It is time to celebrate and reflect on our nation’s independence. Two hundred forty-seven years ago, on July Fourth, 1776, our forefathers ratified the Declaration of Independence and July Fourth has become a time for Americans to celebrate freedom and patriotism ever since.
Across our great nation, the Fourth of July is packed with backyard barbecues, family, and community events, and of course, fireworks. Locally, several events have been planned and are open to the public. On Tuesday, many will gather at Mingus Park for the annual Fourth of July in the Park. The celebration will kick off with the South Coast Running Club’s Annual Firecracker Run. A half mile run for kids will start at 10 a.m. and will be followed by a 4K run/walk. In addition to the run, from 11 a.m. to 2 p.m., there will be food, booths, and activities for all. There will also be a free swim at Mingus Park Pool from 2 p.m. to 4 p.m.
The evening will be capped off by the annual fireworks display over the bay which is scheduled to begin at dusk.

Fire Department Resident Intern Firefighter Program
In partnership with Southwestern Oregon Community College, Coos Bay Fire Department (CBFD) is fortunate to have a resident intern firefighter program. The program allows college students pursuing a career in firefighting or emergency medical services the opportunity to live at one of the staffed stations within the City of Coos Bay.
Students attend college full time and receive experience and mentorship from the career firefighting staff while assigned to one of the three shifts. Students participating in the program started a training academy June 19 that will conclude on July 8. The training consists of 40 hours a week of hands-on training, followed by several additional hours each night of book study learning the science behind the skills they are being taught. At the conclusion of the training academy, the students among several career firefighters will travel to Salem for three days of hands-on live fire training in a controlled environment that will give them an idea of what they would encounter during an actual structure fire.
Coos Bay welcomes four new students to this year’s academy and intern program.

The Coos Bay Fire Department encourages everyone to Practice the 4 BE’s:
BE PREPARED:
- Store fireworks out of children’s reach.
- Always read and follow label directions.
- Place pets indoors; they are easily frightened by fireworks.
- Always have water handy (a garden hose or a bucket of water).
BE SAFE:
- An adult should always light fireworks.
- Keep matches and lighters away from children
- Use fireworks outdoors only.
- Light only one firework at a time and move away quickly.
- Keep children and pets away from fireworks.
- Always remember - do not throw fireworks or hold them in your hand.
BE RESPONSIBLE:
- Soak used fireworks thoroughly in a bucket of water.
- Dispose of used fireworks & debris properly.
- Never re-light “dud” firework. Wait 15-20 minutes then soak it in a bucket of water.
BE AWARE:
- Use only legal fireworks
- Use fireworks only in legal places
- Fireworks are prohibited on all beaches, State Parks, & State or Federal Forest
- Only fireworks purchased from retailers and stands with an Oregon State Fire Marshal permit are legal in Oregon.
- Oregon law forbids possession, use or sale of fireworks that:
- Explode
- Fly more than 12 inches in the air, or
- Travel more than six feet on the ground.

Kid’s run is 1.5 times around the lake. The 4K is three times around the lake followed by a HUGE hill in beautiful Mingus Park. You will then run on city streets, down another Mingus Park dirt trail, and finish on the paved path by the lake.

Notice is hereby given that on Tuesday, July 11, 2023, the Coos Bay Planning Commission will hold a public hearing at 6 p.m. in the Coos Bay City Hall Council Chambers located at 500 Central Avenue in Coos Bay Oregon to consider a proposal to amend the text of the Comprehensive Plan and Development Code.
APPLICANT/OWNER: City of Coos Bay, 500 Central Avenue, Coos Bay, Oregon 97420.
SUBJECT PROPERTY: All lands within city limits subject to the Coos Bay Estuary Management Plan (CBEMP).
ZONING DISTRICT & SPECIAL OVERLAYS: Coos Bay Estuary Management Plan.
REQUEST SUMMARY: The applicant is requesting authorization to amend the Comprehensive Plan and Development Code as part of the multi-jurisdictional Phase I update to the Coos Bay Estuary Management Plan (CBEMP) as follows
- Amend the Coos Bay Comprehensive Plan by repealing Volume III, Estuary Management Plan, and amending Volume I, Plan Policy Document, to adopt by reference the updated 2023 Coos Bay Estuary Management Plan, adopted as Coos County Comprehensive Plan Volume II, Parts 1 and 2.
- Amend Coos Bay Development Code Title 17 to: A) repeal and replace in its entirety Chapter 17.352 CBDC, Estuarine and Coastal Shoreland Uses and Activities; B) amend CBDC 17.360.020, Initiation of amendment, to provide the Director the opportunity to initiate Type IV applications; and C) add a new provision under CBDC 17.360.040(2), Application Contents, to account for joint-management and coordination when changes are proposed to the Coos Bay Estuary Management Plan through a joint advisory committee.
REVIEW CRITERIA: Coos Bay Development Code (CBDC): Chapter 17.130 CBDC, Procedures; Section 17.360.060, Approval Criteria.
HEARING/APPEAL PROCEDURE: The review will be conducted in accordance with a Type IV procedure at CBDC 17.130.110. Testimony must be related to the referenced criteria. Written comments must be submitted by 4:00 p.m. on the Friday prior to the scheduled public hearing. Failure to raise an issue or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue may preclude further appeal on that issue. The Planning Commission will conduct the first evidentiary public hearing on this matter to make a recommendation to the City Council. The City Council is tentatively scheduled to conduct a second public hearing on this matter on Tuesday, August 15th, 2023, at Coos Bay City Hall. A final decision of the City.

Partners Preserving our Pioneer Cemetery
Marshfield Pioneer Cemetery in Coos Bay Receives $12,000 in Oregon Heritage grants
Coos Bay’s Marshfield Pioneer Cemetery was recently awarded two separate grants through the Oregon Heritage Program of the Oregon Parks and Recreation Department (OPRD). The cemetery received a $2,000 Historic Cemeteries Grant and a $10,000 Preserving Oregon Grant. Both these programs support historic preservation work throughout Oregon at historic cemeteries and sites listed on the National Register of Historic Places.
These grants – combined with in-kind support and other donations – will fund Phase II of “Partners to Preserve our Pioneer Cemetery.” This multi-phase historic preservation initiative is tackling years of vandalism and deferred maintenance at the cemetery and will ultimately result in the repair of 340 gravestones. Work is currently underway at the cemetery on Phase I of the project, and the first 102 gravestones will be repaired by the end of July. Phase II, which will repair another 74 gravestones, will run from August of 2023 to April of 2024. The two Oregon Heritage grants will cover approximately 63% of the total cost, and cemetery volunteers are continuing to seek additional grants and community support – particularly from descendants of those buried in the cemetery – to reach funding goals and make “Partners” a success.

Library Board Members Needed
The City of Coos Bay is seeking volunteers to fill openings on the Library Board. Applications are available from the City Manager’s Office during the hours of 8 a.m. and 5 p.m., Monday through Friday, by calling 541- 269-8912, or on the City’s website at www.coos.bay.org or email Christine Sylvester at csylvester@coosbayor.gov. Applications will be accepted until 5 p.m. on Thursday, June 30, 2023. Library Board Background
The Library Board, Coos Bay Municipal Code 2.25, was established by Ordinance No. 57 and consists of seven members. The term of office is four years. Up to three board members may at any one time reside in Coos County within the boundaries of School Dist. 9 but outside the city limits of Coos Bay. Members shall be limited to serving no more than two full consecutive terms; however, any person may be reappointed after an interval of one year. There are currently two openings on the Board.
