Succession Plan Brings in New City Manager
In April 2021, staff prepared a succession plan for filling the pending city manager vacancy created by a retirement in June 2024. The timeline was moved up when Rodger Craddock resigned from his position as City Manager effective August 4, 2023. The succession plan presented and recommended by staff involved the selection of Nichole Rutherford as the next city manager. Ms. Rutherford has shown leadership ability and capacity to implement council goals through collaboration amongst the departments, carrying on a similar focus already in place under the current city manager’s leadership. This succession plan was initially informally brought before the Budget committee at the budget meeting on April 15, 2021, as part of the fiscal year 2021-2022 budget process in which a new position was developed: Assistant City Manager.
Ms. Rutherford currently holds a Bachelor of Science in Business Administration with an Accounting focus from Eastern Oregon University. Previously she was employed for fourteen years at a local CPA firm, performing municipal accounting and budget tasks for several clients, as well as serving as a member of the firm’s audit team. Her employment with the City of Coos Bay began in May 2014 as the Finance Assistant, primarily performing duties related to payroll processing. Given her thorough accounting background, she was soon promoted to Intermediate Accountant in May 2017, then Interim Deputy Finance Director in March 2018, and Finance Director in December 2018. She became Assistant City Manager in July 2021, intending to fill the position of city manager upon the full retirement of the current city manager in June 2024.
As Finance Director, she worked with the finance team to realign the department’s mission. This transition proved to be crucial in creating inter-department relationships. Achieving this task took dedicated effort and constant reinforcement to encourage communication, providing educational opportunities around accounting practices for all staff, all of which resulted in clean financial audits. This collaborative effort, patience, and willingness to identify more user-friendly accounting practices clearly indicate innovative, team-building leadership.
Ms. Rutherford has a well-rounded scope of knowledge. She is an active listener, creates space for consensus, and encourages participation. She regularly looks for ways the City can interact with staff members and citizens. In 2022, Ms. Rutherford played an integral role in the development of a new human resource role for the City, as well as spearheaded three projects, all focused on government transparency:
- Redevelopment of the City’s website
- Upgrade of the City’s agenda platform
- Implementation of a new delivery platform of the weekly Friday Update newsletter
It should be noted that each of these projects fell in conjunction with enhancements to the council chamber’s audio project. All of these endeavors have an important function in governmental transparency and supports the Council’s interest in increasing communication and public access to local government.
City Council is pleased to have Nichole Rutherford at the helm in the City Manager position and looks forward to working with her and staff to move the City forward in a productive and positive way.
