemaking is to refocus the implementation of Goal 10 from a narrow focus on housing capacity towards a more comprehensive framework that emphasizes local actions to promote housing production, affordability, and choice within their community and across the state.
Rulemaking will be categorized into three major topic areas, with direction and deadlines specific to each:

Housing Needs and Production: Changes for Goal 10 involve aligning the definition of "needed housing" with Oregon Housing Needs Analysis, promoting diverse housing options with location and feature flexibility, adjusting the Housing Productions Strategy to align with fair housing planning, and developing ready-made policy choices for cities to enhance housing production, affordability, and variety. These rules must be adopted by January 1, 2025.

Housing Capacity and Urbanization: LCDC is required to increase clarity and certainty in housing and urbanization planning processes and offer clear rules and guidance for calculating housing capacity and identifying buildable lands. This will involve coordinating with public facilities planning to ensure development readiness of land within or added to the Urban Growth Boundary. These rules must be adopted by January 1, 2026.

Housing Accountability: HB 2001 modifies the "Housing Accountability" statute (ORS 17.293) to establish a system for DLCD to assess local governments' progress in meeting housing targets. If a local government falls behind peers, DLCD will refer them to a "Housing Acceleration Program," and make recommendations for improvement. DLCD needs to establish a clear framework for tracking progress, determining when cities enter the acceleration program, evaluating issues, and ensuring meaningful action for housing production. These rules must be adopted by January 1, 2025.

SOLVE is hosting many cleanup and restoration events all over Oregon, including two events in Coos Bay. Help spread the word recruit as many volunteers as possible. Essential Job Functions:
- Routinely monitor and maintain utility potable water reservoirs, pump stations, and wells, including predictive, preventative, and corrective maintenance activities.
- Maintain operations and maintenance records on wells, reservoirs, pump stations, hydrants, water mains, vehicles, and equipment.
- Assist in the purchasing process for construction section equipment and materials.
- Perform water distribution system pressure and flow testing.
- Prepare reports, plans, and recommendations for operations and maintenance activities associated with distribution infrastructure and well fields.
- Assist with the operation and maintenance of the utility telemetry system.
- Foster a positive, team-oriented working relationship with Water Board staff; maintain a professional appearance; and uphold a courteous attitude toward customers and the general public.
- Follow all federal and Oregon OSHA safety rules and procedures for work areas.
- Must possess a valid driver’s license upon hire; obtain a valid Oregon driver’s license within 30 days of hire and have an acceptable driving record.
Job Qualification Requirements:

Experience and Education: 3 years progressively responsible experience in the maintenance and operation of water systems; graduation from senior high school or GED program supplemented by technical training in pump maintenance, hydraulics, and basic electricity; experience or education in the use of personal computers and application software. State of Oregon Water Distribution Level 3 Certification.
Note: The Oregon Health Authority Water Distribution Level 3 Certification can be obtained within a mutually agreed upon timeline. Those without the certification but have experience in automated systems like those used in water utility pump stations or those who are experienced in mechanical work are encouraged to apply.

Coos Bay – North Bend Water Board is looking for the right person to fill an immediate opening for a Utility Worker position. This important position is the first step in a career-path that has potential for further advancement both within the Water Board and the water industry in general. As a Utility Worker you will obtain knowledge of how a water distribution system functions and why it is essential in serving the needs of our communities.
In this position you will have the opportunity to:
- Gain an understanding how to operate and maintain the water distribution system. This includes learning about pumps, storage tanks, piping, and wells.

Salary and Benefits
The salary range for this position is $75,000 - $95,000, depending on experience and qualifications.
