The start of the Farmers Market and the flower baskets appearing downtown signals that we are well into the spring season of the year and that summer is just around the corner. This is about the time of year when street maintenance gears up and capital improvement projects kick off. Three of the larger projects for this year include the construction of two new parking lots and embarking on major upgrades to the downtown wastewater treatment plant.
One of the new parking lots will be constructed at the vacant lot on S. Third Street and Central Avenue. The new lot will provide additional parking as well as event space during the Farmers Market and summer festival events. Engineering and permits were completed last year, and the project is currently out to bid.
The other new parking lot will be on Front Street. Parking has been an issue for many years in the Front Street area and congestion has intensified with the ongoing revitalization of the area. The City began the process of creating a new parking lot several years ago when it purchased the former Marshfield Bargain House scrap yard. Obtaining the necessary environmental permits to mitigate the conditions of the 80-year-old scrap yard was a challenge to say the least. Last year, while navigating our way through the process, the old warehouse at the north end of the property was demolished.
The long journey is coming to an end as we recently received the final approval to proceed to bid.
Next week, I will share more about the required upgrades to the nearly 70-year-old downtown wastewater treatment plant.

On May 16, 2023, the Coos Bay City Council proclaimed May 21 – 27 Public Works Week in the City of Coos Bay. This annual observation was established by President John F. Kennedy in 1960 to increase awareness of the contribution of Public Works to communities all over the United States.
For National Public Works Week, many states, cities/towns and municipalities from across North America come together to celebrate with official government proclamations and resolutions in honor of the contribution public works makes to their communities: in planning, building, managing and operating the heart of our local communities and in building the quality of life. Public works professionals connect us physically, through infrastructure, and inspirationally, through service to their communities, whether as first responders or daily workers carrying out their duties with pride.
Connecting the World Through Public Works is the theme for the 2023 National Public Works Week. Public works is the thread that connects us all, no matter where we live in the world. Every public works professional strives to improve the quality of life for the community they serve, leading to healthier, happier communities.
Public works connectors help keep communities strong by providing an infrastructure of services in transportation, water, wastewater, and stormwater treatment, public buildings and spaces, parks and grounds, emergency management and first response, solid waste, and right-of-way management. They are what make our communities great places to live and work. This is an opportunity to acknowledge the quiet work these professionals do that makes life better for all of us.

May 13, 2023, marked the 15-year anniversary for Chris Esperance working for the Coos Bay Police Department (CBPD). During her time with CBPD, Esperance has held numerous roles and responsibilities, to include Records Specialist, Records Supervisor, DUII Impact Coordinator, Coos Bay Police Officers’ Association Treasurer, and she often runs our Crime Prevention booth at various local events. Further, she is instrumental in scheduling, registering, and coordinating training for department staff.
Prior to joining the CBPD, Esperance ran her own bakery.
Please join me in congratulating and thanking Chris Esperance for her 15 years of dedicated service to the Coos Bay Police Department!

On May 4, 2023, the Budget Committee approved the proposed budgets for City of Coos Bay and Urban Renewal Agency (URA), completing one step in the annual budget process. Meetings will be held on June 6, 2023, starting with the City Budget discussion with Coos Bay City Council at 6 p.m., immediately followed by the Urban Renewal Agency (URA) budget meeting. These public meetings will be held in the Coos Bay City Hall, Council Chambers, 500 Central Avenue, Coos Bay.
Copies of the budgets may be inspected or obtained on the City's website at the Budget & Audit Records section or at City Hall between the hours of 8 a.m. to 5 p.m., or by contacting the City Manager's Office at (541) 269-8912 or administration@coosbayor.gov. These budgets are for an annual budget period and were prepared on a basis of accounting that is the same as the preceding year.

The Community Coalition of Empire (CCE) is pleased to once again be working with the City of Coos Bay and the Coos Art Museum to bring art to the Empire District. The City has identified 13 utility boxes in need of local artists to develop and hand paint their visions of our nautical theme, “Historic Empire with a Focus on the Waters”.
Artists may use the completed Empire Mural to draw inspiration, or they are free to use their imagination. The color palette will be blue, red, white, black, and yellow, and can be mixed according to the artist’s discretion. This project will happen in two phases with an estimated completion date of July 23, 2023. Artists will be given all supplies necessary to make their vision a reality. In addition, each artist will receive a stipend of $100 and will be honored at a reception upon completion of the project.
This project is open to ALL artists. Submissions must be original and may be submitted via:
1) mailed to CCE P.O. Box 3452 Coos Bay, OR 97420
2) emailed via pdf format to moss_joanne@yahoo.com, or
3) dropped off at Star of Hope Activity Center 657 Newmark, Coos Bay, OR 97420

According to the Federal Emergency Management Agency (FEMA), one of the most cost-effective ways to safeguard our citizens and our communities against disasters is to adopt and follow hazard-resistant building codes. When adopted and enforced, building codes can save lives, save billions of dollars and protect property for generations to come. Here are a few facts to consider:
- Since 1980, the average number of billion-dollar disasters has been six per year, but from 2016 to 2018, the number jumped to 15 per year.
- A staggering 65 percent of counties, cities,and towns across the U.S. have not adopted modern building codes.
- Only 27 percent of hazard-prone jurisdictions in the U.S. adopted the latest two editions of hazard-resistant building codes.
- The I-Codes could help communities avoid $132 billion to $171 billion in cumulative losses through 2040.
- If all new buildings across the U.S. were built to modern editions of the I-Codes, the country would save more than $600 billion by 2060.
Having an evacuation and communication plan in place and an emergency supply kit on hand can help protect you and your loved ones. Review these simple, life-saving tips and visit Ready.gov for specific tips on dealing with earthquakes, extreme heat, floods, home fires, hurricanes, tornados, wildfires and more.
- Develop a family action plan and share with everyone in your family, so you will know where to go if an evacuation is called.
- Review at least two exit routes from your home or neighborhood to a designated meeting place for your family.
- Create a disaster supply kit that will allow you to remain in your home after a disaster or for use after evacuating to a safer location. Be sure the necessities in your kit are fresh and restored as necessary.
- Stay tuned to radio, TV and NOAA Weather Radio for official updates and critical lifesaving weather information. Remember, reception is usually best if placed near a window.

BBQ, Blues & Brews on the Bay will be back at The Mill Casino/Hotel & RV Park on May 27-28, 2023! For two days, enjoy non-stop fun, music, craft brews, and of course, delicious BBQ. Now in its tenth year, BBQ, Blues & Brews on the Bay, has become one of the most popular annual food festivals on the Oregon Coast. Competitors from all around the Pacific Northwest, and other regions of the US and Canada, will be vying to be crowned Grand Champion. Plus, there will be 20+ breweries in the beer sample garden.
