Little did I imagine that in 1991, when I was sworn in as a Reserve Police Officer for the Coos Bay Police Department, that it would turn into a career with the City of Coos Bay. Over the last 32 plus years, I have been given many opportunities and worked in several positions alongside some amazingly talented and dedicated employees and elected officials.
It has been my honor and privilege over the last fifteen plus years of my career with the City to serve originally as the City’s Police Chief and most recently as the City Manager. While serving as the City Manager and through the collective work of a professional staff and committed elected officials, much has been accomplished. Notable endeavors over that time include:
- Building a new fire station in downtown
- Building a new visitor information center
- Seismic retrofit and remodeling of City Hall
- Construction of a new wastewater treatment plant in Empire
- Undertaking the necessary structural upgrades at the Egyptian Theatre which made way for the theatre to reopen, rebuilding South Empire Blvd which included the addition of streetlights and sidewalks
- Implementation and completion of the Safe Routes to School Sidewalk Project in Eastside
- Expansion of Eastside Boat Ramp
- Creation of the Hollering Place Wayside
- Replacement of the Mingus Park Pool heating and filtration system as well as resurfacing the pool tank
- Completion of major road improvement projects and the addition of new sidewalks along Highway 101.
Two years ago, with the blessing of the City Council, I undertook succession planning to train Coos Bay’s next City Manager, Nichole Rutherford, as I intended to retire in mid-2024. Nichole is an extremely capable leader who is currently the Assistant City Manager and formerly the City’s Finance Director.
Experience has taught me that not everything goes as planned in life. The last two years have passed quickly, and I have decided that I am not quite ready to retire just yet. Instead of retiring as planned, I have been given an opportunity to become the next Executive Director of the Coos County Airport District beginning August 7, 2023. My last day as Coos Bay’s City Manager will be August 4, 2023.
I am grateful for all the opportunities I have been given at the City of Coos Bay. I will cherish the memories made during my time in city government and the friendships I have made. I look forward to working with the Airport Board and dedicated staff within the Coos County Airport District.

Don’t Give Thieves the Keys:
Protect Your Ride During National Vehicle Theft Prevention Month
Americans put in long hours to afford motor vehicles. Whether it’s a family minivan hauling kids to school and parents to work, or a sporty hot rod that’s fulfilling a long-awaited retirement dream, that hard-earned vehicle should never end up in the hands of thieves. July is National Vehicle Theft Prevention Month. This month, the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) is warning vehicle owners about the threat of vehicle theft.
Vehicle theft is a multi-billion-dollar industry in the United States, costing vehicle owners more than $8 billion in 2022 alone. That same year, more than one million vehicles were stolen in the United States, accounting for a 25% increase in vehicle theft totals over the previous few years. Historically, passenger cars made up more than 74% of all stolen motor vehicles. Estimates show that approximately one motor vehicle is stolen every 32 seconds.
In 2021, Oregon ranked fifth in stolen vehicles. This information is based on vehicles with the highest rate of vehicle theft per 100,000 residents in 2021, as provided by the National Insurance Crime Bureau.
In 2022, Coos Bay Police Department took a total of 80 reports related to vehicles being stolen. So far in 2023, we have investigated 42 reported stolen vehicles.
How can you keep your vehicle safe? Always:
- Park in well-lit areas.
- Close and lock all windows and doors when you park.
- Hide your valuables.
- Do not leave your keys in your vehicle.
- Do not leave the area while your vehicle is running.
- Consider purchasing extra layers of protection for your vehicle if your manufacturer does not provide an anti-theft system. This could be something like an anti-theft system, which can be easily purchased online or in a store.

Coos Bay Estuary Management Plan (CBEMP) Phase I Update

Notice is hereby given that on Tuesday, July 11, 2023, the Coos Bay Planning Commission will hold a public hearing at 6 p.m. in the Coos Bay City Hall Council Chambers located at 500 Central Avenue in Coos Bay Oregon to consider a proposal to amend the text of the Comprehensive Plan and Development Code.
APPLICANT/OWNER: City of Coos Bay, 500 Central Avenue, Coos Bay, Oregon 97420.
SUBJECT PROPERTY: All lands within city limits subject to the Coos Bay Estuary Management Plan (CBEMP).
ZONING DISTRICT & SPECIAL OVERLAYS: Coos Bay Estuary Management Plan.
REQUEST SUMMARY: The applicant is requesting authorization to amend the Comprehensive Plan and Development Code as part of the multi-jurisdictional Phase I update to the Coos Bay Estuary Management Plan (CBEMP) as follows
- Amend the Coos Bay Comprehensive Plan by repealing Volume III, Estuary Management Plan, and amending Volume I, Plan Policy Document, to adopt by reference the updated 2023 Coos Bay Estuary Management Plan, adopted as Coos County Comprehensive Plan Volume II, Parts 1 and 2.
- Amend Coos Bay Development Code Title 17 to: A) repeal and replace in its entirety Chapter 17.352 CBDC, Estuarine and Coastal Shoreland Uses and Activities; B) amend CBDC 17.360.020, Initiation of amendment, to provide the Director the opportunity to initiate Type IV applications; and C) add a new provision under CBDC 17.360.040(2), Application Contents, to account for joint-management and coordination when changes are proposed to the Coos Bay Estuary Management Plan through a joint advisory committee.
REVIEW CRITERIA: Coos Bay Development Code (CBDC): Chapter 17.130 CBDC, Procedures; Section 17.360.060, Approval Criteria.
HEARING/APPEAL PROCEDURE: The review will be conducted in accordance with a Type IV procedure at CBDC 17.130.110. Testimony must be related to the referenced criteria. Written comments must be submitted by 4:00 p.m. on the Friday prior to the scheduled public hearing. Failure to raise an issue or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue may preclude further appeal on that issue. The Planning Commission will conduct the first evidentiary public hearing on this matter to make a recommendation to the City Council. The City Council is tentatively scheduled to conduct a second public hearing on this matter on Tuesday, August 15th, 2023, at Coos Bay City Hall. A final decision of the City.

Council may be appealed to the Land Use Board of Appeals (LUBA) by filing a notice of intent to appeal with LUBA, with required fees, within 21 days of the date of the final land use decision.
