 If you take a drive down Market Street, from Hwy 101 to Fifth Street, you’ll have the opportunity to enjoy a fun new mural. The building owner of 454 Commercial Avenue partnered with Pacific School of Dance by offering the back wall of the building as the canvas to liven up the dance school’s parking area. You will find several dancers depicted in white silhouettes on a multi-colored background, while acknowledging that, “Life is better when you dance.”
Partnerships like this are what makes Coos Bay great. Working with neighbors to make the spaces we live and work in more enjoyable should be something we all strive to do. This project also goes a long way to highlight the far reach of the Urban Renewal Agency’s (URA) Improvement Grant program. The Boys & Girls Club applied for and was awarded a URA Improvement Grant a few years ago which assisted with remodeling the building at 295 South Fourth Street. Once complete, the Pacific School of Dance took up residence, allowing for expansion of programs and activities for the dancers in our community.
Building improvements can spark inspiration for neighboring properties and before you know it, art shows up. It is exciting to see more and more art throughout the community, with the various murals and utility box art projects. These creations help showcase the amazing talent we have here locally.

 Governor Kotek signed House Bill 2001 into law this past March. This bill directs Oregon’s Land Conservation and Development Commission (LCDC) to adopt rules to implement the Oregon Housing Needs Analysis policy. This policy fundamentally shifts Oregon's approach to housing planning by empowering cities to take actions that increase housing production, affordability, and choice. LCDC initiated a rulemaking process by adopting a charge to guide the work of a Rulemaking Advisory Committee (RAC) in July.
Department of Land Conservation and Development (DLCD) staff are accepting applications from community members who would like to participate in the rulemaking process. If you are interested in being considered for a position on the RAC please find background materials, a draft rulemaking charter, and the application linked below.
RAC members will meet approximately once a month until final recommendations are made to the department.
Technical Advisory Committees (TACs) will support the work of the RAC and meet more frequently (roughly biweekly), for shorter periods of time than the RAC meetings to enable in-depth discussions on technical issues.
Applications for either advisory committee must be submitted by noon on Monday, October 2, 2023 to be considered.
 House Bill 2001 (2023) directs the commission to adopt and amend rules related to Statewide Planning Goal 10 - Housing and Goal 14 – Urbanization and sections of Oregon Revised Statute (ORS 197.286 to 197.314). The intent of this rulemaking is to refocus the implementation of Goal 10 from a narrow focus on housing capacity towards a more comprehensive framework that emphasizes local actions to promote housing production, affordability, and choice within their community and across the state.
Rulemaking will be categorized into three major topic areas, with direction and deadlines specific to each:

Housing Needs and Production: Changes for Goal 10 involve aligning the definition of "needed housing" with Oregon Housing Needs Analysis, promoting diverse housing options with location and feature flexibility, adjusting the Housing Productions Strategy to align with fair housing planning, and developing ready-made policy choices for cities to enhance housing production, affordability, and variety. These rules must be adopted by January 1, 2025.

Housing Capacity and Urbanization: LCDC is required to increase clarity and certainty in housing and urbanization planning processes and offer clear rules and guidance for calculating housing capacity and identifying buildable lands. This will involve coordinating with public facilities planning to ensure development readiness of land within or added to the Urban Growth Boundary. These rules must be adopted by January 1, 2026.

Housing Accountability: HB 2001 modifies the "Housing Accountability" statute (ORS 17.293) to establish a system for DLCD to assess local governments' progress in meeting housing targets. If a local government falls behind peers, DLCD will refer them to a "Housing Acceleration Program," and make recommendations for improvement. DLCD needs to establish a clear framework for tracking progress, determining when cities enter the acceleration program, evaluating issues, and ensuring meaningful action for housing production. These rules must be adopted by January 1, 2025.

 We are hosting our annual Beach & Riverside Cleanup event series September 16 and we need dedicated and passionate volunteers to join us to help make a difference. SOLVE is hosting many cleanup and restoration events all over Oregon, including two events in Coos Bay. Help spread the word recruit as many volunteers as possible. Please post these events to social media, add them to your events calendar, send to friends and family, notify local businesses, as well as attend the events yourself. The Coos Bay-North Bend Water Board is seeking a dedicated and skilled Distribution Technician to join our team. With the breathtaking natural beauty of the Oregon coast as your backdrop, you'll play a crucial role in maintaining our potable water reservoirs, pump stations, wells, and distribution infrastructure.
Essential Job Functions:
- Routinely monitor and maintain utility potable water reservoirs, pump stations, and wells, including predictive, preventative, and corrective maintenance activities.
- Maintain operations and maintenance records on wells, reservoirs, pump stations, hydrants, water mains, vehicles, and equipment.
- Assist in the purchasing process for construction section equipment and materials.
- Perform water distribution system pressure and flow testing.
- Prepare reports, plans, and recommendations for operations and maintenance activities associated with distribution infrastructure and well fields.
- Assist with the operation and maintenance of the utility telemetry system.
- Foster a positive, team-oriented working relationship with Water Board staff; maintain a professional appearance; and uphold a courteous attitude toward customers and the general public.
- Follow all federal and Oregon OSHA safety rules and procedures for work areas.
- Must possess a valid driver’s license upon hire; obtain a valid Oregon driver’s license within 30 days of hire and have an acceptable driving record.
Job Qualification Requirements:

Experience and Education: 3 years progressively responsible experience in the maintenance and operation of water systems; graduation from senior high school or GED program supplemented by technical training in pump maintenance, hydraulics, and basic electricity; experience or education in the use of personal computers and application software. State of Oregon Water Distribution Level 3 Certification.
Note: The Oregon Health Authority Water Distribution Level 3 Certification can be obtained within a mutually agreed upon timeline. Those without the certification but have experience in automated systems like those used in water utility pump stations or those who are experienced in mechanical work are encouraged to apply.

Skills and Abilities: Considerable knowledge of the maintenance and operation of wells, pumping stations, reservoirs, hydrants, and water mains; considerable skill in planning and scheduling repairs to maintain satisfactory operation of water systems; ability to perform manual and computerized record-keeping functions; ability to plan and recommend section purchases; ability to develop and maintain positive, cooperative, team-oriented working relationships with supervisors and co-workers; ability to maintain a professional appearance and a positive, courteous, and helpful attitude toward customers and the general public; satisfactory equivalent combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above duties.

 Coos Bay – North Bend Water Board is looking for the right person to fill an immediate opening for a Utility Worker position. This important position is the first step in a career-path that has potential for further advancement both within the Water Board and the water industry in general. As a Utility Worker you will obtain knowledge of how a water distribution system functions and why it is essential in serving the needs of our communities.
In this position you will have the opportunity to:
- Gain an understanding how to operate and maintain the water distribution system. This includes learning about pumps, storage tanks, piping, and wells.
- Learn how to construct and install water distribution system components such as water mains, water services, valves, and fire hydrants.
- Train in the operations of powered equipment such as backhoes, cranes, tapping machines, and boring machines.

The minimum requirements of the position are:

The primary responsibility of the Executive Director is to facilitate and promote organized economic growth to improve the quality of life and create jobs through innovative and conventional programs.
Key Responsibilities
* Administer and manage SCDC
* Develop short and long-term strategies with the SCDC board and partners
* Oversee financial management and budgeting
* Liaise with local, state, and federal allies
* Research, assess, and report on existing economic/business opportunities
* Continue and expand the Business Retention and Expansion Program (BREP)
* Partner with South Coast Chambers of Commerce and area visitor bureaus to promote regional tourism

Qualifications

* Excellent negotiation, presentation, and communication skills
* Familiarity with internet searches, email, and Microsoft Office Suite
* An acceptable driving record and Oregon driver’s license or ability to obtain one
Preferred Qualifications
* Master’s Degree in a related field
* Certified Economic Developer (CEcD) or Economic Development Finance Professional (EDFP) designation or ability to earn within 24 months
* Two+ years of experience in a sales or marketing environment
* Two+ years of experience owning or managing a successful business or non-profit organization
Salary and Benefits
The salary range for this position is $75,000 - $95,000, depending on experience and qualifications. Benefits include assistance with health insurance, limited 401K match, auto mileage reimbursement, and professional organization memberships and conference attendance, as provided in the organizational budget.
